Olsen, Water Utilav Supervisor SUBJECT: SEPA rexiew requirement for W, Keanydale Sanitary Sewer Trunk Maio The Water Utility requests that an exemption be granted for the aforementioned project for the following reasons. 1. It is normally exempt from Sepa review because it is an 8' utility. 2. It is exempt from the tree cutting ordinance 3. The reason it maybe required is because it is in the APA Zone ' area and it is considered a sensitive area. One of the main reasons for this project is to make ;anitary sewers available so that the aquifer can be protected. It will also provide sanitary sewer service to new well 5A. It should also be noted that the poliev stated in the proposed Aquifer Protection Ordinance (APA) for Zone •2 is that new residential development be required to connect to a central sewer s)stem. It also requires ne-v storm and sanitary sewers be constructed to the satisfaction of the Utility such that no water infiltration and;or exfiltration shall occur. 4. Finally it is the Water Utility that will make the review of the APA sensitive area issues for this project as well as proposing the project you can be assured that these issues have already been addressed. Attached to this memo for your review is the Abbreviated Environmental Review Checklist for the aforementioned project. Fir Aile �,, ski —W r CITY OF RENTON (OMNIUNITY DEVELOPMENT DEPARTMENT ABBREVIATED ENVIRONMENTAL REVIEW CHECKLIST FOR r PROJECTS BELON' SPECIFIED SEPA EXEMPTION LEVELS The State Environmental Policy Act (SEPA), Chapter 43.22IC, RCW, requires all governmental agencies to consider 'he environmental impacts of a proposal before makiig decisions. Although the State Environmental Policy Act does specify certain categorical exemptions, these can, in some cases, be modified by local agencies if there is a likelihood of probable significant adverse impacts from an otherwise categorically exempt project. Although the SEPA rules do not generally require environmental documentation when a project is categorically exempt, many smaller projects are, in fact, a part of a larger whole which is not exempt. Also, sder recent guidelines issued by the Washington State Department of Ecology, it is recommended that agencies reviewing projects show that SLPA was considered. This would be consistent with a 1980 State Court of Appeals decision which held that agencies should consider likely environmental effects before applying the SEPA categorical exemptions The City of Renton has developed the attached abbreviated checklist to assist in doing this. Lind Avenue S.W. Street Pro ect: Project Description - Lind Ave. 7V.Will be widole o our and five lanes from S.M. 16th St, to S.W. Witt St. The work will include curb, gutter, sidewalks, underground utilities, street lighting, storm drainage, and a 12" watermain. The existing Lind Ave. S.W. Bridge will be widened from two to four lanes by W.S.D.O.T. in their HOV widening of 1-405. ir The maps will be transmitted to you as soon as they are available. I , 2. MMood Waternhain: No lead pipe nor joint materials have been u ed since11tv World liar TI in the Renton water system. the design is not complete at this time, however the fire hydrants will be spotted in conjunction with the Fire Marshall's office. The watermain is needed to provide fire flow capability to the future Golf Course Club House expansion, and providing transmission capacity to allow anv future wells in the Golf Course. I have attached a copy of the Water ) - Comprehensivc Plan Map for your use and reference. The Olympic Pipeline spill will be managed as I previously outlined in the SEPA Checklist and my correspondence to you. The temporary erosion/ siltation control will be. accomplished as per our Standard ' WSDOT/APWA/City Specifications (see attached). 3. West Kennydale Sani tar Sewer. What is Phase 1I4 7Tie ase portions of work will be the 8" sanitary sewer extension from Jones Avenue N.E., south of N.E. 24th St., which run east and south to the Highgate Sewage Pump Station, across the Poll property. I have attached another copy of the Sewer Comp. Plan, highlighted to show the work. Phase II is an 8" pipe and is not subject to SEPA review. 2. Traffic Impacts gg! e entire de7ign process of this sewer has peen dictated by traffic issues. The design of the sewer primarily using boring techniques, is to minimize impacts to traffic flow anu emergency vehicle movement. Ingress and egress will be preserved at all times to all properties along the route. This issue has been long and drawn out, and involved many hours with WSDOT and City Design staff. Construction vehicle parking and equipment storage will be allowed at the Well i5 site at the - northwest corner of Jones Avenue N.E. and N.E. 24th Street. 3. Soil and Erosion Control i ery tt a nrt ns moved in a boring out of the boring job, , approximately 370 cubic yards will be excavated out of the boring pit and casing pipe work. This amounts to only 15 truck loads, which will he stockpiled on the Well 15 site and then either used as land fill, or =d' disposed off site by the contractor. Because the earth work is so smal', and all the work is done on paved streets, the erosion control work is really just street sweeping and sprinkling. Access duri_ng—construction iTfe watermaTn trench ng will occur in the grass planter strips, so the roadway will be open to at least one-way traffic at all times. Individual home driveways may be blocked for up to an hour or so but will be promptly backfilled and surfaced each night. 2. Dirt Management e excavated cavatedtrench material will be stockpiled adjacent to the trench in the parking or curb lane, while an individual section of trench is dug out. It will then be backfilled into the trench as the pipe is filled. 3. Erosion Control The pipeline pelineas installed in street right-of-ways or in the golf course. The street segment is controlled by street sweeping. The golf course segment is all installed on flat ground, and adjacent grass areas buffer the excavation area from any erosion potential. - 4. Contaminated Soil Control Because the new watermain may pass through areas contaminated by the Olympic Pipeline spill, it is the intent of the City of Renton, Department of Public Works, to have Olympic Pipeline representatives present to monitor the excavated material, and if found unsuitable con- taminated material is discovered, require Olympic to remove and dispose of said material. 5. Asbestos Removal ATToTu'ZC pipes will be abandoned in place, and not removed.
