There was a consensus among the Co,amittee membr-3 that the above-referenced application be deferred pending receipt of the following materials from your office: 1. A "complete" description of both Phase I and Phase II of this project, including information concerning the project's purpose, location and the relationship between the two phases . This information is necessary because the project phases, while distinct, are integrally related, and in accordance with WAC 197-11-060 (3) (b), are supposed to be evaluated in the "same environmental document." In addition, WAC 197-11-060 (5) (d) (ii) states that phased review is inappropriate if "it would merely divide a larger system into exempted fragments or avoid discussion of cumulative impacts." I 2. A description/discussion of potential impacts for growth in the immediate neighborhood and the adjacent community which would be likely to occur as a result of this project would also be helpful. 200 Mill Avenue South - Renton, Washington 98055 • (206) 235-2540 J Robert Bergstrom Febr-aary 12, 1988 Page 2 3. The CONSULTANT will provide specific geotechnical services as listed below for the design of the West Kennydale Sewer Extension. There will be no geotech- nical exploration done in the I-405 right-of-way. With- in the I-405 right-of-way, the CONSULTANT will rely on WSDOT geotechnical data provideO by the AGENCY. (1) Project Coordination Organize and coordinate the geotechnical program. Arrange subcontract with a driller to perform drilling. (2) Field Exploration Review available `.+SDOT geotechnical data. Identi- fy soil boring locations and locate existing util- ities. Using a subcontracted driller, six bore- holes will be drilled. Soil samples will be taken generally at 5-foot intervals using SPT. Each of these boreholes will extend approximately ten (10) feet below the invert of the proposed gravity sewer (elevation 224±) . A piezometer will be installed in one boring. Sag samples from auger cuttings will be collected for compaction, density tests. (3) Laboratory Testing Laboratory tests for moisture/density characteris- tics, grain-size distribution, Atterberg limits, strength, and compaction characteristics will be conducted on selected samples. Laboratory tests may vary depending on material types. seOS6102/063/3 i i' } T, - fy I (4) Reporting A geotechnical letter report that summarizes re- sults of the field exploration (including boring logs) and laboratory testing will be prepared. t Six (6) copies of this report will be provided to the AGENCY. b.
