These are the two houses located adjacent to the sewer line that was constructed by boring and jacking. These TBM's are identified as numbers 7, 8, and 9 on the attached tabulation. The elevations of these TBM's were read on 8/29/90 and again on 3/5/91. The changes in elevation over this period were all less than 0.01 feet. Renton, WA 99055 1 Re: Parcel No. 334390-3641-09 As you may be aware, the City is in the prOeera of constructing the West Kennydale Interceptor. This line will connect the dry sewer ill Jones Avenue to the active City system. At such time as sewer becomes available to you, the City will send out notification. This notification will be important for two reasons. I) A Latecomer's Agreement exists on the Jones Avenue line. As part of the agreement, interest is to be charged until such time as the latecomers fee is paid or until the total reaches 150%of the original latecomer's charge. The interest charges will begin 30 days after notification of availability is mailed. The variance review consists of reviews by the WSDOT Bellevue Office, WSDOT Headquarters in Olympia, and a Federal review (probably conducted concurrently with the Headquarters review) and is estimated to take three months. 1 During our meeting, Mr. Wicks informed me that another alternative routing (included in the previous application) would need to be evaluated. This has been accomplished and included herein (refer to Alternative B-3 shown on Figure 4.) . Alternative 11-3 stays out of the I-405 right-of-way and locates the pipeline on private property. The cost for this alternative is quite high due to construction techniques required to protect 1 foundations. Alternative B-4 locates the proposed sanitary sewer on ;rivate property to the greatest extent possible, with the northernmost 600 L.F. within the right-of-way. This routing .tags clear of the houses that are adjacent to the east right-of- way boundary and, thereby, avoids the higher construction costs required near the house foundations. The estimated construction cost for Alternative B-4 is $210,000. I Descriptions and cost estimates for these new routing alternatives and those alternatives previously evaluated follow. WEST RENNYDALE SEWER CROSSING ALTERNATIVES The following alternatives were investigated and are shown in the attached figures: A. Construct a sanitary sewer west along NE 24th Street under I-405 (part open cut and part jacking and boring installation) B-1. B-4 Construct a sanitary sewer north staying outside the I-405 right-of-way to the greatest extent possible. This routing locates the sanitary sewer on private property for approximately 1,000 L.". then crosses over into the right- of-way for approximately the last 600 L.F. (all open cut ins*allation) C-1. The order-of-magnitude estimates include 8.1 percent sales tax where appropriate. Several design assumptions were necessary to complete the cost estimates. The sanitary sewer pipe size and minimum slope were provided by the City's engineering Ftaff (8-inch pipeline at 0.004 slope). Direct buried pipe was assumed to be PVC and carrier pipe within casing was assumed to be ductile iron. Salvaging existing manholes and pipeline, where applicable, was assumed to be offset by added labor costs. Surface restoration assumptions are discussed in the individual routing descriptions below. These modifications provide for a more equitable comparison between alternatives. The 24-inch stormwater piping was included in the previous design as a result of the large diameter casing size recommended (adequate space available). The 48-inch diameter casing is necessary for installation accuracy. ALTERNATIVE B-1. As discussed above, routing the sanitary sewer within the I-405 right-of-way would require reapplication for utilities waiver from WSDOT. The conceptual layout for the open cut alternative is shown in Figure 2. The work would consist of approximately 1,600 LF of open cut pipe installation with 5 new manholes. It is assumed that the existing 6-foot chain link fence on the east I-405 right-of-way would require removal -.id replacement. ALTERNATIVE B-2. Alternative B-2, follows the same routing as B-l. but the northernmost 400 LF of pipeline would be jacked and bored (maximum depth of bury approximately 25 feet). A 30-inch diameter casing is used in the estimate to reflect a lesser degree of installation accuracy (as compared to the I-401 and Jones Avenue NE requirements). The 30-inch diameter 15 considered minimal in that if large obstructions are encountered they could possibly be dealt with manually from within the casing. ALTERNATIVE B-3. Alternative B-3 locates the sanitary sewer completely outside of the I-405 rig'`.t-of-way. The routing is unobstructed for the first 1,100 L.F., however, houses adjacent to the east right-of-way boundary require that the trench be sheeted tc protect foundations. Sheeting is limited to 290 L.F. of trench immediately adjacent to the houses. ALTERNATIVE B-4. Alternative B-4 utilizes open cut construction and attempts to limit encroachment into the I-405 right-of-way. The 8-inch sanitary sewer would be routed north along Jones Avenue NE connecting to the existing sanitary sewer in NE 28th Street. The work would consist of approximately 1,440 LP of sanitary sewer and 4 new manholes. It was assumed that th, existing 8-inch sanitary sewer within Jones Avenue NE would be removed and replaced with new pipeline. Salvaging existing sewer materials (dry) would not result in significant cost savings due to the additional labor required. Alternative C-1. would result in a maximum open cut depth of 35 feet in the vicinity of NE 28th Street, and side sewer connections would need to be correspondingly deep with temporary disruption to existing services. Surface restoration for Jones Avenue NE includes full-width AC pavement restoration. Costs for additional street improvements including storm drain, sidewalk, curb and gutter have been estimated as well based upon recent requirements for the Renton Well 5A Pump Station design. Two estimates have been prepared for alternatives C-1 and C- 28 with and without the additional street improvements (refer to Table 1. ). ALTERNATIVE C-2. Identical routing as C-1. with the last 535 LF jacked and bored. One advantage to this alterrative is that existing sanitary sewer connections would not be disrupted. CH2M HILL's cost estimate for the NE 24th Street crossing was considerably higher than the estimate used in the previous waiver application. This was in large part a result of geotechnical data obtained during the design and its impact on recommended jacking and boring procedures. A reevaluation of the routing alternatives (current study) was subsequently requested by the City. WEST KENNYDALE SEWER CROSSING ALTERNATIVES The following alternatives were investigated and are - shown in the attached figures: A. Construct a sanitary sewer west along NE 24th Street under I-405 (part open cut and part jacking and boring installation) B-1. Construct a sanitary sewer north within the I-405 right-of-way to NE 28th Street (all open cut installation) B-2. C-nstruct a sanitary sewer north within the I-405 right-cf-way tr 9E 28th Street (part open cut and part jacking and boring installation) C-1. Construct a sanitary sewer north along Jones Avenue NE to NE 28th Street (all open cut installation) C-2. Constr-uct a sanitary sewer north along Jones Avenue NE (part open cut and part jacking and boring installation) The ccst estimates for the various alternatives are found in Table 1. The order-of-magnitude estimates include 8.1 percent sales tax where appropriate. Several design assumrtions were necessary to complete the cost estimates. The sanitary sewer pipe size and minimum slope were provided by the City's engineering staff (8-inch pipeline at 0.004 slope) . Direct buried pipe was assumed to be PVC and j carxier pipe within casing was assumed to be ductile iron. Salvaging existing manholes and pipeline, where applicable, # was as to be offset by added labor costs. SITE GEOLOGY The west Xennydale Sewer Extension site is underlain by dense glacial deposits. Materials present west of Inter- state 405 consist primarily of glacial till underlain by glacial lake deposits. On the basis of our test borings, the till present is a very dense silty sand with gravel and occasional boulders and cobbles. The glacial lake deposits are hard silts. East of Interstate 4U5, our test borings indicate the subsurface naterials consist of glacial outwash with localized areas of alluvial deposits. The outwash con- sists of very dense, well graded sand with silt and gravel underlain by very dense silty sand with gravel. Alluvial deposits are present to^ally and consist of interbedded medium-stiff silt with sand, and medium-dense poorly graded sand with gravel. Occasional boulders and cobbles may also be found in the outwash and alluvium. FIELD EX�PLORAT.IUN The CH2M HILL field exploration was conducted from March 16 to 18, 1980 and consisted of six test borings drilled to depths ranging from 21 to 45 feet. The test borings were drilled to approximately 10 feet below proposed pipe invert levels. The Oregon gusingwasparCMEeformed by 55 drill ner rig Drilling rig withmud rotary to Sherwood, techniques. The locations of the test borings are shewr. on Figure 1. Per our contract, no test borinee were performed within the Interstete 405 right-of-way. Disturbed samples were obtained with a 2-inch O.D. split spoon sampler driven with a 140-pound weight falling 30 inches. Samples were visually classified in the field according to the Unified soil Classification System by CH2M HILL geotechnical per- sonnel. Field boring logs were revised as necessary based on the results of laboratory testing. Groundwater observa- tion wells were installed in two test borings as noted on the test boring lots. The logs of the teat borings are pre- sented in Appendix B. Al k 1� Is.ye It t Mr. Robert Bergstrom / Page 1 April 13, 1988 �^ S22077.C1 SUBSURFACE CONDITIONS e Soils present in the borings performed along the alignment for the West xennydale Sewer Extension consist primarily of dense to hard silty sand to silt, with up to 15 percent gravel. Locally, areas of less dense sand and silt are present above these deposits. Detailed descriptions of the units present are found in the test boring logs in Appendix B. - 3 'r Soils west of Interstate 405 have developed in very dense glacial tills. Typically, tite upper 5 feet was found to consist of a hard, brown, moist silt with sand and occasional gravel that grades below 5 feet into a silty sand with up to 15 percent rounded gravel. The silty sand is moist to wet, brown to a depth of op to 20 feet grading to gray below this. The color change from brown to gray is interpreted as the boundary between weathered and unweathered till. Split spoon samples taken in the till from a depth of 30 feet to the bottom of the till were in excess of 100 blows per foot. No soil was recovered in sample S< in test boring B-1, S3 in B-3 and S2 in B-2. Because the inside diameter of the split -- spoon limits the size of sample obtained to 1-1/2 inches, it is possible a large rock was at the tip of the sampler, ef- fectively plugging the sample and not allowing any sample to be retrieved. Below the till, at an approximate elevatinn of 213 feet in both test borings B-5 and B-0, is a hard, gray, moist silt interpreted to be a glaciolacustrine deposit. The silt was not tourd in test boring B-6, which was terminated at about elevation 212 feet. This unit was encountered about 30 feet below preliminary proposed pipe invert depths in test borings B-1 and B-5. East of Interstate 4C5, dense so'_ls were also found, except for localized areas of softer material. These softer mate- rials were found in the upper 10 to 15 feet of test bor- ing B-2. The test boring is situated near a stream and the material may rQpresent a local deposit of recent alluvium. The clluvium consists of wet, medium-stiff silt with sand overlying medium-dense, wet, poorly graded sand with gravel. This upper zone of after, wetter materials was present only in test boring B-2. Underlying theses materials a gray, moist, very dense silty sand with gravel. was found and interpreted to be glacial outwash on the basis of bedding present in some of the samples recovered, with the exception of bed- ding presert, the outwash is a- • tar to the till present in test borings B-4 through B-6 01, ute basis of density and material composition, and it is difficult to distinguish between the two materials, - ji 1 Mr. Robert Bergstrom �.., Page 5 April 13, 1988 -. S2207.C1 i The outwash was also present in test borings B-1 and B-3, and was dense to very dense throughout the entire depth of the hole where present. The outwash present in B-1 consis- ted of a mottled brown to gray, wet, silty sand with up to 15 percent gravel. In B-3, the upper 5 feet of outwash con- sisted of a well-graded, wet, very dense, sand with silt, underlain by a very dense, moist, silty sand with 15 percent gravel to a depth of 20 feet. Blow counts on all samples of the outwash below 15 feet were in excess of 100 blows per foot. The glaciolacustrine deposit was present below the outwash in both test borings B-1 and R-3. In test boring B-1, the glaciolacustrine deposit was found 25 feet below the ground surface at an approximate elevation of 214 feet. This ele- v ation corresponds with the elevation of the top of the con- tact of the glaciolacustrine deposits and till present in test borings B-4 and B-5. In B-3, the unit was found at about elevation 227 feet. The elevation of the top of the unit in B-3 is 13 to 14 feet higher than what has been found in test borings B-1, B-4, and B-5. This indicates the con- tact may be erratic along other areas of the alignments.hard The glaciolacustrine deposit consists of a gray, moist, silt to very dense sandy silt. Blow counts in this unit varied from 58 to more than 100 blows per foot. GROUNDWATER Water levels were measured in test borings with observation wells installed during the subsurface exploration. These levels are shown in Table 1. Fluctuations in these water levels can be expected seasonably in response to preripita- tion. Water seepage into excavations should be anticipated. The amount of water will depend on the depth of excavation, time and duration of constructijn, and the type of soil present. Weathered material tends to be less dense and likely more permeable, thus explaining why the water levels may be ?resent at the elevation recorded. The contact between the weatherei and unweathered units will probably be gradual and irregular and not found at the same depth along the align- ment. Water levels present in test borings B-3 and B-4 may represent a perched water level on top of the hard, very f dense, underlying material. Higher water levels, possibly at the elevation of wat,,r in the nearby stream, are expected in excavations near test boring B-2, which is located by the stream. Here, the upper 15 feet of subsurface materials are less dense and interbedded with zones of more permeable material. I LABORATORY TESTING ++ Laboratory testing was performed on soil samples selected to l , classify the sutsurface units and to evaluate their engineer- ing properties. Laboratory tests include natural moisture content, grain rize analyses, direct shear and moisture density testing. All laboratory testing was performed in accordance with applicable ASTM standards. The results of natural moisture contents are presented in Table A-1 in the appendix. Common excavation can be defined as nonrock material that does not have to be systematically drilled and blasted to be removed from the excavation. Bedrock was not encoun- tered in the CH2M HILL test borings, however, based on our knowledoe of the characteristics of till and outwash in the j local area, boulders may be present loc lly in these mater- ials it the excavation. A Slope Stability _ For the West Kennydale Sewer Extension, excavations for the gravity sewer will likely not exceed 25 feet in depth. Trenches will have to be shored or side-sloped to app] iccblc 6 federal, state, or local agencies regulations that have - - indiction. In residential areas with nearby adjacent util- ities, trenches may have tc, be supported and braced to minimize the effects of the construction on the adjacent - property and utilities. Water inflow into the trenches is likely to occur in the excavations. Groundwater control and/or shoring of the trench walls may be necessary to prevent collapse of the trench side walls. Groundwater in the trenches should be maintained below the base of the excavation. i Trend Materials I Trench Stabilization, Trench stabilization should be used f To provide a stable base when soft or disturbed, wet soils f are encountered below the pipe. If the excavations can be thoroughly dewatered, the need for trench stabilization will t be minimized. Trench stabilization should consist of well- graded crushed rock having a 2- to 3-inch maximum size and i free from fines. Pipe base and pipe zone material "Id be used to provide firm foundation and lateral support for the pipe. The pipe base material.should be a minimum of 4 inches thick. For flexible pipe, ppe zone material should extend a minimum of 10 inches above the top of the pipe. If ductile iron pipe is used, mate for pbase and pipe gravel zone should be 3/4-inch minus, well-graded sand that is not sensitive to the addition of moisture, with less than 5 percent fines, compacted to 95 percent per ASTM D-1557. For PVC pipe, gradation and fines limitations are the same; however, the maximum grain size should be limited to 1/4 inch. Pipe base and pipe zone material should be compacted at opti- mum moisture content. This material will not be available from the excavation and will have to be imported. Trench Backfill. Soil from the excavation will likely be suitable for trench backfill. where surface settlement is i critical and should be kept to a minimum, trench backfii'_ materials should be limited to sand or silty sand. In paved i areas, ti-e trench backfill should be placed in maximum 8-inct 7- ` ; and compacted to 95 percent per ASTM D-1557 to nin `eet or the top of subgrade (below road base course materialO . The remaining 3 feet below the top of subgrade should be backfilled with material meeting the requirements of pipe base and pipe zone and should be placed in 8-inch lifts, and compacted to 95 percent per ASTM D-1557. Dewatering Groundwater was recorded in observation wells located in test borings east and west of Interstate 405 at an approxi- mate depth of 16 to 18 feet below the existing groand sur- face in both the till and outwash deposits. It appears this j water is perched and located in the less dense, weathered materials which overlie the harder, unweathered units. Based on the density and consistency of both the unweathered and weathered units, and the amount of fines present in each of these units, we suspect water inflows into the excavation will be small and can probably be handled with sump pumps at most locations. However, if more permeable lenses of sand and gravel are intercepted in these units in the excavation, water seepage will be higher and may require shoring and/or wells for dewatering. i �i 4e� Mr. Robert Bergstrom Page 9 April 13, 1988 "�✓ 522077.C1 In addition, east of Interstate 405, near the proposed pipe- line alignment, a small stream is present. In test bor- ing R-2, near this location, saturated deposits of silt with *• ff sand and poorly graded sand with gravel are present for a total thickness of about 10 to 15 feet. The lateral extent of this unit appears to be limited as it was not encountered in test borings B-1 and B-3. Prior to construction, diver- , sion of the drainage and dewatering may be required to yt#t minimize water inflow into the excavation. tys GEOTECHNICAL RECOMMENDATIONS/PIPE BORING L' At a minimum, 210 feet of the West Kennydale Sewer Extension will be installed in a casing that will likely be jacked and bored in place. The portion of the line affected will be ' ithe section within the Interstate 405 right-of-way. Subsurface materials present at pipe boring depths include Yk very dense till and outwash, hard glaciolacustrine deposits and alluvium. The units have been described in detail on '+,y, the test boring logs and in the section Subsurface Condi- tions. west of Interstate 405, the material at pipe boring depths consists of dense glacial till. East of Interstate 4050 both outwash and glaciolacustrine deposits are present. No subsurface data were available within the Interstate 405 right-of-way. With the subsurface information obtained from this exploration, it appears pipe jacking and boring below Interstate 405 will be within outwash, till, or glaciolacus- trine deposits or along the contact of the outwash and/or till with the underlying glaciolacustrine deposit. Drilling through both materials was slow. Blow counts in the till and outwash at pipe construction depths were in excess of - 100 blows per foot. Blow counts in the glaciolacustrine deposits varied from 58 to greater than 100 blows per foot. The outwash and till are primarily denser, coarse-grained deposits of silty sand with gravel and occasional boulders. The glaciolacustrine deposit is a fine-grained silt to sand silt. On the basis of what was found in our test borings, it appears the contact between the till and/or outwash with the underlying glaciolacustrine deposit is abrupt rather than gradational. i 1 } b ^ Mr. Robert Bergstrom / Page 10 April 13, 1988 S22077.C1 Pipe boring and jacking below Interstate 405 in this mate- rial will likely be time consuming because of the hardness and density of the materials present and the possibility of intercepting a boulder in the face of the pipe bore. Re- moval of these boulders may create voids around the o-tside of the casing. Grout may be required to fill these voids. Pipe boring along an irregular contact can potentially de- flect the casing and affect the grade. Water seepage into the pipe bore may occur in all units present throughout the entire bored alignment. Near test boring B-2, the uF7)er 10 feet of material is of lower density and consistency *nd likely more permeable than the surrounding material. Additional caving and seepage problems may result if the jacking trench is located here. ♦� The jacking pit should be located it an area that has ade- quate depth and bearing to support '_he lateral jacking loafs. It appears the saturated alluvium present in test boring B-2 may not be adequate for these purposes. I was under the Impression that this was a project of some Importance and that It should be pursued. Realizing our project management constraints, I offer the following proposal: We pursue with the sails lnvestloation on the west side of 1-405. From a discussion with Dave Tlbbot it appears we intend to bid this as a contract to design project with the City outlining the parameters with which he has to confine his operations to. Under these parameters we could probably support the advertising or this project in the Ath quarter of this year, slth construction to begin after the evaluations of the proposals and bids. I would expect that most of this project is not a weather sensitive project and therefore could be done through the winter months whether It be this year or the first part of next year. Therefore, I would recommend that we pursue the soils Investigation west of I-405 and the preparation of the plans and , specifications to be bid later this year.
