"To be considered for bid award, all prospective bidders shall submit a
pre-qualification submittal package to the City Clerk's office by 2:30
P.m. , The pre-qualification submittals will be reviewed
by the Engineer and the City staff for conformance with the criteria,
and the experience and general capability of the proposed bidder to
complete the work proposed. All submitting parties will be notified
both by letter and by addendum whether they have beer approved to submit
