INTERCEPTOR SEWER PROGRESS REPORT October 31 , 1986 On October 2, 1986 a -onfere-ice was held at the offices of the Pubic Works Department to review preliminary plans, specifi :A.tion;, cost estimates and the draft geotechnical investigation. Present were: Bob Bergstrom and Don Monaghan; Russ Snow and Don Williams. After discussion the following conclusions were reached: 1 . Asp'ialt and aggregate quantities will be converted to tons. Over- la; hill be 1 -1/2-inch thick and extended to just beyond the return on intersecting streets. Restoration of pavement markings including paint and buttons will be made a part of this contract. 2. Based on information in the geotechnical report, dewateri g will be a significant construction problem because of the high water table and type of soil . Citv would like to use crushed oversize for fOr+nda - tion, pea gravel for pine bedding for the PVC alternate and Class A for trench backfill. 'here materials are siightiv different than those recommended in the draft geotechnical report. WRA asked the geotechnical engineer to check this out. Plan and specification changes were made. Quantities for pavement mark- ing were added. On October 24, 1986 the final geotechnical report was received by WRA. The report was delayed several days due to serious illness of the principal engineer. Plans, specifications, cost estimates, schedule of prices, final geo- technical report and vicinity map were transmitted to Kr. Bergstrom on October 27, 1986. Using the results of the boring and other data available from METRO records, Converse has concluded that high ground water and the silty, sandy soil will cause definite problems for deep construction. On September 26, 1986 Don Williams attended a review conference with Bob Bergstrom. A copy of the draft geotechnicial investigation was given to Bob. Depth of sewer, soils and the requirements for a future street underpass at BN Railriad were discussed. It was decided to raise depth of the interceptor sewer. Changes in plans were made. The invert depth will be approximately eight feet at the north end and at the south end the new pipeline will tap into the existing 108-inch diameter METRO Eastside Interceptor which is approximately 25 feet below South Seventh Street. The pipeline will cross under the Burlirgton Northerr rail �r:d embankment (at Hauser Way) in a 36-inch diameter jacked steel casing. Boring B-1 was located approximately on the alignment centerline and about 10 feet east of the pavement edge, as shown on Drawing 1. Drilling was accomplished using a truck-mounted Mobile B-80 drill rig using 3-7/8-inch I.D. hollow stem auger. Samples were obtained at selected depth intervals in conjunction with the Standard Penetration Test. Drilling operations were observed by one of our field engineers who classified soil samples and logged subsurface conditions. At the completion of drilling, a piezometer was installed to permit future monitoring of groundwater levels. The pieZoroe'�er installation consisted of a one-foot long, slottee tip placed':at. the bottom of the hole and a 3/4-inch eiameter PVC riser pipe,,.extendillg°yto the ground surface. V .y We conducted a si\rf rv.'for aveilabl�soils information in the area of the proposed sewer altinmeot; We reviewed a soils report entitled "Final Soils Report, Easts)toe --interceptor, Section 1, R201P, Renton, Washing- ton" dated May 12, 1961, and as-built drawings of the METRO Eastside Interceptor which runs beneath South Seventh Street at the south end of the proposed alignment. Information from selected boring logs found in the references were considered in our analysis. The approximate loca- tions of these borings are shown on Drawing 1. The boring logs are enclosed at the end c- this report. We were unable to locate any addi- tional soils information in the vicinity, although attempts were made through several sources. Converse Consultants NW -3- SUBSURFACE CONDITIONS Subsurface conditions encountered in the exploration genera' ly consisted of recent alluvial deposits under approximately 1-I/2 feet of gravelly sand road fill . The alluvial deposits consisted of in interlayered se- quencP c` sand , silt and silty sand with occasional )rganic silt lamina- tions and gravel layers. The soils were generally very loose to loose or very soft to firm. The boring log is presented as Drawing 2. The groundwater level was measured at the time of our exploration and one week after drilling was completed (September 18, 1986) in the pie- zometer. The grounk;water level on both dates was approximately 9 feet below the ground surface or at about elevation 15-1/2. The boring logs fros the METRO Eastside Intercepto�9wed a general alluvial sequence similar to that found in t e borvri gilled for this F- investigation. Thy_, groundwater level indi'cat4d for AF tearest boring drilled by others (B-8) was approximately eltevS-jDn 20,�pn%Sept ember 9, 1960, which is several feet higher; ihain the groundwater level measured in our piezometer on S4'tember 18, 19$6: DISCUSSION AND RECOMMENDATIONS General The proposer project appears feasible from a geotechnical standpoint. High groundwater levels will need to be considered in both the design and construction phases of the project. Although relatively soft, com- pressible soils exist below proposed invert levels, net loading of these soils should be nominal or negative, and extensive overexcavation or pile support is not anticipated. Convene Consultants NW t -4- Dewatering The groundwater level at the time of our Explorations was at a depth of nine feet (approximately elevation 15-1/2) and was reportedly at eleva- tion 20 in 1960 in the vicinity of the southern terminus of the project. Excavation will reportedly extend as deep as 8-1/2 feet for the align- ment north of the jacked crossing and 16 feet for the alignment south of the jacked crossing. The water-bearing sand, silty sand, and gravel zones at invert levels are relatively permeable. In our opinion, de- watering by means of sumps will not be adequate. We recommend that de- watering wells be installed prior to starting excavation. The dewater- ing system should be designed and installed such that groundwater levels are lowered to at least two feet below the maximum anti{ipated depth of excavation (including at least one foot of overex at n and replace- ment) . Portions of the soil profile are relatiyely`imRe*able (silt) , and it is possible that the dewatering well`s will exten3 ihto more jer- ti. meable layers (sand or gra.e, We,recommerid that the well casirg be slotted and backfi'led with gravel '¢hroUgh the entire length to rter- cept all contributing soil zones. Dewatering may induce some surface subsidence in the vicinity' 'y_-of',the well ; therefore, wells should be located away from 'W'Uctures that\could. be damaged by settlement. If signs of damaging §ettlement develop, a groundwater recharging system may be necessary. Detailed assessment of building settlement is beyond the scope of this report , , but based on previous experience in similar soil conditions, we expect approximately one to two inches of settlement at the trench due to increased stresses during dewatering. Excavation Considering the gt,,neral ,y loose or soft consistency of soil to be exca- vated, we anticipate that conventional excavation equipment will be adequate to remove the materials from the trench. Temporary shoring or a laying box should be used to support trench walls and protect workers . Stability of trench walls, and the protection of workers and adjacent utilities, is the responsibility of the contractor. converse conswiants NW -5- Foundation Soils Exposed fcc.,ndation soils are expected to consist of very ioose silty sand and soft silt. Even if the groundwater level is lowerea as recom- mended , foundation soil will most likely be wet, and will easily be disturbed by construction activities. We therefore recommend that exca- vation be performeo with a smooth-bladed bucket, that foot traffic on foundation soils be minimized , and that the trench be overexcavated at least 12 inches and backfilled with gravel borrow (meeting the specifi- cations given in Section 9-30.14, WSOOT Standard Specifications for Road , Bridge and Municipal Construction) to provide a stable working surface and to protect foundation soils. Where at ,�r organic soils are exposed at the base of the t inch, this overezcavati.on should be at least 24 inches deep. cr` ► At manhole locations, we recommend .that manholes be provided with a layer of gravel borrow as recommended aboite at least 12 inches thick to protect foundation soils: For the, recommended means of support, a design bearing capacity of 1,000 pounds per square foot (psf) is recom- mended for manM' e= design. . The silts are relatively compressible; we estimate that net tn.crease in vertical load below manholes will cause settlements on the order of 1/2 inch for manholes, and approximately one inch along the trench. Bedding The 18-inch diameter pipe should be bedded in general accordance with the 1986 WSDOT/APWA Standard Plans fcr Road, Bridge and Municipal Con- struction, Standard Plan B-18G; and the 1984 WSDOT Standard Specifica- tions, Section 7-10.3(09) for both rigid and ductile iron pipes. This includes four inches of beading material below the pipe. Due to the fine-grained nature am nigh moisture content of the natural material , we recommend that the cleaner "gravel borrow" be used for bedding rather than the recommended gravel backfill which allows up to 15 percent by weight passing the U.S. No. 200 sieve. Converse Consultants NW -6- Backfill Packfill should be placed according to the 1984 WSDOT Standard Specifi- cations , Sections 7-10.3( 10) and 7-10.3(11) . Initial backfill should be tamped along the sides and under the haunches of the pipe and should extend at least six inches orer the top of the pipe. The fill should be placed in thin lifts ;approximately eight inches or less) and compacted to at least 95 perce,it of the maximum dry density (as determined by the ASTM D-1557 compaction test procedure) . It is recommended that backfill adjacent to maiholes consist of gravel borrow as recommended above in order to facili.4t p]-acement and compac- �- Lion in a closely confined space. Earth Pressures For bedding and backfill placed as described above, we recommend that the pipe be designed for vertical soil loads equal to or greater than those presented on Figure 1. The values shown on Figure 1 are based on vertical trench walls with a trench width of 3-1/2 feet, and moist unit weight of backfill of 130 pounds per cubic foot (pcf) ; no safety factor has been applied to the calculated backfill loads. Manholes should be designed to withstand lateral pressures as would be exerted by a fluid having an equivalent density of 95 pounds per cubic foot (pcf) . This value assumes granular backfill acting in combination with a full hydrostatic head. An ultimate passive resistance of 400 pounds per cubic foot may be used for calculations concerning the jacked crossing. Uplift We have estimated uplift potential assuming manholes will be five feet O.D. by four feet I.D. with a six-inch thick floor. Based on this as- sumption, it appears there may be a potential for buoyancy due to high groundwater levels. The design engineer should evaluate uplift poten- tial based on actual manhoie dimensions and weights. We recommend that the groundwater be assumed to rise to the ground surface for this evalu- ation. Uplift can be resisted by increasing the weight of the manhole. Alter- natively, the base of the manhole can be pro`idit with an exterior flange so that overlying soil resists uplift. INTERCEPTOR SEWER PROGRESS REPORT September 10, 1986 1986.Notification from the City to start design work was received on August 1 , During the period of August 4th to August 5th, reference maps were ordered and obtained. On August 18, 1986 an appointment with Gary Morrison of the Public Works Department was set up so that Lift Station 8 could be inspected and survey work performed at the Station and other adjacent existing sewers. On August 19, 1986 a trip to the Public Works Department was made and copies of City as-built maps of sewer and street improvements were picked up. On August 20, 1986 the survey work was performed. Three plan profile drawings were prepared. On August 27, 1986 Don Williams attended a meeting at the Public Works Department with Bob Bergstrom to review check-prints. Changes suggested at this meeting have been made. Bob gave us one copy of check-prints recently received by the City which show a proposed new telecommunications duct system to be installed on Shattuck Avenue N.E. 1986.The soils boring for the sewer project was requested on August 29, Geotechnical work is being done by Converse Consultants Northwest. A copy of the investigation will be available for review in the Public Works Department. The limited investigation is solely for design purposes , and it shall be considered informational only. There is no guarantee regarding type of soil or subuurface conditions within the project area, nor is there guarantee as to completeness or accuracy of data in the re.ort. CONTRACTOR shall make his own independent examin- ation of soils and subsurface conditions and their effect on the Project . 1 -07 LEGAL RELATIONS AND RESPONSIBILITIES TO THE PUBLIC 1 -07. 16 PROTECTION AND RESTORATION OF PROPERTY (SUPPLEMENTAL SECTION) Private property such az; plants , shrubs , trees , fences , and rockeries within the public right-ol-way shall be removed and restcred to the satisfaction of the property owner. It shall be the Contractor ' s responsibility to notify each property owner when it is necessary to remove such improvements to facilitate the Contractor ' s progress , and to remove those improvements to locations requested by the property owner or to restore them in their original location in as near original condition as possible. Such removal and restoration shall be considered inc'.dental to the project and no further compensation will be made. 7-17 SANITARY SEWERS 7-17.3(1 )A SEWER TRENCH (SUPPLEMENTAL SECTION) All excavation , placing of pipe , and backfillii.b shall be done in accordance with State of Washingto : Safety Standards for Construction Work, Part C of the latest edition. 1 Page 2 7-17 . 3( 1 )A SEWER TRENCH (SUPPLEMENTAL SECTION) , Continued Sewer Trench excavation and backfill shall be done in accordance with Section 2-09 STRUCTURE EXCAVATION CLASS A OR CLASS B. Soils excavated from the trench are expected to be wet and fine- grained , and are not considered suitable for reuse as backfill in areas where subsequent settlement of the trench backfill is object- ionable (such as under streets) . Therefore , it is recommended that trench spoils be hauled from the site and be wasted and that backfill material be gravel borrow in accordance with Section 9- 03. 14 of the Standard Specifications . Backfill should be placed according to the 1984 Standard Specific- ations , Sections 7-10. 3(10) and 7-10. 3( 11 ) . Initial backfill should be tamped along the sides and under the haunches of the pipe and should extend at least six inches over the top of the pipe. The fill should be placed in thin lifts (approx- imately eight inches or less) and compacted to at least 95 percent of the maximum dry density (as determined by the ASTM D-1557 compaction test procedure) . 7-17. 3( 1 )A FOUNDATION (SUPPLEMENTAL SECTION) Exposed foundation soils are expected to consist of very loose silty sand and soft silt. Foundation soil will most likely be wet and will easily be disturbed by construction activities . Excavation should be performed with a smooth-bladed bucket, foot traffic on foundation soils should be minimized , and the trench shall be over- excavated at least 12 inches and backfilled with gravel borrow (meeting the specifications given in Section 9-03. 14, Standard Specifications to provide a stable working surface and to protect foundations soils . Where peat or organic soils are exposed at the base of the trench, this overexcavation should be at least 24 inches deep. At manhole locations , manholes shall be provided with a layer of gravel borrow as recommended above at least 12 inches thick to protect foundation soils. 7-17. 3( i ) B PIPE BEDDING (SUPPLEMENTAL SECTION) Pipe jhould be bedded in general accordance with the WSDOT/APWA Standard Plans for Road , Bridge and Muncipal Construction, Standard Plan B-18C ; for both rigid and flexible pipes . This includes four inches of bedding material below the pipe. Due to the fine-grained nature and high moisture content of the natural material , the cleaner "gravel borrow" (9-03. 14) shall. be used for bedding rather than the specified gravel backfill (9-03. 12(3) ) which allows up to 15 percent by weight passing the U.S. No. 200 sieve. Pape 3 7- 17. 3(2)A SURVEY LINE AND GRADE (REPLACEMENT SECTION) Construction staking shall be provided by the Contractor ' s surveyor as provided in Section 1 -05. 5(2) of the supplemental specifications . The laser method of establishing line and grade may be used as specified in Section 1 -05. 5( 1 ) of the supplemental specifications . 7-17 . 3(2)H SIDE SEWER CONNECTIONS (SUPPLEMENTAL SECTION) TEES/STUBS: Tees shall be installed where shown on the plan , or as directed by the Engineer. The unit bid price per each Tee shall be complete compensation for all labor , material , fittings and equipment necessary for complete installation. The unit bid price per T,.F, for 6" sewer pipe shall be complete compensation for all labor, materials , fittings and equipment necessary for complete installation ; including excavation , bed- ding, backfill, placing pipe, connection to existing side sewer, removal and replacement of concrete curbs , gutters drive- ways , and sidewalk. No tunneling under the curbs , gutters , sidewalks or driveways will be allowed. 7-17. 5 PAYMENT (SUPPLEMENTAL SECTION) WORK PERFORMED UNDER THE Contract shall be paid for according to the Bid Items shown in the Proposal and Schedule of Prices. Payment shall constitute full compensation for furnishing all plant , labor, equipment and materials , and performing all operations required to complete the work, as specified, and as shown on the drawings . Payment shall be made only for those items specifically shown in the Proposal and Schedule of Prices , and all costs which do not appear as a specific item shall be included into one or all of the Bid Items . 7-17.6 AUGERED OR BORED CASING AT B/N RAILROAD At the locations shown on the Plans , a sewer pipe crossing of the Burlington Northern Railroad trackage shall be made by jacking , driving, or augering a steel casing pipe beneath the surface. No open excavation shall be allowed. Diameter of casing pipe shall be sufficient to allow installation of the utility pipe and also to provide allowance for adjustment of the utility pipe to proper line and grade. Wall thickness shall be sufficient to withstand install- ation force and loadings and shall not be less than 0.531 -inch. The sewer pipe may be either pushed or pulled into the casing pipe. Shims or skids shall be used to protect the pipe a-d place it in position. The sewer pipe shall be adjusted to line and grade , and shall be permanently anchored or blocked in position. In addition , the following requirements shall apply : 1 ) Mr. Jim Hawthorn of Metro (phone 684- 1303) shall be notified at least two working days prior to construction in the vic- inity of Metro ' s 108-inch diameter Eastside Interceptor , Section 1 . 2) During construction , no debris shall be allowed to enter the Metro Interceptor. 3) Plans for dewaterinp adjacent to Metro facilities shall be submitted to Mr. Jim Hawthorn for Metro review and approval at least five days prior to construction. 4) The connection to the 108-inch diameter Interceptor shall not be backfilled until it has been inspected and approved by Metro. 5) The new connection shall be made by core drilling P.ad use of a Kor-N-Seal Boot as distributed by P. I .P.E. , In'.. , 4501 South Orchard, Tacoma, Washington 98409, (206)623-7772. 6) The connection shall be Mugged and not put into service until the tributary system has been cleaned , inspected , tested, and approved by the City. Page 5 7-17.8 MAINTENACE OF EXISTING WASTEWATER FLOWS All existing sewers in the project area are in active use and , therefore , in performing the work included in the Contract, the Contractor shall make adequate provision for maintaining the existing flow, diverting the flow or storing the flow for later release. Work invo) . ed in the maintaining of existing wastewater flows shall be subject to the following : 1 ) Diverted , stored or bypassed wastewater shall be returned to the sewer system and shall not be released in the ground or on the surface . 2) Ground water, dirt . gravel , and construction debris shall not be allowed in the s :r system. 3) Wastewater flows shall not be impeded o: stored so that it will create a problem upstream. 4) The Contractor shall prepare a step-by-step plan and time schedule for completing this portion of the work.
