SPECIAL PROVISIONS
1-02.4 EXAMINATION OF PLANS SPECIFICATIONS AND SITE OF WORK
(SUPPLEMERTAI.
A limited soils investigation for the project has been prepared by
Converse Consultants Northwest, Seattle, Washington, dated September
24, 1986. A copy of the investigation is included in the Appendix
of these Specifications.
The limited investigation is solely for design purposes, and it
shall be considered informational only. There is no guarantee
regarding t/pe of soil or subusrface conditions within the project
area, nor is there guarantee as to completeness or accuracy of data
in the report. CONTRACTOR shall make his own independent examin-
ation of soils and subsurface conditions and their effect on the
Project.
1-07 LEGAL RELATIONS AND RESPONSIBILITIES TO THE PUBLIC
1-07. 16 PROTECTION AND RESTORATION CF PROPERTY (SUPPLEMENTAL SECT ON)
Pvate property such as plants, shrubs, trees, fences, and rockeries
within the public right-of-way shall be removed and restored to the
satisfaction of the property owner. It shall be the Contractor's
responsibility to notify each property owner when it is necessary
to remove such improvements to facilitate the Contractor's progress,
and to remove those improvements to locations requested by the
property owner or to res-ore them in their original location in as
near original condition as Dossible.
Such removal and restoration shall be considered incidental to the
project and no further compensation will be made.
7-17 SANITARY SEWERS
7-17.3(1 )A SEWER TRENCH (SUPPLEMENTAL SECTION)
All excavation, placing of pipe, and backfilling shall be done in
accordance with State of Washington Safety Standards for Construction
Work, Part C of the latest edition.

7-17.3(1)A SEWER TRENCH (SUPPLEMENTAL SECTION) , Continued
Sewer Trench excavation and backfill shall be done in accordance
with Section 2-09 STRUCTURE EXCAYATtON CLASS A OR CLASS 9.
Soils excavated from the trench are expected to he wet and fine-
trained, and are not considered seitable for reuse as backfill in
areas where subsequent settlement of the trench backfill Is object-
lonable (such as under streets) . There*ore, it is recommended
that trench spoils be hauled from the site and be wanted and that
backfill material be Bank Run Class A in accordance with Section
26.2.01 of the 1981 APWA Standard Specifications.
Initial backfill shoule be tamped along the sides and under the
haunches of the pipe and should extend at least six inches over the
top of the pipe. The fill should be placed in thin lifts (approx-
imately eight inches or less) and compacted to at least 95 percent
of the maximum dry density (as determined by the ASTM D-1557
compaction test procedure) .
7-17.3(1)A FOUNDATION (SUPPLEMENTAL SECTION)
Exposed foundation soils are expected to consist of very loose
silty sand and soft silt. Foundation soil will most likely be wet
and will easily be disturbed by construction activities. Excavation
should be performed with a smooth-bladed bucket, foot traffic on
foundation soils should be minimized, and the trench shall be over-
excavated at least 1; inc �n.s and backfilled with crushed rock or
quarry spalls not exceeding six inches or less than one-inch in
aize to provide a stable working surface and to protect foundations
soils. Where pent or organic soils are exposed at the base of the
trench, this overexcavatlon should be at least 24 inches deep. At
manhole locations, manholes shall be provided with a layer of
crushed rock or quarry spalls as recommended above at least 12
inches thick to protect foundation soils.
7-17.3(1) B PIPE BEDDING (SUPPLEMENTAL SECTION)
Pipe should be bedded in general accordance with the WSDOT/APWA
Standard Plana for Road, Bride- and Muncipa: Construction, Standard
Plan B-18C; for b._.; rigid and flexible pipes. Inis incLudes four
inches of bedding material below the pipe.
The 18-inch diameter pipe shall be bedded with � *a gravel or ap-
proved equal. This should extend at least four inches below the
pipe and up to the sprtngltne of the pipe. Pea gravel bedding
should meet the below recommended gradation limits.

7-17.3(2)A SURVEY LINE AND CRADE (REPLACEMENT SECTION)
Construction staking shall be provided by the Contractor's surveyor
as provided in Section 1-05.5(2) of the supplemental specifications.
The laser method of establishing line and grade may be used as
specified in Section 1-05.50) of the supplemental specifications.
7-17.3(2)H SIDE SEWER CONNECTIONS (SUPPLEMENTAL SECTION)
TEESiSTUBS:
Tees shall be installed where shown on the plan, or as directed
by the Engineer. The unit bid price per each Tee shall be
complete compensation for all labor, material, fittings and
equipment necessary for complete installation.
Thy :nit bid price per L.F. for 6" sewer pipe shall be complete
co . :-nsation for all labor, materials, fittings and equipment
necessery for complete installation; including excavation, bed-
ding, backfill, placing pipe, connection to axis ina side
sewer, removal and replacement of concrete curbs, gutters drive-
ways. and sidewalk. No tunneling under the curbs, gutters ,
sidewalks or driveways will be allowed.
7-17.5 PAYMENT (SUPPLEMENTAL SECTION)
WORK PERFORMFD UNDER THE Contract shall be paid for according to
the Bid Items shown it the Proposal and Schedule of Pricers. Payment
shall constitute full compensation for furnishing all plant, labor,
equipment and materials, and performing all perations required to
complete the work, as specified, and as shown on the drawings.
Payment shall be made only for those items specific.,Ily shown in
the proposal and Schedule of Prices, and all costs which do not
appear as a specific item shall be '.ncluded into one or all of the
Bid Items.
7-17.6 AUCERED OR BORED CASING AT B/N RAILROAD (NEW SECTION)
. t the locations shown on the Plans, a sewer pipe Lrossing of the
Burlington Northern Railroad trackage shall be -ado by lacking,
driving, or augering a steel casing pipe beneath the surface. No
open excavation shall be allowed. Diameter of casing pipe shall be
3u_ficient to allow installation of the utility pipe and also to
provide allowance for adjustment of the utility pipe to proper line
and grade. Wall thickness shall be sufficient to withstand install-
ation force and loadings and shall not be less than 0.531-inch. The
sewer pipe may be either pushed or pulled into the casing pipe.
Shims or skids shall be used to protect the pipe and place it in
position. The ewer pipe shall be adjusted to line and grade, and
shall be permanently anchored or blocked in position. Sand shall

be placed in the casing pipe so that all voids will be filled,
Care shall be used to completely fill a.l voids and to prevent
floatation or displacement of the pipe. A seal or plug to retain
the send shall he installed at each end.
The requirements of the Railroad as contained in the Construction
Ireit or as issued by oral instructions of the authorized repre-
sentative of the Railroad shall be followed by the Contractor.
7-17.7 METRO TAP; CONNECTION TO METRO (NEW SECTION)
The Metro Tap shall comply with details shown on the Plans. In
addition, the following requirements shall apply.
1 ) Mr. Jim Hawthorn of Metro (phone 684-1303) shall be notified
at least two working days prior to construction in the vic-
inity of Metro's 108-inch diameter Eastside Interceptor,
Section 1.
2) During construction, no debris shall be allowed to enter the
Metro Interceptor.
3) Plans for dewatering adjacent to Metro facilities shall be
submitted to Mr. Jim Hawthorn for Metro review and approval
at least five days prior to construction.
4) The connec, to the 108-inch diameter Interceptor shall not
be backfilled until it has been inspected and approved by
Metro.
5) The new connection shall be made by core drilling and use
of a Kor-N-Seal Boot as distributed by P.I.P.E., Inc. , 4601
South Orchard, Tacoma, Washington 98409, (206)623-7772.
6) The connection shall be plugged and not put Into service
until the tributary system has been cleaned, inspected,
tested, and approved by the City,

7-17.8 MAINTEN,,CE OF EXI�T.ING WASTEWATER FLOWS (NEW SECTION)
All existing sewers in the project area are in active use and,
thetafore, in performing the work included in the Contract, the
Contractor shall make adequate provision for maintaining the existing
flow, diverting the flow or storing the flow for later release.
Work involved in the maintaining of existing wastewater flows shall
be subject to the following
1) Uiverted, stored or bypassed wastewater shall be returned
to the sewer system and shall not be released in the ground
or on the surface.
?1 Ground water, dirt, gravel, and construction debris shall not
be allowed in the sewer system.
3) Hastewater flows shall not be impeded or stored so that it will
create a problem upstream.
a) The Contractor shall prepare a step-by-step plan and time
schedule for completing this portion of the work. The plan
and schedule will be subject to City approval.
7-19.9 SALVAGE (NEW SECTION)
Where shown or, the Plans existing manholes, Lift Station No. 8 and
short foutages of existing pipe shall be demolished and removed.
Manhole lids, frames and cones shall be salvaged. At Lift Station
No. 8, in addition to manhole lid and frame, the folloMtng items
shall be salvaged: Pump, piping and valves; float switch; electrical
accessories: conduit and wiring; circuit breaker and service switch;
meter stand and protective electrical poxes. The Contractor shall
notify Puget Power to discontinue service and shall turn the meter
aid accessories over to Puget Power.
All materials which are designated to be salvaged shall be carefully
removed from service, shall be surface cleaned and shall be delivered
to and unloaded at a designated location at tho City Shops. Once
salvaged materials are removed from service, it shall be the
Contractor's responsibility to protect them from damage or loss
until delivered to City custody.
Backfill and surface restoration after removal of manholes shall
conform to details shown on the Plana. Gravel Borrow for backfill
shall be placed in lifts not exceeding 8" and shall be compacted to
05% density per ASTM D-1557. Broken concret.! or rubble shall not
be included in the backfill unless the pieces are crushed so that
the maximum dimension of any piece is not more than 6".

Where sewer construction affect& or damages curbs, sidewalks, lane
markers and pavement marking, the repair or replacement work shall
conform to the applicable provisions in APWA 1984 as follows:

Proposed Shattuck Avenue Interceptor

This report summarizes the results of our limited geotechnical Investi-
gation for the proposed Shattuck Avenue Interceptor Sewer in Renton,
Washington. We descrited our planned scope of services in our modified
proposal dated July 11, 1986. and received authorization to proceed on
July 14, 1986. The purpose of our work was to obtain and review exist-
ing subsurface information, evaluate subsurface soil and groundwater
conditions, develop geotethnlcal recommendations to aid in the design of
the project, ano recommend further investigation if necessary.
We understand the proposed project will consist of a new 18-inch diam-
eter ductile Iron or PVC pipe beneath Shattuck Avenue extending about
1600 feet from South Fourth Street to South Seventh Street. The invert
depth will be approximately eight feet at the north and and at the south
end the new pipeline will tap into the existing 108-inch diameter METRO
Eastaide interceptor which has an invert at a depth of approximately 25
feet below South Seventh Street, the pipeline will cross under the
Burlington Northern railiiad embankment (at Hauser Way) in a 36-inch
diameter jacked steel casing.

FIELD EXPLORATIONS
The field explorations consisted of one b0fing drilled to a depth of ap.proximatt'y 25 feet on September II, 1986. boring b-1 was looted
approximately on the alignment centerline and about 10 feet *sit of the
paVmeenc edge, as shown on Drawing 1. Drilling was accomplished using a
mounted Mobile 8-80 drill rig using 3-7/8-inch inside diameter
{;.O.j holiow stem auger. Samptts Wert obtained at selected depth in.
Larval% in C"J"Ction with the Standard penetration Test. Grilling
operations were observed by Ore of Our field engineers who classified
soil samples ono 1095ed subsurface conditions

SUBSURFACE CONDITIONS
Conditions encountered in boring B-1 gererally COW Sted o' recent
Alluvial deposits underlying approximately 1-1/2 feet of gravelly sand
road fill. The alluvial deposits cohs E%ted of an interiiyered sequence
of sand, silt and silty sand with Occasional organic Silt laminations
and gravel layers. tie %Oils were generally very lo0sa to 1004e Or very
soft to firm. A suxmary lo; of boring 8-1 is presented as Drawing 2.
The groundwater level was measured at the time of uur exploration
,September 11, 198C AMC one week after drilling was completed (Ssptem•
be^ 18, 1986) in the observation well. The groundwater level on both
dates was approximately 9 feet below the ground surface 0'- at about
elevation 15-1/2.
The boring logs from the METRO Eastside Interceptor report showed a
general alluvial sequence similar to that found in the boring drilled as
part of this investigation. The groundwater level indicated for the
nearest Curing drilled by others (8-8) was approximately elevatiun 20,
on September 9, 1960, which is several feet higher than the groundwater
level measured on September 18. 1986.
DISCUSSION AND RECOMMENDATIONS
General
The proposed project appears fees, a from a geotecnnical standpoint.
Nigh groundwater levels will need to be considered in both the design
and construction phases of the project. Although relatively soft, com-
pressible soils exist below proposed invert levels, net loading of these
soils should be nominal or nrgative, and extensive overexcavation or
Pile support is not anticipated,

Tre groundwater level at the time of our explorations was at a depth
of about nine feet below the ground surface (approximately elevation
15-i/2) and was reportedly at elevation 20 in 1960 in the vicinity of
the southern terminus of the project. Excavation will reportedly extend
is deep as approximately tan feet below the ground surface along the
majority fo the alignment. The connection to the METRO Interceptor will
be approximately J feet below the ground surface. The water-bearing
sand, silty sand, And gravel tolls at Invert levels are relatively
permeable, in oar Opinion, dewatering by means Of sumps will not be
adequate. Me recommend that dewatering wells be installed prior to
starting excavation. The dewatering system should he designed and in-
stallea such that groundwater levels are towered to at least two fart
below the maximum anticipated depth of excavation (Including at least
one foot of overevcavation and replacement), Portions of the soil
profile are relatively Impermeable (silt), and it is possible that the
dewatering wells will extend Into more permeable layers (sand or grav-
el), We recommend that the well casing be slotted and backfilled with
gravel through the entire length to intercept all contributing soil
Zones. Dewatering may induce some surface subsidence In the vicinity of
the well ; therefore, wells should be located away from structu^es that
could be damaged by settlement. If signs of damaging settlement devel-
op, a groundwater recharging system may be necessary. Detailed assess-
ment of building settlement Is beyond the scope of this report, but
based on previous experience In similar soil conditions, we expect
approximately One to two inches of Settlement at the trench out t0
increased stresses during dewatering.
Excavation
Considering the generally loose or soft consistency Of soil to be exca-
vated, we anticipate that conventional excavation equipment will be
adequate to remove the materials from the trench. Temporary shoring or
a laying box should be used to support trench walls and protect workers.
Stability Of trench wells, art the protection of workers and adjacent
Utilities, is the responsibility of the contractor,

sand and soft silt. Even if the groundwater level is lowered as recom-
mended, foundation $011 will most likely be wet, and will easily be
disturbed by const.actlon activities. We there+ore recommend that exca-
vation be performed with a $4100th-blaosd bucket, that foot traffic on
foundatior $Oils be minimized, and that the trench be overeacavated at
least 12 inches And backfillad with crushed rock or quarry spells not
exceeding six Inch*$ or loss than Ont inch to size to provide a stable
working surface and to protect roundation soils. Where peat or organic
Soils are exposed at the base or the trench, this ovtrexCavation should
bt at least 24 inches detp.
We recommend that manholes be provided with a layer of crushed rock or
quarry spills as recommended above at least 12 Inches thick to pr0!*Ct
foundation soils. For the recommended means of support, a design tear-
Ing capacity of 1.000 pounds per Square foot (psf) is recommended for
manhole design. The silts ere relatively Compressible; we estimate that
net increase in vertical load below manholes could cause settlements on
the order of 1/2 inch for manholes, and approximately one inch along the
trench.
Bedding
The 18-inch diameter pipe may be bedded with pea gravel . This should
extend at least four inches below the PIP* and up to the Springline of
the pipe. Pea gravel heading should meet the below recommended grada-

those presented on Figure 1,

Manholes should be designed to withstand lateral pressures as would be

An ultimate passive re!istance of ADO pounds per cubic foot may be used
for calculations concerning the ,Jacked crossing,
Uplift
We have estimated uplift potential assuming Tirmoles will be !ive feet
O.D. by four feat I.D. with a six-Inch thick floor, Based on this as-
sumption, it appears there may be a potel,tial for buoyancy due to high
groundwater levels. The design engineer should evaluate uplift poten-
tial based on actual manhole dimensions and weigmts. We recommend that
the groundwater be assumed to rise to the ground surface for this evalu-
ation.
Uplift can be resisted by increasing the weight W the manhole. Alter-
natively, the base of the manhole can be provided with an exterior
flange so that overlying soil resists uplift. For granular backfill , as
discussed above, a buoyant unit weight of 65 pcf is recommended for
design purposes. Only soil directly above the flange should be con-
sidered.
Uplift of the pipe may be resisted by a column of granular backfill
having a buoyant unit weight of 65 pcf except along the jacked crossing,
For uplift r.s.stance for the jacked crossing, a buoyant unit weight of
50 pcf is recommended.
