RE UEST FOR RESTORATION WORK Gentlemen: Per our meeting with your foreman on ll-F:-87 and our letter dated 4-10-88 (copy attached) , we again request that you restore the concrete patio at Jay Deed's home to match the existing con:rete in color, texture, and slope as part of the restoration of the site. The owner has been extremely patient since April lst when this item was scheduled for completion. The crack in the brick wall at 3837/3901 Lake Washington Blvd. North has increased to 1/4 inch wide. Please restore the crack by pointing the crack with new mortar. Carbon black or other coloring materials should be added to the new mortar so that it will match the existing mortar in color and texture. We appreciate your prompt completion of these sites. Dear Richard: Thank you for your prompt restoration work at 3805 (Vickie Littleman's home) where you installed meter boxes over the valve boxes. The site should be safer for her children and easy to mow her lawn. We also inspected the restorat, n work at 3607 ( Jay Deed's home) .here you recently restored the cement concrete patio. On 11-4-E7 we met with Mr. Deeds and your foreman on site to agree on a plan of action. We agreed that the concrete patio cut area would be kept smell and that cement concrete would be used to restore the patio to patch the existing concrete in color, texture, and .lope. Unfortunately, the patched area differs significantly in both color and texture frnm that of the original surface. The patch will have to be replaced and a greater effort made to match the color and tc-,ture of the original surface in this sensitive area. Once the patch is completed, please meet with Mr. Deeds to relocate the heavy planter boxes to their original locations. Please coordinate all work with Mr. Deeds at work (773-3357) and give him two day's notice before any work is done. We therefore do net advise additional pressure testing or piging of the Lake line where pressures greater than 15 psi are used, unless thrust blocks are placed along the lake line. Each of the Clow eccentric plug valves installed on the sidasewers were factory tested to 30C psi. One of the two val,,s that leaked during testing on !larch 8, 1988, was recently tested in place by Grant Construction to 10 psi with no leaks. The second valve was not tested due to its depth and higher lost of testing in place. We do not know why these two valves leaked during the March 8th testing period. We have recently extended the flush station's hydraulic head and operating hours to see if the lake sewer line will clean itself out over d 60- 90 Qay period. We have requested daily pumping hours as follows: 11 pm to 6 am Noon to 3 pm We will conduct flow tests at the lift station wet well once every two weeks to see if the capacity of the lake sewer line is improving. We will report nur findings to you in August or September. Sincerely, HORTON DENNIS & ASSOCIATES, INC. j JUN 1 5 19H 044-- z ;&Je44— CITY OF RENTON Alan Z. Meyers, P.E. E¢¢neenng Dept, Project. In eLrly 1987, a contractor will be hired to install a valve on each sidesewer near the laKe front sewer line. These valves will be used l•eriodirally to isolate the lake front sewer line during high pressure cleaning and testing operations. Many sidesewers have already been located, however, some can not be located using pipe finders. Special techniques will be used by Gelco to locate the remaining s,uesewers. Gelco may require access to your home in order to use your sewer .leanout or roof vent to help locate your :sidesewer. Your cooperation is requested Ly allowing our crews to enter your property and in some cases to use the sewer cleanout located in your basement or crawl space. If you know where the end of your sidesewer is located, please mark it with a wooden s ake. Before installation of any valves, a video camera will be used to record the condition of your pre. .:rty including lawns, gardens, sea walls, driveways, etc. The Contractor will be required to restore your property to original condition following the construction. We have located 19 of the estimated 36 side sewer connections along the Kennydale Sewer Line. Most of these side sewers serve two houses but a few may serve only one house. We believe there are several methods available for cleaning the sewer line whereby not all side sewers may require valving. We have therefore included a meeting in the estimate in order to possibly discuss options and a final plan of action. The friction loss lines were shown in order to help us analyze the system and to show the following: 1. The maximum theoretical flow capacity c the existing system equals approximately 250 Rpm. 2. The actual measured flow during flushing of 50t gpm must be due to partial blockages along the sewer line or many homes shown on the profile would be flooded cut. 3. A partial blockage must exist within the first 12jO feet or the house at Station 12 + 00 would be flooded out. 4. The system must have a minimum of two partial blockages but likely has many blockades, due to a low flushing velocity of 0.3 feet per second. In order to protect the homes along the sewer line, the system must be cleaned gradually from the lower a-d upstream towards the flush station. If you have any additional questions, please call. us. We understand that the system will be cleaned out in approximately four we 'xs. Sincerely, HORTON DENNIS 6 ASSOCIATES, INC. e`L Alan Meyers, P.E. I am the sole owner of Lots 84 through 88, Block A, C. D. Hillman's Lake Wasaing- ton Garden of Eden, Division No. 1, together with shore- lands adjacent. The actual extension costs to the sewer district are less than the proposed assessment. It is necessary that the "Late Comer Fees" be calculated on the same basis as the LID assessments in order to avoid serious conflict. However, in view of the facts that 1) the actual costs are less, and 2) 1 am net really a "late comer" since I have eApressed interest in sewer service prior to and during the lic hearing, it seems appropriate that my property be id not only on the same basis, but also on the sa at schedule and interest rate as the LID.
