I am not sure what purpose was served by recording the Bill of Sale, as the location of the utility line is not adequate to precisely locate the line. In any event, the only way to "unring the bell" is to file a document of transfer from the city back to the customer reflecting the same description included in the first Bill of Sale. It is possible to sign and file a document rescinding the prior Bill of Sale but I have found, in the past, that that raises more problems.
