SUBJECT: Sanitary Sewer Main Replacement
South Langston Road/South knoll
(Project Reference MECF 120-88)
This memcrandum is written to inform you that the Planning
Division staff has completed evaluation of the above-
referenced application, and has made a determination that
' the proposed sanitary sewer main replacement is exempt from
en -ironmental review. This determination is made under SEPA
(WAC 197-11-800 [24 b]) which allows exemptions for the
following utility related actions: installation,
construction, relocation or alteration of all storm water,
water and sewer facilities, lines, equipment, hookups or
appurtenances including, utilizing or related to lines eight
incnes or less in diameter. Staff notes that the above-
referenced project can be catr7orized as exempt because 't

is described as an independent activity.
Staff is aware, however, that the Public Works tiepartment
has plane to undertake a variety of improvement activities
throughout the City in the near future. The various
individual e.:tivities which are part of the improvement
project, and the overall project, will be subject to
environmental review under SEPA Rules. SEPA encourages
review of a total project at the earliest possible time.
However, phased review is permitted under WAC 197-11-060
[5][b] and [c] when "the sequence is from a non-project
document to a document of narrower scope, such as a site
spacific analysis" or from "an environmental document on a
spacific proposal at an early stage to a subsequent
environmental document at a later stage".

WAC 197-11-060 (5] (g] states that "where proposals are
related to a large existing or planned network, such as . .
pipelines, or utility lines or systems, the lead agency may
analyse in detail the overall network as the present
proposal or may select some of the future elements for
present detailed consideration. Any phased review shall be
logical in relation to the design of the overall system or
network. ..".
Under WAC 197-11-060 (5](d] , phased review is not permitted
when "it would merely divide a larger system into exempted
fragments or avoid discussion of cumulative impacts" or "it
would segment and avoid present consideration of proposal■
and their impacts that are required to be ev .luated in a
single environmental document, under . . . WAC 197-11-105(1,
b] . a series of actions, physically or functionally
related to each other, some of which are categorically
exempt and some of which are not. ..".
In order to ensure that Public Works projects can be
implemented in the most expeditious manner, the Planning
Division staff would be pleased to work with you to assist
in: 1) defining those activities which are likely to be
categorically exempt from environmental review; and 2)
preparing materials related to the submittal of the planned
Public Works improvement projects (either the total project
or the initial phases of the project) for environmental
review.
