Renton Crown Apartments
Gentlemen:
A new proposed development, Renton Crown Apartments, located in the Renton service
area, requires sewer service (refer to Figure A). Renton's Comprehensive Sewer
Plan does not illustrate City service for the immediate area under consideration.
To avoid expensive pumping systems and construction in the busy Rainier Avenue
1 thoroughfare, a sewage exchange program is pr000sed. The proposal is considered
i the most economical and expeditious method to provide sewer service. The sewer,
owned and maintained by Bryn Mawr-Laker'* Ige Water and Sewer District and to which
the apartment service will be connected, is in close proximity to the site.
Therefore, immediate serv.c-: is available pending approval of an interlocal
agreement on flow exchange. On behalf of our client, Derus Development Company,
we request that your City enter into an interlocal sewer flow exchange agreement
with the Bryn Mawr-Lakeridqe Water and Sewer District.
The proposal has been discussed with Mr. Ton Earwood, Manager of Bryn Mawr- 1
Lakeridge Water and Sewer District and Mr. Ron Olsen of the City of Renton Public 1
Works Department. We believe both public entities will benefit from the exchange. t
Mr. Derus now wishes to obtain an agreement in concept for the exchange prior to
completing the analysis, draft agreement, and design required to achieve an
equitable exchange program.
PROPOSAL
The exchange of flow will not change the existing service responsibilities. Flows
will be rerouted but customer boundaries will remain the same. That is, cus!nmers
on existing Bryn Mawr sewers diverted to Renton will continue to be billed by the
District. The new apartment complex to be connected to Bryn Mawr sewer will be
billed by the City of Renton. A sewer latardl on Rainier within the City of
Renton service area will collect sewage from Mr. Derus' apartment complex.

The connected residential customers on the Bryn Mawr sewers to be transferred ire
calculated to be the equivalent of the 111-unit Renton Crorn Apartment complex
located in Renton service area. Thus, the design flows are considered equivalent.
o Final confirmation analysis of the equity will be documented and provided to
Renton and the District by Derus Development.
o Technical support on sewer analysis needed for preparation of the interlocal
agreement will be provided by Derus Development.
o Desiyn and construction of the interconnections necessary to complete the
flow exchange will be provided by Derus Development.
o Derus Development will participate in any legal administrative costs the City
and District incur for preparation of the interlocal agreement.
o A standard connection fee required by the City of Renton will be paid by
Derus Development.
o A map of the proposed exchange concept (Figure B) is included.
Bryn Mawr-Lakeridge Water and Sewer District has agreed in concept to the proposal
for the interlocal sewage exchange agreement. A copy of the Dis-rict's response
is enclosed. Mr. Derus is ready to initiate analysis and design of the program
necessary to complete the interlocal exchange. Mr. Derus will appreciate receipt
of a signed agreement in concept (Page 3) to authorize the interlocal agreement.
Your agreement in concept will be contingent on Derus Development, through their
engineer, Hammond, Co''lier 8 Wade - Livingstone, satisfactorily demonstrating the
equity and mutual benefit the District and City will accrue.

The Utilities Committee concurs with the recommendation of the Public Works Department
to approve the proposed concept of sewage flow transfer between the City of Renton
and Bryn Mawr-Lakeridge Water and Sewer District, subject to approval by the City Attorney.
The Committee also recommends that the Mayor and City Clerk be authorized to execute the
agreement in concept and that City Staff be authorized to enter into an interlocal agreement
between the City of Renton and Bryn Mawr-Lakeridge Water and Sewer District for this sewer

ISSUE:
The developer of Renton Crown Apartments, located off of Rainier Avenue at
approximately N.M. Sth Street, has requested the City of Rentoi� to enter into
an agreement in concept with Bryn Mawr-Lakeridge Water and Sewer District for a
sewage flow transfer.
BACKGROUND;
The proposed Renton Crown Apartments are located inside the City Limits, but
have ; Bryn Mawr-Lakeridge sewer main located immediately adjacent to the edge
of their property. If they were to receive sewer from Renton, it would require
the construction of a sanitary sewer lift station s well as construction of a
lengthy sanitary sewer force main in Rainier Avenue North. In lieu of
installing the latter, they have approached both Bryn Mawr-Lakeridge Water and
Sewer District and the City of Renton to transfer sewer flows such that the
flow from the apartment complex would flow into the Bryn Mawr-Lakeridge Sewer
District and the City would take an equivalent flow of sewage from the Bryn-
Mawr system that could gravity flow int,) the City's system. The customers
would remain the same and it would have no effect on the amount of sewage that
Metro receives.
The advantagE of this transfer of flows to the City would be the City would not
have to maintain one more sanitary sewer lift station and construction of the
force main in Rainier Avenue would not have to be done, avoiding disruption of
traffic in that area. This transfer would not change any of the fee
requirements that the City has, for the new apartment complex wonid still be a
Renton customer.

RECOMMENDATION: i

The Public Works Department recommends that the City Council approve this
concept of sewage flow transfer. The Public Works Department also recommends
that the Mayor and City Clerk be authorized to execute the agreement in
concept. The Public Works Department also recommends that City staff be
authorized to enter into an interlocal agreement between the City of Renton and
Bryn Mawr-Lakeridge Water and Sewer District for this sewer flow transfer,
after the engineering plans have been approved.

Gentlemen:
A new proposed development, Renton Crown Apartments, located in the Renton service
area, requires sewer service. It is our understanding that Renton does not now
have plans for service in the immediate area under consideration.
To avoid expensive pumping systems and construction in the busy Rainier Avenue
thoroughfare, a sewage exchange program is proposed. The proposal is considered
the most economical and expeditious method to provide sewer service. The sewer,
owned and maintained by Bryn Mawr-Lakeridge Water and Sewer District and to which
the apartment service will be connected, is in close proximity to the site.
Therefore, immediate service is available pending approval of an interlocal
agreement on flow exchange. On behalf of our client, Derus Development Company,
we request that your District enter into an interloc:- sewer flow exchange agree-
ment with the City of Renton.
The proposal has been briefly discussed with Mr. Ron Olsen of the City of Renton
Public Works Department and Mr. Tom Earwood. We believe both public entities will
benefit from the exchange. Mr. Denis now wishes to obtain an agreement in concept
for the exchange prior to completing the analysis, draft agreement, and design
required to achieve an equitable exchange program.

PROPOSAL
The exchange of flow will not change the existing service responsibilities. Flows
will be rerouted but customer boundaries will remain the same. That is, customers
on existing Bryn Mawr sewers diverted to Renton will continue to be billed by the
District. The new apartment complex to be connected to Bryn Mawr sewer will be
billed by the City of Renton. A sewer lateral on Rainier within the City of
Renton service area will collect sewage from Mr. Derus' apartment complex.
The connected residential customers on the Bryn Mawr sewers to be transferred are
calculated to be the equivalent of the 111-unit Renton Crown Apartment complex
located in Renton service area. Thus, the design flows are considered equivalent.
