Puget Power anticipates approximately 6 to 8 hour power outage to complete the work. Puget Power commented that the 90 day to complete statement in their letter does not apply to this job. Puget Power I will be responsible fnr notifying local people that there will he a power outage. i 2. Washington Natural Gas Washington Natural Gas has a 3 foot deep intermeiiate pressure (45 psi) 4 inch wrapped steel pipe running down the middle of Maple Valley High- . r ur„nawni-Iu I way. RH2 Responsibility R112 will have the same responsibility that they had during tht .ike Washington Lift Station. This inspection responsibility involves inspecting all electrical and mechanical work. 2. City of Renton Ruponsibility r, . Mark Weatherbee with the City of Renton will be responsible for all earth -< iwork and structural inspection. The same responsibility that he had at �- k Lake Washington Lift Station. 3. Renton Electical hisrecior for All Electrical Work 't'.'. Davy Christensen has the elxrical permit for the Cottonwood Lift station. Dave has suggested that we have an on-site meeting to driermine what '- Omega',plan is for installing electrical equipment. This could avoid any ;. construction delays due to the clecuical work. The City of Renton •:'n electrical :nspector would be involved a, this meeting. D. Access 1. Vehicular and pedestnan to Riviera Apartments and office buildings a.all times. Omega Contractors was made aware that they must keep the roadway access to ire Riviera Apartments and the office buildings at all j times. Mike Benoit, with City of Renton, made the suggestion that we II notify the people in those offices and spa ..ents of the construction that will be going on and for them to seek alternate routes. This notification could be in the form of a sign in front of the construction or notices on doors. E. Highway Permit 1. Traffic Control Plan i It will be Omega Contracto-'s responsibility to mbmit a traffic control plan to the City of Renton for epproval. Dave Christensen suggested that I or 2 day turn around will be needed to obtain approval. 2. Hours of Work The hours of work while icing construction in the Maple Valley highway 3 - veM:noawv,-�av 1 t h 1 . P i ry{_, will be from 8:30 AM a 3:00 PM. The traftic control plan will indicate _ the exact times that they will be able to work in the street. It was suggested by the City that Omega Contractors work during the late hours of the evening or early morning. This would be acceptable under the noise ordinance that is currently in effect during the Maple Valley construction. 3. Road Repair If concrete is encountered underneath the paving, the City stated that Omega could have the option of placing back concrete or submitt4ng on a CDF alternative. r F. Metm Connection Lakeside Industries is currently under contract to overlay the highway starting on Monday,August 2, 1993. The City requested that Omega Contractors look into the possibility of connect;.ng to the Metro manhole prior to the overlaying. r`mega's comment to that was that it would he difficult to perform in such short notice, but they would look into the possibility. Dave Christensen is going to contact ft State to determine if they can get a week wension before the paving work s— . f. Permit We were unsure weather 1:1-12 had obtained the permit. I stated that I would check back at the office to see if we had obtained the permit, and �. if not, I would start filling out the paperwnrk to get ;his accomplished. t Dave Christensen stated that he did not think it would be a problem because it is such a standard process. } 2. Karen requested to be informed if that date is delayed. Omega suggested that the 240-480 voit switchover should be complete in approximately three weeks. The City is anxious to get the station operating at 480 volts from the reliability standpoint. The question was asked if we could have both 480 and 240 V at the station. They turned on the layers that pi,)led the physical features they picked up on their survey. If you overlay this map with the RH2 Engineering site plan(copy enclosed). you can line up the manhole east of the nodh part of the apartment buildings and the Metro manhole in Maple Valley Highway. The easement is not adjacent to any property comers so none were located as pan of the survey I have also included coples of three pages from the survey notes. As previously discussed, in exchange for this new 1900 square tool easement,the City will release all of one 2000 square root easement (Rec. 06311736)a xd a 2100 square foot portion of a second easement (Rec. 05094983), as shown on an enclosed copv of an 11" x 17" drawing. The City Attorney has completed his review so I have also included an original easement document ready for execution. Because we have to provide secondary containment for this lift station at the time it is replaced, it is our opinion that building the new station adjacent to the existing and "swapping"easements will be the most efficient and least dismpting to your tenants. We are preparing the bid documents for distribution with a scheduled date of November 4, 1992, for the submittal and opening of the bids. We would like to have the easement executed by that date. Dick explained that the original appraisal submitted did not meet certain appraisal standards, per the City Attorney's review, t2.2690) which triggered two (2) outside reviews by other appraisers. The two outside reviews were conducted by: 1) 3-5�90 Washington Appraisal Services,Inc. _ - Garrett W.Wa.finer,MAI 2) 62690 Seattle Engineering Department Joachim Pestinger,SR/WA Both reviews determined that the Mattaini appraisal lacked proper documentation and substanttation for the values given. Of most concern to both review appraisers,was the I 55% reduction in easement value. The conclusion for the impact of easement rights were determined to be unfounded and inconclusive. When Mattaini questioned Dick's au.hority to deny his appraisal, Dick mentioned his level of experience and stated in the 16 years he was in charge of street vacations for the City of Seattle, handling 30 per ,year, a 25% reduction was normal for all easements encumbering right-of-way to be vacated. Duriug our review of the submittal requirements for a Shoreline permit,Laureen informed me that a Conditional Use Permit was also required for the Cottonwood Litt Station. A Conditional Use Permit will take about six months to obtain. We did not expect that a Conditional Use Permit would be required for this facility and did not schedule or budget for it. We are proceeding with:he Shoreline Permit Application and SEPA Checklist. There is a great deal of overlap between the submittal requirements for Conditional Use Permit and a Shoreline Permit. Quite a bit of detailed information needs to be developed in order to submit for a Shoreline Permit. Tb:e information will be produced as part of the design process. According to Luureen,it will take the Development Services Division about four(4)months to complete the SEPA review process for the Shoreline Permit and additional several months for I its review of the Shoreline Perm'. After that the Department of Ecology most have a time period for its review,which is specified by statute at 30 days. I would appreciate it if you would talk to someone in the Development Services Division to we if there is anything we could do to expedite the review of the Shoreline Permit. Also,it seems pretty onerous to also require a Conditional Use Permit. The station is located on the south side of the Maple Valley Highway between Stoneway Concrete and the Riviera Apartments and serves an area that includes these apartments, the Riviera Apartments, a small grocery and a large recreation/dance hall (see enclos l map). The lift station is also located in Zone 1 of the Aquifer Protection Area(APA)approximately 2,000 to 2,500 feet upstream of City Wells 1, 2, 3, 8 and 9. The lilt station w9s constructed with an overflow discharge to the Cedar River. There are no records of any major modifications of the station. DISCUSSION: The City has great concerns and is making every effort to protect and preserve the quality of its ground water, and as a - .ecific element of those resources, our aquifer. Toward this goal, the City passed, in 1988, a Secondary Containment Ordinance. This Ordinance establishes construction standards for new underground storage facilities, as well as 1 monitoring standards for new and existing facilities. Section 7-1206(c) of this Ordinance states that all underground storage facilities which are located in Zone I of the APA must comply with construction and monitoring standards for new facilities within Ig months of adoption. The Cottonwood Lift Station has not met this requirement. This station's wet well is an old single-walled unit that is corroded and whose ability to resist leaks is unknown. Less than three years ago, a rupture was discovered in the 6' force main. The rupture was repaired with a steel band, but the pipe is still in need of reoair. The continuing aging and degradation of a facility constructed thirty years ago m-reases the possibility of a sewage leak which could pose a4aaaw4la*re-threat to the City's water quality. In addit m, the wet well overflow is discharged to the Cedar River. While overflow situations are infrequent, they could be prevented with adequate detention storage and telemetry systems. The lift station is also susceptible to flooding from the Cedar River. During the Thanksgiving 1990 weekend, the lift station had to be shut down because of flooding of the electrical system. L.. You probably don't know that Ramac sued the city of Renton and the state of Washington for blocking access to %..at is now the Shari's Restaurant and Silver Cloud Motel. At that time Rainac's appraisers valued the property at over $10.00 per square foot. We now find the value is only $1.19 per square foot. I was under the impression that the value of real estate was rising and not falling. The use of assessed valuations is always somewhat tricky, particularly if the property has not been reassessed for several years and the market in real estate is very volatile, as it is now. Also, the adjoining parcel with the $1.50 per squire foot value is one with reasonably severe slope problems. I do not have a good :eel as to the square iootage values of property in that general area. I note that the appraiser uses values anywhere from 53.0. per square foot down to $1.75 per square foot. If we are to assume that the $1.50 per square foot is not unreasonable, then the appraiser's land values appear to be justified. The appraiser then adjusts that value by removing 55% of the value of the land because of various easements that the city is to retain. It is very difficult to assess how much of the value is taken by the retention of easements. Initially, it would appear to me that any diminishment in value for an overhead easement is not justified, as I know of no reason why the city of Renton needs an overhead easement. Why do we need a surface easement if the city is vacating the street? I understand that there are utilities in the road and we would therefore need a subsurface easement. If in fact the city does retain a surface easement, Chen a further adjustment is necessary. From the inform.,tion provided to me 1 cannot state whether or not I believe the appraisal is reasonable. I know that it is not as unreasonable as some that I have seen. I also know Mr. Mattaini an' `now, that lie is advanced in years. I deposed him within the lasL year and he had trouble following my questions and the concepts that I presented to him. That does not make me feel more comfortable with this appraisal. if the city has any strong reservations about the appraisal I wood suggest that we have the appraisal reviewed by an outside appraiser. A review appraisal should not be unduly expensive. After the review appraisal, if we are uncomfortable with the value set, then the city can conduct its own appraisal to establish value.
