Dear Bob: Thank your for asking us to prepare this ammendment, we appreciate the oppol tunity to continue supplemental design work and construction period services for the Honey Creek program. The scope of work included in this amendment is as follows: A. Phases I and II continuing services on pump station, electrical service and interceptor construction monitoring. B. Phase III bid period and construction monitoring services. The scope of design services, analysis, layout, design survey, as-builting not covered by previous July 14, 1985 basic agreement included in this amendment are listed as follows: 0 Additional bridges and siting for curved alinement, o Connect to and design new over flow from N.E. 17th Place pump station. o Relocate and redesign Devils Elbow Pump Station site. Design supplemental features alternate valves and hoisting system. o Design assistance and drafting for N.E. 27th Avenue watermain. 0 8" intertie watermain loop (along power route) connecting N.E. 24th to Devils Elbow (N.E. 27th) main. Determine probable current loading and reserve capacity. Determine costs to replace each of the various links. o Four additional sections of sewer replacemient to accommodate greater pumping from four contract schedules prepared for Phase 3. 0 600 LF of full width street replacement Lake Washington Boulevard. o Design memorandum of downstream line capacity analysis and design parameters for Phase I and Phase 11 work (requested by D.O.E.) 0 Operation and maintenance manual. Field monitoring services not included in previous ammendments includes all of Phase ill work and work remaining on Phases I and 11 work. Additional fee for Phases 1 and II is renuired. Due to unforeseen delays in easement acquisition and changes in toe pump station concurrent field monitoring of Phases I and II has not been possible and additional manpower will be required to complete same. Services included foa office and field engineering are the same as those indentified in Ammendment No. 3. FEE The scope of work has been estimated on a time and expense basis at our stan- dard rates per the attached Xanhour and Cost Estimate schedules. The estimated billable project charges for the scope of work detailed in this amendment No. 4 is $109,320 statements will not exceed this amount without prior approval of the City. Motor , City Clerk From: Richard Houghton, Public Works Director Re: honey Creek Sewer Interceptor Professional Services Contract Amendment No. 3 Please have executed thu attached Amendment No. 3 on the Honey Creek Sanitary Sewer Project Professional Services contract with HCVL Engi- neers, City Attorney review is attached. This project is the Honey Creek Sewer Interceptor which the City has received Department of Ecology Referendum 39 Grant funds, This pro- ject is on a "fast track" short construction schedule. About $1.2 Million dollars of construction work will be compressed into several rmonths of time this summer. Amendment No. 3 provides full line: con- sultant inspection and cunstrut ion management on this large project. City staff is unable to rover this project in addition to our already scheduled projects. The issue raised by the City Attorney on costs is, of course, a legitimate question. However, the inspection fee of $77.500 amounts III about 6% of the construction project cost of $1.2 Million dollars. This compares favorably to other inspection costs such as Grady Way Bridge, $750,000 inspection and construction management fee on a $4.5 Million dollar job - 16.6% cost of inspec- tion. It is the department's recommendation to do this work. After execu- tion, please return a photo copy for our files. Thanks! Warren, City Attorney RL; honey Creek Sewer Interceptor-Professional Services Contract Amendment No. 3 Dear Bob: I have reviewed the contract, Amendment No. 3, and find it to be in generally acceptable legal form. 1 do question whether or not the scope of work as detailed herein is worth $77,500.00. That figure seems high to me. I particularly note that there are separate inspection estimates for Phase I and Phase II of the project with 320 hours being dedicated to Phase I and 420 hours being dedicated to Phase II . In each instance that amounts to approximately one-half of the bid amount, however, the description of the inspection services as contained in paragraph 3.1 leaves me wondering whether or not we really are getting the inspection that we are paying for. I am not really aware of the magnitude of this project. Perheps it is necessary for the Engineer to have periodic on-site inspections amounting to almost 800 hours. If so, I anticipate that the City is goino to have a full time inspector on the job. I see that as the number one concern about this contract. I do not wish to second guess the Public Works Department but I felt uneasy about this particular topic and hope that you will review the time and figures before having the contract signed. A built in flume on the manhole would provide the potential for continuous monitoring. With actual flow rate detail the projected useful life of the interim route can be accurately assessed. If I and I and or normal flow in the Kennydale area Is greater than estimated, the utilization period may be less than projected and could require some throttling of the Honey Dew Creek Pump Station. More probably the actual flows in the Kennydale area will be less than estimated and provide a greater utilization period. in either event, the monitoring Manhole will be an effective analysis tool in determining life of the route and any potential operational requirements for the Honey Dew Creek Pump Station. a. Final Design Consideration The replacement will require temporary pumping and small intercepto•s from sewer services to down stream manholes. Proposed new pipe sizes for links where replacement is recommended are noted on attachment 1, for z4'f inc-Switaliy increasing Honey Dew P S. potential delivery rates Design option l O is recommended. In most instances replacement of the pipe in the same location and at the same grade with larger pipe appears most reasonable. In Lake Washington Boulevard the easterly 8" link 29 proposed for replacement in the comprehensive plan is in close proximity to rockery; and, a parallel replacement of this sector in the center of Lake Washington Boulevard would be more practical. This reach of Lake Washington Boulevard is in only poor to fair condi- tion; and this sector of the Boulevard could be rebuilt as opposed to expensive deep reconstruction near the rockery. An option to connect to a new discharge point in the large metre sewer near 28th Place 8 Burnett was reviewed with Metro's Jim Hawthorne. The reach between the existing Metro connection point and a proposed new upstream discharge point would be in a reach of deep tunnel. Review of depth connection type and other factors indicate it would not be economically practical to build a new discharge point. In summary, rebuilding a parallel route in Lake Washington Boulevard near the center of the existing street would probably be most reasonable even with the cost of Lake Washington Boulevard surface replacement. 6. Format of Plans. Standard size City of Renton 22 x 34 plan and profile sheets will be used to illustrate proposed improvements. All details will be prepared on P 112 x 11 sheets and incorporated into the construction documents. The plan and profile s:oeets will +llustrate recorded utilities. Prior to contractor bidding the unde-ground utility location center will be requested to mark all utilities for contractor information to supplement plan information. Preparation of detailed topographic survey is not included and therefore profiles from existing 1969 plans will be used to establish new p'•, profiles. Approximate curb line locations and specific services for drainage etc., will be taken from record plans. No field measurements other than approximate photo dimensioning will be used to rough verify existing features obtained from As-Built ln;ormation. 7. Format of Specifications.
