Sandaas, Director Technical Services RKS:JER:ae cc: Department of Ecology Puget Sound Council of Governments 7 ! v 1 u 7 C f - - I _ I Renton City Council • 3/18/85 Page three Public Hearing - R-1-5 Sewll Lot Zone R-1-5 Zone Councilwoman Mathews questioned whether an existing single family Small Lot, development located north of Maplewood Golf Course, sspsrstad Single family from R-4 apartment development by a strip of undeveloped Residential property, would be eligible for A-1-5 rezone. She noted that (continued) part of the undeveloped site is constrained by sleep topography which renders it undevelopable. Mr. Springer felt that the undavelopable property Itself creates a buffer; therefore, rezone to A-1-5 would not meet required criteria. Continued Upon Inquiry by Councilwomen Keolker regarding potential rezone to R-1-5 zone to buffer single family residential use on Renton Hill from R-3 zoned properly on Mill Avenue S.. Mr, Williams Indicated that need for a buffer must be clearly established for the rezone to be granted by the Hearing Examiner and City Council. Continued Councilman Stredicke expressed appreciation to Policy Development staff for efforts expended in development of the draft ordinance. However, he oDpnsad Its approval since he felt most citizens are not aware of potential development of property next door. Continued Councilman Clymer questioned buildingdesign des 9 potential , clustering concept, and lot coverage requirements, noting potential for attractive or unattr.ctive development depends upon developer's discretion. Continued Councilwoman Mathews Indicated her h h hope that if the now zone Is approved, the Intent would be for protection of the single family residential neighborhood, not to allow higher density than is now provided for by Code. Mr. Springer ,eported that at the current time, undeveloped property can either be rezoned to the higher or lower Intense zoning category. The Intent of the R-1-5 zone is to make available ■ gradual transition buffer of lower density than duplex zone to —1clude single family homes from directly abutting R-2 or ^ zones. Continued Councilman Hughes questioned whether developers would choose to cluster units when faced with high cost of sprinkler systems (Fire Code requirement). Mr. Williams clarified that sprinkling would only be required if the building exceeded 12,1300 square feet in size, and to avoid that requirement, developers would most likely scale down the building, Continued MOVED BY MATHEWS. SECONDED BY CLYMER, COUNCIL CLOSE THE PUBLIC HEARING. CARRIED. Moved by Reed, seconded by Clymer, refer this subject matter to Planning ar,d Development Committee. The WSDOT drainage off of SR-90U at approximately Redrlhno Ave. N.E. has a 12" concrete storm sewer stub out north of the curb into Honey Creek. This storm drain has washed an enormous quantity of material off of the hillside into Honey Creek, ♦ 3,000 cubic yards, In our joint King County/City May Creek Water Quality Study, done about 7 years ago, this washout was identified as a critical source of con- taminating silts and clays that pollute the salmon and trout spawn- ing beds. Because this section of SR-900 and the washout area is in unincorporated King County, the City of Renton has had no interest in this major wash- out until we started on the Honey Creek sanitary sewer project. The City Sewer Utility is building a new 12" sewer line down the Honey Creek Canyon right below the SR-900 washout. I have been talking to Jim Olsen to get WSDOT to correct this storm drain problem so in the future the washout won't damage our sanitary sewer. He has suggested i approach your office On a cooperative effort to resolve this SR-900 washout problem. On Jim Olsen suggestion, 1 have acquired the required right-of-way for a new closed pipe Londuit from SR-900 down to the Honey Creek channel. We can design the new conduit and have our sanitary sewer contractor install the conduit with our June, 1985 work. WSDOT would be responsible for paying for the installation and materials. We would wAnage the contract, WSOOT - November 9, 19,4 The City Of Renton would like to cooperate and solve this drainage Problem. Because the drain outfall and washout are in unincorporated King County, It is clearly WSBOT's primary responsibility. Using those funds and a good deal of local no and effort, major progress has been made in pro- tecting and improving water quality in the State of Washington. Unfortunately, the Job of correcting municipal pollution is not complete and the time remaining to do it is limited. The federal Clean Water Act requires that by July 1988 all communities have in operation secondary treatment plants which meet NPDES permit require- ments, The only exception to this requirement is where specific waivers have been granted for certain discharges to marine waters. we intend to concentrate the use of federal and state funds in the next few years on solving those remaining nwuicipal pollution problems so that national requirements for secondary treatment by July 1988 can be met. We will use the state priority rating system so that the most serious remaining water quality and public health problems will be addressed first.
