Dear Bob:
Enclose: n a spread sheet illustrating a record of progress payments approved by
Renton Public Works Department for payment. We did not make a tally of actual
payments made to the contractor, but reviewed the approved final sheets from the
files you provided. We find:
1, lhat there are several adjustments on change orders that should be made.
2. The final quantity for Schedule D, Item 2, should be 623 rather than 673.
The extended $1D,591 amount is correct.
Perhaps the easiest way to clean up the detail is to prepare a Change Order N7 to
include adjusted items. A copy of a proposed change order is enclosed for your
review and consideration.
I also reviewed the spread sheets with Ron Scott and he is in agreement with the
changes noted.

Dear Bob:
I briefly discussed several ideas you and I chatted about with Ralph Boirum. (See
memo note to Ralph). The general conclusions were:
1. Tight quarters to rehandle matellal made the fabric option very expensive.
2. Loose fill , even if a post-tensioning system is used, would require a wall to
contain material .
Lewis County personnel I met in Pullman last week mentioned they had used light-
weight bottom ash to fill a road slump void. The material they used was very
pervious and worked well .
Ralph said they had used the same material in correcting slides at Perkins Lane,
and gave me the name of the hauler.
Costs are higher now because the hauler isn't able to haul sludge from Metro and
backhaul bottom ash.
I 've enclosed a copy of a memo discussing detail with Dan O'Neill .

Thank you for sending the well draam-up landscape plan
for the completion of our front yard. After reviewing
what wr had planned we are in agreement with the plans
that you have drawn up for the yard.
I shared with Bob Bergstrom sometime ago by telephone
telling him of some of the problems along the road and
bank with truc? s and neighbors dumping junk et,; over
the side, just recently, tires and a 5U gal. barrel.
Yr. Fred Fern and his men spent a lot of time pulling
the junk up to the top of the bank and cleaning up the
bank and trucking it away. The kids use the retainer
wall for access to the creek, lugging their bikes over
the side. The boards used as a retainer wall are slai,ted
downward which doesn 't give the bank as much support. 'ils n
use them as steps.
Mr. Bergstrom talked of a possible fence from Point A
to Point B on the drawing which is enclosed, hop ni g
ellmina e this problem. I think a fence with a sign "KI)
TRFSPASSING" would be helpful.
As for the crushed rock next to the cul-de-sac, BLACK-
SOP would be much better. The crushed rocks will soon
be filled in with blackberris, grass and weeds etc. and
it wild be harder to take care of. The kids in the neigh
hood squeal aroun, the corner and shoot the :rocks all over
the law».
We would appreciate your considering the fence and black-
top as a possib2c solution to thie problem.

Enclosed are a reduced record construction drawing of sewer improvements in the
vicinity of 3533 N.E. 17th Place, Renton, Washington, and a sketch prepared by
Mrs. Eastman.
BACKGROUND
Removal of an established hedge was necessary in the front of Mr. Eastman's home
to permit sewer installation. The hedge ( I believe) shielded the front windows
from some direct auto lights and provided modest privacy.
The actual construction work has teen completed for nearly a year, and we had
inadvertently overlooked some restoration of Mrs. Eastman's property.
PROPOSAL
Using the record construction drawing and Mrs. Eastman's sketch, will you prepare
an accurate sketch illustrating proposed improvements and associated costs for
same. It would prolably be best for you to mee . Mrs. Eastman after preparing the
sketch to see that the planting arrangement is to her satisfaction.
Mrs. Eastman mentioned a guard rail may be desirable; but, Bob 3ergstom must keep
improvement costs within an amount the City is obligated to restore. If you see
improvements that might correct any apparent oeficiencies other than landscaping,
please note and detail them (as to extent) on your sketch.

j Follow-Up on 1/29/87 Menlo and 2/4/87 Report
PURPOSE: Continue troubleshooting unresolved pump system problems. Obtain
confirmation on sizing of vacuum system piping from pump manufacturer per original
submittal request.
Background: Pump station is designed to operate infrequently and principally
during wet weather overflow periuds. Thus, the pump cycle period may be quite
lung and variable (not predictable). Changes were made on a delay relay recom-
mended by Dakota personnel on 213187. The delay unit was tried for short interval
setting less than 30 seconds. The observation was that the pumps run for some
short period before the vacuum float drops. Thus, the delay relay does not appear
to solve "cutout" problems unless the timer is set for long time intervals (long
time delay is considered risky in the event air accumulates in the impeller case
and the vacuum demand is overridden by the delay relay). To eliminate apparent
float drop, ball valves were installed to allow partial closing of the 2" vacuum
line (refer to 2/4187 report). On 2/11/87, prior to completing additional testing
of new improvements, an emergency condition occurred and the Honey Creek Station
came on line. (A partial history of pump difficulties is documented as Attachment
A for backgl and information) .

The hour meter recor.'s by the City indicate that Pump d2 ran for about four hours
and Pump M1 nearest the P.S. door ran about 2 hours on 2/11/87. Pump N1 was hot
to the touch in the seal area when City personnel checked the station. Seal
failure due to loss of prime was suspected. Fred Kern arrived to look at the
situation on Wednesday afternoon on 2;11/87. Dave McIver and Erick M. were
contacted prior to this and Fred and Dave made arrangements to meet at the pump
station on Friday, 2/13/87.
Dave M. , Erick M. , and Fred K. met Friday, 2/13/87, to review the situation. Dave
did not believe the seals were damaged. Fred advised Dave to obtain set of seals
for spares. The problem of why loss of prime occurred 1;r what actually did occur
was not immediately evident. Some vacuum teaks are probable. The seal filter
suction in the same manifold as the vacuum ejection system does not seem good and
will be changed. (The seal filters were recently installed wher, the water main
was taken out of service).
Additional Work: The vacuum priming system piping is, apparently, not balanced
for the specs is Yeoman Pump application and some vacuum piping improvements are
needed.
o Clow Yeoman's factory is requested to continent on prime system pipe si: as
it relates to pump suction discharge characteristic.,. (Refer to original
submittal notes enclosed).
o The present position of the small pressure side vacuum line or chamber
introduces water level turbulence that probably affects the float. We
helieve the positioning inlet of the small vacuum line is located to reduce
grease build-up on the float. But relocation, if effective, would be pre-
ferable to modest additional cleaning maintenance.
o Several sketches of alternates are illustrated which may be appropriate. The
pump manufacturer's counsel on these alternates is requested.
o Use of a delay is now limited to about 25 seconds should this relay be kept
or can pump damage occur in this short interval? The pump manufacturer's
counsel on this delay and length of time pump can run dry comments would be
appreciated.
Following consultation with the factory, we will proceed to make changes to
eliminate problems.
u City should relocate seal lubrication inlet off the vacuum-port manifold just
as a precaution and to eliminate any question that seal lubrication system is
creating vacuum leak difficulty.

ATTACHMENT A
HISTORY OF DIFFICULTIES WITH HONEY CREEK PUMPS AND PRIMING SYSTEM
0 Initial pump start-up, tests were conducted March 20, 1986.
Pump M1 checked out at the rated head - delivery. Initially, the shaft did
not turn easily znd some screw adjustment of the intermediate spacer was
made. The support units between the motors and pump were determined to have
been incorrectly assembled at the factory. Longer support units were ordered
from the factory. Pump M2 was not tested because the shaft could not be made
to spin freely.
o The pump motors also arrived with horizontal baseplates and eyebolts were
added �n the motor rase to permit vertical lifting.
o On May 2nd with pump assemblies repeir d, testing was again inade. High yield
and low discharge indicated a leak to pressure line may have occurred.
(Subsequently, contractor discovered leak. Yield-discharge did match pump
curve detail ). Need for a differential type vacuum float switch was
determined to be necessary at this time. Fred Stevens arranged to have Jim
8agne install the differential s,. Itch.
o Another start.-up was scheduled for May 29th and my notes show that seal
replacement wcs necessary after this start-up.
o On 6/10/86, Dave McIver replaced the seals in Pump M2) unit furthest from the
door and panel .
0 7/1/86: Final start-up testing of the system was made. Pump motor cut
in-out occurred and Fred Stevens promised to adjust the tether on the vacuum
float to eliminate cycling. System acceptance was recommended by HCW-L
letter from FGK on 7/3/86.
0 8/13/86: City contacted Dave's Pump Service for some adjustments and to
check Pump #I vibration. No review by HCW-L was made at this time.
0 10/20/86: Gary Morrison advised rred Kern that a seal had failed on Unit #1.
Unit #2 mechanical seals and bearings were replaced between 10/23/86 and
10/31/86. The failure was attributed to a bandaid plugging the impeller
vacuum port line at a tee. Fred Kern and Fred Stevens met with Gary M. in an
attempt to improve several features. (During the several preceding months
period, pumps were operated infrequently). Features discussed:
I) Reduce small line fouling of the impeller, port line.
2) Increase vacuum chamber size to allow longer difterential float to
have greater travel and less sensitivity to chamber water level .
Fred Stevens designed the features and discussed installation with Dave
McIver in addition to installing solenoid vacuum system check valves were
requested by the City and installed.

Gentlemen:
In regard to the pump submittals, to speed up the approval process we
have discussed several items Lirect)y with M.D. Fowler. We have given
them necessary information to obtain approval.
lonfirming our discussion with Rowland Martin of N D. Fowler here are
our directions.
1 ) There is sufficient room in the fiber glass enclosure to
provide a pump with flexible coupling connection to the
motor. The unit should be furnished with the flexible
connection rather than the close (Oupled unit noted in
the submittal data.
2) The suction elbow is to be eliminated and the inlet
fitted with a vertical suction pipe.
3) The sizes and locations Of the vacuum priming pumping
connections to the body of the Clow pump and suction
connection piece should be approved in writing by the
Clow factory design engineer as suitable for intended
Pump operations. Clow factory personnel should refer to it
the specific design plan when preparing a response.
4) We have also asked H.D. Fowler to provide continent on
vertical suction connection piece size.

This letter is sent in response to your March 2`1th, 1985 letter discussing
Pump approval.
1) Clow series 6260. Model 4312, Flexible coupled pump will be supplied.
Five (5) copies of dimensional data arc being sent to R.W. Scott, one
(1) copy to Hammond. Collier 6 Wade - Livingstone.
2) Suction elbow is eliminated.
3) Clow has no preference on the location of the vacuum priming system con-
nections. Clow does include 1/2" NPT tapping for case vacuum connection.
The H. D. Fowler Company recommends, for ease of plumbing, to put a 2"
saddle on to the 4" C.I. "suction stinger" spool. The connection could
be made above or below the floor a_ R. W. Scott's preference.
4) i;,e choice on "suction stinger" size is between 4" and o". ,rote first
that the 6" pipe would have a friction loss of 2.02' per 100' and a
velocity of 5.67 ft./s at 500 G.P.M. , while 4" pipe has a loss of 16.4'
per 100' and a velocity of 12.8 ft./s. For ease of plumbing, 4" is
recommended. The head loss in 4" pipe is still comfortably small and
we do not believe the velocity will be too great.

Background:
The vacuum system has been a source of problems and after discussions again with
the vacuum system manufacturer, Dakota Pump, Erick Merklinghaus believes the
problem is the lack of a time delay relay (a relay we don't have). This delay
relay is not the same as the vacuum chamber float differential switch.
The Dakota Company often supplies panels with the vacuum system and these panels
have time delay relays. In our situation, Dakota did not supply the panel . A
recent Metro pump start-up using "Clow" pumps had similar problems that were
traced to the relay, which had been set for too short a delay period.
Sketches:
Rough sketches of the existing vacuum system and proposed modifications are
attached. Note that:
1 . The original shall vacuum line factory design off the impeller has been
increased with a bell increaser to reduce fouling.
2. The original Dakota chamber has been upsized to 8-inch to reduce the chamber
water level fluctuation.
3. A seal unit water supply is tapped into the volute discharge vacuum port.

Procedures for Corrections:
Plumbing: Dave McIver has installed a new larger PVC tloat chamber and we need to
change plumbing again. Dave will complete the piping changes. Erick Merklinghaus
will review the proposed sketches with the Dakota factory and advise Dave and Fred
Kern of any suggestions they have.
Electrical : Jim Bagne is familiar with the electrical work and can best determine
how to install the new time delay relay in the Superior Custom control panel . Jim
will check with Erick Merklinghaus and determine the proper type of delay relay
switch. Copies of record construction electrical drawings, diagrams are also
attached.
Schedule: I believe it will be most efficient to have Jim and Dave doing the
sm—�T—retrofit work concurrently. We need to budget about 4 hours to comfortably
make the changes and test the pump controls. I ' ll arrange to be at the project at
the same time too on Tuesday, February 3, 1987. The building and gate will be
open at 8:00 a.m.
Follow-UP: After all the work on retrofit is complete, we wish to have Jim and
Dave—available to discuss the improvement with City staff. Dave or Tom Kivley
should make arrangements to come back in a week's time to double check the vacuum
plumbing for leaks and fix any leaks.

VACUUM PRIMING SYSTEM L
o Tire vacuum priming system 2" suction pipe connection was installed on
February 3. 1987.
o A time delay relay was installea with variable time control dialing.
This system will prevent the rapid on-off vacuum float valve flutter.
The relay is presently set for about 28 seconds. (Setting the delay for
a greater time interval may be reasonable after, we complete some trial
tests. During trial tests it would be easiest to continuously divert
the Sunset P.S. flow/down the Honey Creek Interceptor.
o Bill Chiller (Arrow Electric) put an ampmeter meter on the fluat valve
relay to see when the flutter, started t0 occur. To try and eliminate
the flutter we installed 2" ball valves on each of the 2" vacuum chamber
piping systems. When the ball valve is partially closed the float
switch flutter is modulated.
o I pinched the ball valve down until we eliminated the vacuum chamber
float flutter; and, these valves should be left in this position until a
longer period of testing next week can be arranged. We ran out of test
water about the time we got the 2" ball valves set at a good openin;.
o I will call you early next week su we can set up a good time to do some
further checkout of the new improvements.
o The ball c lve could be shut for a short time to pressurize and soap
test connections for leakage.

o It may still be reasonable to install a heftier vacuum chamber top
flange that does not flex under pressure. Then, if the ball valve is
accidentally or purposely shut off, the flange strength would not be a
concern.
