Fowler Company �T„ 1 C � • FROM: Fred Kern DATE: December 9, 1986 RE: honey Creek Update on Pump Vacuum System HCW-L 28503 Thank you for continuing to work the problem of improving/correcting the Honey Creek pump vacuum system. The City noted that the sm'll metal-to-metal check valves (located just downstream of the vacuum pump suction line) had a tendency to flutter and allow the vacuum line bleed back. To see if this tendency could be reduced and solve some of the long vacuum eduction start cycle, the City changed from metal-to-metal to a resilient seat check. The City staff believes this may have helped; however, they prefer to have a positive solenoid type shut-off rather than the check valve operation. They have a "Chemithon" station in the industrial area with solenoid valves that are hard-wired directly to the vacuum pump flotor. Vacuum System Retrofit: The orobler of the volute suction piping is scheduled to be worked on as soon as oll the cor„:.onents are assembled. The City has requested that we install solenoids in place of the check valves and WP would like to have this work (om- pleted when Dave, H. 0. Fowler's service idti, reputes the volute priming pimnb- ing. Fred Stevens, please include this work in Uave's assignment. Leak Checking by R. W. Scott: On December 3, 1986, Tom Kivley had his men install a shutoff petcock valve just downstream from each vacuum pump check valve to see if the vacuum system check valves were the source of leakage. When the vacuum line petcock was open after an evacuation cycle, it appeared as though the loss of vacuum was greater. rw•ro Oannu OMwgra Memorandum December 9, 1986 Page Two The Citv , now (during dry weather) running full day observations to check both open and srut petcock situations and confirm the check valve is the source of leakage. Our conclusion on December 3rd was that it appeared that any leak was likely to be in the vacuum check valve. If this is not the case, then we may need to have Tom further purcu_ leakage checks of the pump suction piping. The City staff has been patient and understands we're working the problem. Fortunately. Gary and his staff have been working the problem too and have iso- lated some problems. Now, with just a little more push, we'll solve the problems so the City doesn't have to worry and cross their fingers every time it rains. So, let's push ahead quickly. The station was re- checked one hwur later At 8:30 a.m. Upon entry the crew found wat.er expelling from the number two pump. Further inspection determined that a mechanical seal on the number two pump had blown and possibly a bearing had burned out. Fred Stevens from N.D. Fowler was notified at 10:00 a.m, on October 20, 1986. Fred contacted Dave's Pumping Service to do the repair work, The station is still under warranty. Scott Contract Dear Bob: A final successful test was conducted at the pump station and I recommend that the Phase 1 project be accepted. A copy of the pumping check test data is enclosed. One operational situation that needs some periodic adjustment is the vacuum float switch set-up. As greases and sewage get in this; area, the floats can hang up and create interrupted starter operation. The Pump No. 2 starter was cutting in and out occasionally due to the vacuum floats movement. The vacuum float tether cord can be shortened or lengthened a slight bit to reduce this tendency. Fred Stevens has promised to provide a demonstration of this to Gary and others. Frequent cleaning of the float mechanism will be important to reduce the cutout tendency when sewage Is pumped. Wn.1.9 QUAn. OO*M, l 0 Fr. Robert Bergstrom, P.E. July 3, 1986 Page Two I noted 'ne pump repair contractor for H. D. Fowler improperly lifted the motor when the pump seal was replaced on a2 pump. The proper procedure for use of the too lifting bolts is illustrated in the 06M manual. The top bolts have adequate lifting capacity and 1 have asked Fred Stevens w' designed the lifting eyes in cooperation with the motor manufacturer, to prove exact details on how the bolts are connected to the motor and the safe load rating for same. Fred was concerned that the maintenance repair Pion had not used the strong back axle system to lift with and he will see that the bent eyebolts are replaced. The pump discharge was satisfactory related to specified performance. There was still a little glitch in the vacuum ejector system that should be taken care of by changing the vacuum float uni*.. Fred Stevens of H.D. Fowler was to take care of '.his small detail. He believed it would take just a few minutes to make the change. Jim Bagne wen' over all the electric switchgear itransformer main panel li breaker;) with Ralph, Gary and other City staff. 1 took photos of switches and we will incorporate Jim's descriptions into the 08M text, together with dia- grams. Jim provided an electrical "as-built" so we're now all set to reduce the "Record Cunstruction Drawings" for inclusion in the manual, Flow Regulation. Our 02 pump test indicates some regulation of valves is reasonable to assure that downstream features are not overloaded. I'll have some suggested details on a flow measuring program to set valves for the proper rate of flow regu- lation. Electrical Extras. 1 advised Jim Bagne that he should work out any extra charges for his work on telemetry directly with you. Mr. Robert E. Bergstrom May 16, 1986 Page Two Tom Kivley has submitted a bill for extra terminal work at the primary service. The request appears reasonable and we recommend that this change order be approved. The pump station replacement shaft brackets have been air freight ordered and should be in place and operational by Thursday of this week. All surfaces have been prepared toT final paintiny, which Tom Kivley will complete after pump motors have been reconnected. The vacuum pump float switches have been changed to operate as designed and all electrical work inspections are satisfied according to Jim Bagney. The transformer area added gates were to be installed today, 3/31/86. The draw-down test conducted on Thursday. March 20, 1986, indicated the pump tested was operating within specifications on the design curve. Finally, the capacity Of the downstream yrdVity sewer is limited in some reaches; and the design intent was that only one pump be operating at any one time. The simultaneous operation of both pumps would involve use of a key lock bypass to override the one pump operation design. The City polio, is to TV monitir all new lines; so, you should still have the straight runs on H.E. 17th Place and Union Avenue video recorded. He will accept as a substitute for the curved section TV, the pigging operation. On another item contractually the project was substantially completed in early December with the exception of pipe flushing and planting. So our recommenda- tion to the City will be that no penalty be assessed for the finish up items completed after the December 26 required completion date. However, the issue of putting the entire system into operation is 0° major concern to the City Council; and, you should schedule all final cleanup Planting and other detail on emergency priority so we can close out the project soon. Line posts 1.95 inches k 2.25 inches, hot-dip galvanized H column with a minimum weight of 4.0 pounds p-r linear foot, or two (2) inch nominal diameter hot-dip galvanized pipe with a nominal weight of 3.65 pounds per linear foot. B. Gate posts three and one-half (3>1) inches nominal diameter hot-dip galvanized pipe and nominal weight of nice and one-tenth (9.1) pounds per linear foot. C. Couplings shall be outside sleeve type and at 1#est seven (7) inches long, 58-2.04 BRACES AND TRUSS RODS Compression braces shall be hot-dip galvanized material of the samt type and size as the top rail, Tension truss rods Shalt be three-eights (3/8) inch round galvanized rods with drop forded turnbuckles, or other approved typo of adjustment. 58-2.05 CHAIN LINK FENCE FABRIC Chain link fence fabric shall consist of nine (9) gage wire (0.148 inch in diameter) The wire may be of aluminum alloy complying with the Aluminum Association requirements for alloy 6061494 or it may be iron or steel wire which shall meet all of the requirements of ASTM Designation A 392. Galvanizing shall be Class 1 and shall be done after weaving. TPII.10 The wire shall be woven into approximately two (2) 1 diamond mesh. The width of the fabric shall b< shown on the plans. Cha ink fence f,lbri, shall be finished at top and bottom as shown on the plans, with a "twisted and barbed" salvage. Barbing shall be done by cutting the wire on the bias. 58-2.06 CHAIN LINK GATES Gate frames shall be constructed of not less than one and one-half (1}) inch nominal diameter hot-dip galvanized pipe with nominal weight of 2.72 pounds per linear foot. The corners of the gate frame shall be fastened together and reinforced with a malleble iron fitting designed for the purpose, or they may be welded 1'fl ding shall conform to the requirements of Section 112-3.33. Cross trussing shalt be three-eights (3/8i inch galvanized iron adjustable rods. Chain link fence fabric for filling the gate fame shall meet the re- quiremnnts hereinbefore specified for the chain fence. The gate shall be furnished complete with necessary hinges, latch, and drop bar locking device designed for the type of gate posts and gate used on the project. The Contractor shall furnish and install a padlock for the gate. The padlocks shall be "Best Universal Co., Inc.", type 5B-62 with chain 4 Ml. Cores shall be directed by the Owner. Posts stall be spaced at not more than ten (10) foot intervals. All intervals shall be measured center to center of posts. In general, in determining the post spacing, measurement will be made parallel to the slope of the existing ground and all posts shall be placed in a vertical ansition except where designated otherwise by the Engineer. B. All posts shall be set in concrete Claes C to the dimensions shown on the plans. All concrete footings shall be crowned so as to shed water. C. Gate posts shall be braced to the adjacent line post, and corner posts to the two adjacent line posts in the manner shown on the Standard Plan. Changes in line of thirty (30) degrees or more shall be considered as corners. 58-3.03 TOP RAILS Top rails shall pass through the ornamental tops of t ,e line posts, TPiI-11 forming a continuous brace from end to end of each stretch of fence. Lengths of top rail shall be joined by sleeve type couplings. Top rails shall be securely fastened to nominal posts by pressed st(el fittings. 58-3.04 CHAIN LiNK FABRIC A. Chain link fabric shall be placed on the face of the post away from the enclosure, except on curves the fabric shall be placed on the face of the post which is on the outside of the curve. B. The chain link fabric shall be placed approximately one (1) inch above the g•ound and on a straight grade between posts by excavating high points of grounds. Filling of depressiors will be permitted only upon approval of the Engineer. C. The fabric shall be stretched taut and securely fastened to the posts. Fastening to gate and corner shall be with stretcher bars and fabric bands spaced at one (1) foot intervals. The fabric shall be cut and each span attached independently at all pull and corner posts. Fastening to line posts shall be with tie wire, metal bands or other approved method, attached independently at all pull and corner posts. The top edge of the fabric shall he fastened to the top rail with tie wires spaced at eighteen (18) inch intervals. D. Rolls of wire fabric shall be joined by weaving a sinale strand into the ends of the rolls to form a continuous mesh. 58-3.05 CHAIN LINK GATE Chain link fabric shall be fastened to the end bars of the gate frame by stretcher bars and fabric bands, and to the top and bottom bars of the gate frames by tie wires in the same manner as specified hereinbefore for the chain link fence fabric, or by other standard methods if approved by the Engineer. The drop bar locking device for the metal shall be provided with a twelve (12) inch round by eighteen (18) inch footing of Class C concrete, crowned at the top and provided with a hole to receive the locking bar. The depth of the penetration of the locking bar into the gating shall be as specified by the manufacturer of the locking device. Vehicle gates shall be double leaf, swing type, erected to operate from closed to open through an arc of 90 degrees minimum. Gatc size shall be as dimensioned on the drawing. In additior to the enhancement aspect, E,etter protection for motorists who might miss the curve are desired and also some means to best protect the pump station and hydrant features. The roadway is partially in ting County and partially within City of Renton boundaries. Therefore, aoy improvement may entail approval of King County Public Works staff as well as the City. Several alternative design solutions are presented for evdludtiun with the City (and County, it required), Alternate A: This alternate illustrates the use of either a guard rail or Jersey curb set at 8' back from the edge of pavement. The end of the barrier transition is at a potential point of critical impact and appears to be irdesirable. 2. There is very little good foundation to anchor the barrier without Substantial structure above the sandbagged opening araa. Alternate 5: This a,ternative provides the same 8' shoulder beyond the paved road edge with a better means of anchoring barrier and better means of addressing potential intact at the throat of the site access driveway. This alternative provides sore generous mounding needed to bury the barrier end. It dues entail adding on a segment of 60' pipe and eliminating the sandbagged well. Most importantly, this alternte provides some depth of scale to aesthetically enhance and buffer the site. This will also mitigate the visual impact of having a sewage pump station so near a public road. Procedure for Construction of Preferred Alternative B: 1. Add 60" pipe extension or 10' heavy timbers cut and cribbed together for least disruption of stream. 2. Execavate from the wall o` the existing culvert to be removed toward eastand rock protect excavat'd slope to the east. when this work is complete, the creek is to be temporarily sandbag diverted into the new 1/: channel. 3. After installing temporary diversion, the culvert pipe will be removed and the westerly slopes shaped and rucked to provide width requested by Joe Aobel, the fisheries representative. Bob indicated the City of Renton has now decided to own and operate the 15 KV power supply for Its entire length from Edmonds Avenue N.F. to the pump station in lieu of joint ownership per Puget Power's Fetter of 3/7/65, 2. Bob will determine If a spare /' conduit will be installed, 3, Bob asked if the wiring for this portion of the run would be the same as the other portion of the run, and I indicated It would. 6. 1 mentioned that we recommend the /' conduit(s) be encased in concrete to prevent future dig-up. See enclosed section. S. i mentioned that the power pull boxes (Specification 16120, 3,02c) have a traffic bearinq cover and be installed every 300 feet minimum (unless 15 KV cable supplied has a greater pulling distance).. She was 1 locking into the 15 KV terminations required by the change from in grade primary metering to pole mounted metering. When 1 asked why the change, she said it was because Puget Power needed a 20'-0" easement for the ground mounted metering enclosure and they were not given it. (Note: Above ground primary metrrinq is rarely done anymore end is quite unsightly with all the components involved,) She said the metering point (now overhead) is to be the division of responsibility between the City owned system and Puget Power's system. (Note: This must be another change from the 100% Cit.- owned system indicated by Bob Bergstrom on October 22, 1985.) Apparently, Puget wants the Contractor to do some of the overhead 15 KV termination work. Ordinarily, ail overhead distribution work is performed by the utility. This work im, .t be performed by persons familiar and experienced with these specialty tr,rm,nations or they will rot hold up. Also, all 15 KV cables and termirations must be tewd and documented by a testing firm (such as ElectroTest) BEFORE, energi7ation t, ensure li,a terminations are proper and the cable is undamaged. Melissa said she would forward information as to what. Puget wants installed. I'm anticipating it will be similar to what Puget's Des Moines installed at the Des Moines and Angle Lake well pumps where this I off'ce (Don Orton) had dentical cable was used. It may be well to approve the change order with a proviso that pump station work is to be completed prior to year end. With the $ amount approved, the contractor can order the equipment and have it ready wh*n we give them a notice to resume work. A suggested letter to R. W Scott is attached to the change order agreement. One concern Tom Kivley had was that if they ordered materials they would want to cover invoice costs. We have been unable to proceed with the project since that time ether than emeruency creek bypass which was completed April 23,1985. We are requesting a time extenslor commencing with April 19,1985 thru the time the existing s'_uation has been corrected and we are able to once again proceed with the pump station storage well installation. 1 made a visual check of the hillside area above the existing slide at 2:30 P,M. April 23,1985, there is still movement in the overlaying sand. Small areas slid off during the day according to the people installing the bypass. 1 also noticed a slip approximately 30 to 40 feet up the hill on the upstream side of the existing slide. I discussed this with Mr. Scott and we have some serious reservations forthe safety of persons working below if another large mass breaks loose. There is also a question of safety involved regarding the large leaning cedar tree which I feel will ultimatly came down either under thi< project or the Phase II project. Our primary concern is the �safety (of ljour employees.
