In response to the questions raised by Mr.Clark,the following information is I rovided
The pavement patch which was placed on Lake Washington Blvd. at the intersection of
N.E. 51st Street as pan of a sewer installation does not meet the Ca's standard for
smoothness as outlined in Section 5-04.3 (13) of the Srandani Specifications for Road,
b,idgc,and Municipal Construc•ion.
The Public Works Department recognizes that the existing portior. of Lake Washington
Blvd. within this reach is in substandard condition, this does not, however, preclude
contractors performing work within this reach from constructing improvements to City
standard.
Upon rimpletion of the permanent patch in November of 1989, the Public Works
inspr_.or informed the sewer contractor that the patch did not meet specifications and
th-, it wculd have to be replaced. The contractor agreed to the requirement and
r.quested to be allowed to delay replacement until the time the developer's required
street overlay was to be placed on N.E. 51st Street. The overlay was placed in June of
1990,but the patch was not replaced;therefore, the Public Works inspector marked it as
a corrective measure. The sewer contractor and the developers paving contractor have
agreed to correct the unsatisfactory paving restoration on Lake Washington Boulevard.
The section of Lake Washington Blvd. from N.E.44th Street north to the City limits is not
currently on our CIP list for improvement. It is, however, scheduled for an asphalt
overlay in 1992 or 1993 by the•--ity of Renton.

Dear Tom:
On July 9, 1990, Mr. William Clark delivered a hand-written letter addressing his concerns
regatr;ng the contractor's responsibility for restoration and glean-up as a result of
••nstruction of sanitary sewer and watermain installation (copy of letter attached).
The City of Renton has a permit with Water District No. 107 for the subject installation,
therefote, our response is directed to Water District No, 107.
The contractor shall remove all construction debris; including but not limited to Oe asphalt .
concrete pavement along the north side of the ditch as well as pioperly grade the northwest
bank at tl tersection of N.E. Slst St. and Alerdeen Ave. N.E. (2:1 slope required) and
re-establish , drainage ditch for the location. The slope shall then be hydroseeded to
insure erosion will not occur.
In regard to the asphalt concrete overlay, Mr. Clark contacted the Public Works Department
to determine if we were interested in improving Aberdeen Ave. N.E. wider than currently
exists (13'J. With only this information, the Public Works Department informed Mr. Clark
and Water District No. 107 that the City could not justify assisting in the wideni^g since
the portion of Aberdeea Ave. N.E. serves mainly cm.rity residents on 112th Ave s.E. and tl
the county portion of the road was unimproved.
Mr. Clark again contacted the Pub-c Works Department with the same request and a copy
of his road improvements required at 112th Ave. S.E. as a condition of his Short Plat. With
this additional information, the Public Works Department does not wish to participate in
assisting in the widening of the City portion of Aberdeen Ave. N.E.; however, the widening
will be a condition of final approval of the utility improvements for Mr. Clark and Water
District No. 107. The widening shall consist of matching the roadway crass-section
required by King County and tying it into N.E. 51st St. utilizing 25' curve returns.

Upon the satisfactory completion of the above-listed items as well as submittal of as-builts
for both the sewer and water extensions, the Public Works Department will sign off on the
permit (P-7315).

Dave, after reviewing tte plans and looking at N.E. 51st Street, "
it is apparent that by instal lfna a sewer main approximately 8
feet deep, the majority of the as,:hnit surface will be destroyed.
The present width of the pavement on HE Slst St, is 18 feet.
When digging tc aunt depths, it will be required by law to shore `
the ditch or slope the sides back to prevent a cave-in. I am
certain that the majority of the pavement will be destroyed ty
thSs construction procass. Also, there will be an increased
traffic flow on this street because Of Mr. Clark's plat.
I am therefore requesting that the street be completely relieved }.
to meet the City's minimum standards of 24 feet . I would also •.
like to draw your attention to the fact that any storm drainage
structures which may be damaged in the construction process must
be replaced according to City standards.
