Development Services goals include but arc not limited to: personal satisfaction in seeing development occur,application of consistent standards to developers and the city and safeguarding environmental process and standards. . Desig%area goals include but are not limited to: Developing quality projects that are ' envir mmentally sound,and seeing these projects completed in a timely and economical fashion. . Planning goals include: Developing quality comprehensive plans which respond to the economic and environmental needs of Renton and the region,ensure the compatibility of these plans with the Growth Management Act,Clean Air Act, surface water management,TDM legislation etc., to see the comprehensive plan completed in a timely and economical manner. . It is recognized that there can be differenoes/conflicts in environmental views, i.e. clean air goals can conflict with clean water goals;process goals can conflict with project goals. Environmental Procea Principles • Respmsibitity for SEPA determination rests with the City's'resoponsible official' embodied in the=person Environmental Review Committee(ERC). r� . Responsibility for design and planning approval rests with the department administrator. . All planning and design should be conducted in a manner to assure environmentally scnsitive/sound programs, plans, and projects. J � F I Environmental planning, design, mitigation etc., must be an integral part of the plan.ing and design process. Environmental Process Guidelines o The conduct of the environmental process will be by an interdisciplinary, interdivision team process which will include the lead design/planning division, the development division and other divisions and departments as appropriate. The environmental review process for comprehensive plans will be handled by the Long Range Planning staff and the Development Planning staff will handle the environmental review process for capital improvement projects. a All conflicts evolving out of this process will he resolved by the Design team. In the event that an agreement cannot be reached, the issue will be raised, in a timely manner, to division heads and then to the department head, in that order, for resolution. o Project "proposals" will be developed for all projects. This "proposal" will include a scope of work, schedule and budget. The scope must include the environmental process. The proposal must identify the roles and responsibilities of all disciplines involved in the planning, design and environmental process. o The project proposal must be signed by the division directors and the department administrator,as an indication of approval and consensus. Guidelines on Roles and Responsibilities o The project manager is assigned by the director of the division responsible for implementing the project,comprehensive plan,or policy. The project manager has the overall responsibility for management of the project and is responsible for coordination with the other design tcam members. • The project manager is responsible fe•scope, schedule, and budget of all activities, including the environmental process. e The Development Planning team member is responsible for monitoring SPA compliance for capital improvement projects. This includes reviewing environmental documents for consistency and compliance with the law. It also includes providing expertise in identifying environmental issues and participating with the Design Team in determining appropriate mitigation. o The Long Range Planning team member is responsible for monitoring SEPA compliance and the related activities for the Comprehensive Plan. o The landscape design, utility design, transportation design, planning, and public safety members are responsible for review and input from their areas of expertise. o Responsibility for staff services to ERC and taking projects to the ERC rests with the Development Services/Planning team member. The Development Services/Planning team member and the project manager must agree upon the team recommendations in writing prior to submittal to ERC and both are to be present at the ERC meeting. J J I c o In general, the project manager is responsible for having the Environmental Checklist prepared. The checklist is to be prepared jointly by the project manager and the Development Services Division or Long Range Planninf,representative, with involvement of other Design Team members, as needed. o For projects exempt from SEPA review, the project manager and the Development Services/Planning representative will prepare a checklist or a statement of exemption. These two members constitute the design team. Upon approval of the checklist as submitted, or as revised,the environmental process is complete and the team is disbanded. o Currently, if a full EIS is required, an EIS consultant is e...ployed. The consultant selection team will include the Development Services Planning/Design team representative and the project manager. Alternative consultant reporting relationships which may be used include the following: a) Some consultants provide a multi-discipline team within their firm. This is one of the acceptable solutions subject to the city team selection process and subject to acceptable performance as a multi-discipline team. b) Another acceptable altemative is selection of a multi-disciplined consultant design team. For side sewer to building 'C, applicant can utilize Ductile Iron Class 50 for the entire sidesewer from the building cleanout to the manhole in lieu of the concrete collar for the portio^ under the proposed storm. 2.
