FOR THE CITY OF RENTON
CAPITAL IMPROVEMENT PROJECTS AND COMPREHENSIVE PLANS r
(July 1991)
Following are the guiding principles, the conflict resolution process,and the organizational d
structure for conducting the environmental review process as part of the development of capital
improvement projects and comprehensive plans.
Management Principles
. The overall performance/functioning of the Planning/Building/Public Works Department
takes precedence over the objectives of individual divisions and sections.
. Teamwork on the part of every staff member,especially division directors and section
managers, is essential to the effective performance of the department.
a The environmental review process will recognize and accommodate as far as possible the
goals and needs of individuals in the Planning, Design and Development Services
divisions.
. Development Services goals include but arc not limited to: personal satisfaction in
seeing development occur,application of consistent standards to developers and the city
and safeguarding environmental process and standards.
. Desig%area goals include but are not limited to: Developing quality projects that are '
envir mmentally sound,and seeing these projects completed in a timely and economical
fashion.
. Planning goals include: Developing quality comprehensive plans which respond to the
economic and environmental needs of Renton and the region,ensure the compatibility of
these plans with the Growth Management Act,Clean Air Act, surface water
management,TDM legislation etc., to see the comprehensive plan completed in a timely
and economical manner.
. It is recognized that there can be differenoes/conflicts in environmental views, i.e. clean
air goals can conflict with clean water goals;process goals can conflict with project
goals.
Environmental Procea Principles
• Respmsibitity for SEPA determination rests with the City's'resoponsible official'
embodied in the=person Environmental Review Committee(ERC).

. Responsibility for design and planning approval rests with the department administrator.
. All planning and design should be conducted in a manner to assure environmentally
scnsitive/sound programs, plans, and projects.

Environmental planning, design, mitigation etc., must be an integral part of the plan.ing
and design process.
Environmental Process Guidelines
o The conduct of the environmental process will be by an interdisciplinary, interdivision
team process which will include the lead design/planning division, the development
division and other divisions and departments as appropriate. The environmental review
process for comprehensive plans will be handled by the Long Range Planning staff and
the Development Planning staff will handle the environmental review process for capital
improvement projects.
a All conflicts evolving out of this process will he resolved by the Design team. In the
event that an agreement cannot be reached, the issue will be raised, in a timely manner,
to division heads and then to the department head, in that order, for resolution.
o Project "proposals" will be developed for all projects. This "proposal" will include a
scope of work, schedule and budget. The scope must include the environmental process.
The proposal must identify the roles and responsibilities of all disciplines involved in the
planning, design and environmental process.
o The project proposal must be signed by the division directors and the department
administrator,as an indication of approval and consensus.
Guidelines on Roles and Responsibilities
o The project manager is assigned by the director of the division responsible for
implementing the project,comprehensive plan,or policy. The project manager has the
overall responsibility for management of the project and is responsible for coordination
with the other design tcam members.
• The project manager is responsible fe•scope, schedule, and budget of all activities,
including the environmental process.
e The Development Planning team member is responsible for monitoring SPA
compliance for capital improvement projects. This includes reviewing environmental
documents for consistency and compliance with the law. It also includes providing
expertise in identifying environmental issues and participating with the Design Team in
determining appropriate mitigation.
o The Long Range Planning team member is responsible for monitoring SEPA compliance
and the related activities for the Comprehensive Plan.
o The landscape design, utility design, transportation design, planning, and public safety
members are responsible for review and input from their areas of expertise.
o Responsibility for staff services to ERC and taking projects to the ERC rests with the
Development Services/Planning team member. The Development Services/Planning
team member and the project manager must agree upon the team recommendations in
writing prior to submittal to ERC and both are to be present at the ERC meeting.

o In general, the project manager is responsible for having the Environmental Checklist
prepared. The checklist is to be prepared jointly by the project manager and the
Development Services Division or Long Range Planninf,representative, with
involvement of other Design Team members, as needed.
o For projects exempt from SEPA review, the project manager and the Development
Services/Planning representative will prepare a checklist or a statement of exemption.
These two members constitute the design team. Upon approval of the checklist as
submitted, or as revised,the environmental process is complete and the team is
disbanded.
o Currently, if a full EIS is required, an EIS consultant is e...ployed. The consultant
selection team will include the Development Services Planning/Design team
representative and the project manager. Alternative consultant reporting relationships
which may be used include the following:
a) Some consultants provide a multi-discipline team within their firm. This is one of the
acceptable solutions subject to the city team selection process and subject to
acceptable performance as a multi-discipline team.
b) Another acceptable altemative is selection of a multi-disciplined consultant design
team. The consultant team would addres_the required disciplines with a lead
consultant plus sub consultants reporting to the in-house design team.

AVAILABILITY FOR STRADA DAVALLE PROJECT
Dear Rob:
Sanitary sewer service will be provided to the subject project from an 8' sewer main
located along East Valley Road with 6' sidesewer stubs available to the subject site. Upon
completion and acceptance of internal sanitary sewer improvements •equired for the subject !
project (S-524), sanitary sewer service will be available.
Water service will be provided to the subjnect project from a 12" water main locate,' along
East Valley Road with 10" stubs available to the subject site. Upon completion and
acceptance of internal water improvements required for the subject project (W-1041), water
service will be available.
Storm sewer service will be provided to the subject project from a 30" storm drain located
along East Valley Road with a 18" stub available to the subject site. Upon completion and
acceptance of internal storm sewer improvements required for the subject project (19-4-
17), storm sewer service will be available. i

It shall be the contractor's responsibility to record the location, by centerline station, offset,
and depth below pavement, of all existing utilities uncovered or crossed during his work as
covered under this project '
It shall he the contractor's responsibility to have his surveyor locate by centerline station,
offset and elevation,each major item of work done under this contract.
Major items of work shall be defined to include the following items:
Manholes Catch basins and inlets
Valves Vertical and horizontal bends
Junction boxes Cleanouts
Side sewers Street lights and standards
Hydrants Major changes in design grade(s)
Vaults Culverts
The as-built information shall be shown on the original approved mylar construction
drawings. The as-built drawings shall be stamped and signed as-built by a P.E. or P.L.S.
If field changes result in a modification of a utility within an easement, the easement shall
be rewritten to reflect the changed alignment.

IBe -1IC CONTROLS:
L An approved Traffic Control Plan from the Transportation Division is reqaired
whenever lane closures are required on City roadways.
2. Working hours will be limited to 8:30 a.m. to 3:30 p.m. Monday through Fridal on East
Valley Highway.
1 3. Street shall be swept and flushed daily and as needed during construction on the street
and if on-site construction tracks out onto the street.

FIRE PREVENTION:
1. Access to site shall be maintained at all times and shall be capable of supporting the
City s fire equipment.
2. New hydrants shall be covered with burlap bag or approved equal until they are fully
operational and accepted Sy City Utility Department.
3. Hydrotest of the sprinkler system will be witnessed by Fire Prevention. Contact Fire
Pre Lion at 235-2642 for specifics of the test.
4. On-site fuel tanks are not anticipated. If contractor wishes to utilize on-site fuel tanks,
a permit is required from Fire Prevention.
STORM WATER UTILITY:
1. Prior to starting any on-site work, contractor shall have all TESL? measures installed
and approved by Public Norks Inspector.
2. All pipes and materials for the storm system sr.61 b: per the approved plans.
3. Compaction for storm trench shall be 90% in landscaping area, 95% in paved areas.
WASTEWATER UTILITY:
1. Pipe material shall be as specified on plans. For side sewer to building 'C, applicant
can utilize Ductile Iron Class 50 for the entire sidesewer from the building cleanout to
the manhole in lieu of the concrete collar for the portio^ under the proposed storm.
2. Bedding for PVC shall be pea gravel 6'above and below pipe. Native material, if
suitable, may be utilized for ductile iron pipe.

3. T.V. Inspection tape will be provided to the City for all 8'sanitary sewer runs.
WATER UTILITY:
E Pipe materials, valve, fittings, hydrants shall be as indicated in Standard Notes.
Thrust blocks shall be formed on sides, no Readymis Bag Concrete allowed.
3. Construction staking shall be set to allow inspector to review staking.
4. Polywrappin8 of all pipe and fittings is required. -
5. Native backfill material shall be utilized if suitable. Otherwise select import shall be
utilized,
6. Compaction requirements are 90% within landscaping and 95% within paved arena.
7. Pipe cleaning shall be by poly-pigging through vertical crosses.

9. Pressure test shall be 150 psi over static, min. 200 psi. Chlorination shall be by
injection of liquid chlorine to 50 rpm, 25 ppm after 24-hour retention.
9. DCVA, chlorine pump, 12.5% liquid CL and hydrant meter are available through
Water Shop by applica-ion and deposit.
10. Flushing of main shall be into sanitary sewer only.
it. Purity tests taken on Wednesdays. Contractor shall.arrange courier for any other day.
12. Connection to existing mains to be by City crew only. Contractor shall excavate trench,
shore, and furnish all materials.
13. Final acceptance shall be after final walk-through inspection, adjustment of all
structures, and approval of As-Builts,Cost Data Inventory, and Bill of Sale.

1) Final approval and signature of Irrevocable Standb, Letter Of Credit for traffic
mitigation fees. -
2) Schedule and attend pre-construction meeting (one week notice required upon
approval of plans).
