The Valley Gardens Health Center project is rapidly approaching completion. Although the sewer was installed in accordance with the approved design, the city has yet to § accept the construction. This approval-acceptance process is critical to the issuance of a certificate of occupancy. We rem,, ^ •h.t .. coat city::aff members are concerned that under current conditions,the new 9bth Street sewe; only not function as designed aid as a result might become a maintenance problem for the city. This concern is apparently based on the fact that during the morning and evening peak flow periods,sewage from the Carr Road Metro line causes 3 backwater effect into the new 98th Street sewer. As I stated during the sewer system design review-approval process, I the backwater effect from the Metro line was anticipated. The peak sewage flows in the 98th Street sewer will occur mid-iay. This time difference between the 98th Street peak and the ? Metro peak will result in the new sewer line being properly flushed. In addition,as the properties south and east of 9bth Street are developed, further flushing action will occur in the new sewer line j To redum the city's concerns, the developer is therefore providing at. inspection program ana maintenance bond to cover the new 98th Street sewer system. The line was surveyed by the contractor and construction inspector. It was determined that the line did not have a 6" belly as originally thought. While the line has a grade break where it crosses under a Puget Power duct, the line is installed within tolerance. The northerly forty feet is very flat. The Wastewater Utility will accept this line as installed and we, therefore, have no objection to the release of the Deferral Bond for this project. We still have our concerns about the backflow situation from the Metro trunk line and we will monitor the flow and maintenance requirements of this connection to verify that backflow from the Metro line does not adversely affect capacity. If the line requires excessive maintenance or capacity is reduced by backflow characteristics, we will not allow any new connections to the system without a proper connection to Metro. On June I2. 1990, GELCO attempted to video tape the sewer line from the M.H. in Shattuck Avenue to the Metro M.11. Due to a deposit of rock in the line, we could not complete the taping. We had GELrO clean the line the following day. On August 3, 1990 GELCO did video tape the sewer line and I hereby submit the tape to you. The video shows that the sewerline has a low spot or sump in the middle of the lateral. The attached sketch depicts the vertical alignment of the sewer line as constructed. A six-inch pool of sewage stands in the sump area of the pipe. I have developed the profile based upon my observation of the depth of sewage in the pipe as shown on the video tape. The sewerline did flush itself during the six-week period between when the line was cleaned and our second taping. 7 is is proven by the lack of solid deposits in the lateral. The video taping was being performed to provide you data regarding your questions relating to the flushing effectiveness of the lateral that was being influenced by the Metro backups. The video tape provides sufficient information for you to answer that question. However,the possibility of the line clogging has increased because of the sump condition. I believe two alternative actions are possible to resolve this issue. 1. Leave the line"as is'. 2. It was known throughout the design,approval and construction of this project that the Metro line did backup and the lateral would be surcharged periodically, as are many sewerlines within any given sewer system. As long as heavy particles(i.e.rocks) are not being introduced into the sewage,the lines will flush themselves as the gravity head increases,velocities increase and the sewage is pushed downhill. It should be realized that under the circumstances present in this situation, the long-term maintenance of and the cost of maintenance is increased. 1 therefore recommend that the sewerline be left"as is"and provisions be made for the continued maintenance of the system. The sewer iine was inspected by television camera on two occasions. The first inspection showed the line plugged with dirt and rocks probably from flushing the storm sewer. It was agreed to have the line cleaned and to 4 reinspect after several weeks to see if it was plugged from normal use. The second inspection was performed on August 3rd. Paul Konrady is preparing a report and submitting it to the City for review on euher August 29 or 30. Be.- Valley Gardens Health Center Renton, Washington 9&155 Carr Road Sewerline Dear Mike: i As a follow up to our video-taping efforts involving the sewerline for the above referenced project, this letter is intended to be a summary of our findings and recommendations. On June 12, 1990, I GELCO attempted to video tape the sewer line from the M.H. in Shattuck Avenue to the Metro M.H. Due to a deposit of rock in the line,w<could not complete the taping. We had GELCO i clean the line the following day. On August 3, 1990 GELCO did video tape the sewer line and 1 i hereby submit the tare to you. The video shows that the sewerline has a low spot or sump in the middle of the lateral. The attached sketch depicts the vertical alignment of the sewer line as constructed. A six-inch pool of sewage stands in the s ap area of the pipe. I have developed the profile based upon my observation of the depth a,f sewage in the pipe as shown on the video tape. I The sesverline did flush itself during the six-week period betwwen when the line was cleaned and our second taping. This is proven by the lack of solid deposits in the lateral. The video taping was being performed to provide you data regarding your qu"ions relaeing to the flushing effectiveness of the lateral that was being influenced by the Metro backups. The video tape provides sufficient information for you to answer that question. However,the possibility of the line clogging has increased because of the sump condition. I believe two alternative actions are possible to resolve this issue. i1. Leave the line"as is'. 2. It was known throdghou.the design,approval and construction of this project that the Metro line did backup and the lateral would be surcharged periodically,as are many sewerlines within any given sewer system. As long as heavy particles(i.e.rock)are not being introduced into the sewage, the lines will nosh themselves as the gravity head increases,velocities increase and the sewage is pushed downhill. It should be r:aliuA !hat under the circumstances presert in this situation, the long-term maintenance of and the cast of maintenance is increased. MOTION CARRUR 6. OLD BUSINESS: Valley Gardens Health Center - progress report. Paul Lumbert reported that all requested items had been completed, i.e. a) the rockery has been reset; b) the sight distance upgraded; c) landscaping restored; and, d) the signal is operational. Ron Nelson, John Ralston and Paul had all visited the site and were pleased with :he progress and cooperation an the part of the applicant. Mr. Nelson suggested there were s couple of minor items that needed attention, i.e. a report Rom the soils consultant and repair to the pavement markings. Paul also reported that Ron Olsen advised the sanitary sewer situation will be monitored and corrected prior to the excitation of the bond on April 1, 1990. An additional status report is to be presented by Ron Nelson on January 31, 1990. 7. COMMENTS AND ANNOUNCEMENT : Larry Springer advisea that John Cowtan of Falcon Ridge had called expressing his concern about a requirement to do some fire lane stripping. Mr. Cowmn felt this requirement had not been oc lined or stipulated during the process and he questioned why he was being asked to do so now. The cost was at. addhional $1,000 now, with the expects on that it would have to be redone every three years or so at additional costs. He suggested he would complete all other items except this one. Jim Matthew said he has asked his staff to research the original hearing examiner documents tc answer Mr. Cowtan's question. However, he also suggested that this L a maintenance and use of the site and that the Fire Department, in any event, could simply enforce the request. At the present time, this main has not been accepted by the City of Renton. A Maintenance Bond *1192671 was supplied by Aldrich and Associates for this Sewer Main through May I. 1990 (copy attached). At time of construction ', was noticed that there was impounding of serssge in this pipeline, probably due to the insurf..,,.zit grade differential and the ante angle of entrance of this main into the Metro manhole(Attached Pre-Occupancy Inspec•'on Report). Ir. June of 1989, a ttst was proposed to see if this impounding would continue after the system was used at a greater capacity. It was decided by the City that the test proposed would n%t help 'o identify impounding. We decided it would be better to T.V. the main after a one year use period to see if ir-.)ounding was still occurring. The existing Maintenance Bond should be extended until the end of June 1990 or until the re-evaluation of this sanitary sewer main takes place. The test might be done earlier if it is determined that maximum output from the building has started. It should also be understood that if the City determines the main unsatisfactory, you will have to reinstall the sewermain to a Metro manhole downstream on the other side of Carr Rd. (S. 43rd St.). The developer decided they would rather install the signal at the time the building was opened rather than bond for the future. Upon completion of the intersection, users of the building notified the Transportation Division of the Public Works Department that it was difficult to exit from the site because of the sight obstruction created by the rockery. Staff Visited the site and discovered that this was the case, so they asked the developer/contractor to realign the rockery to provide proper sight distance for people exiting the sues. (The original plans submitted and approved indicated that the rock wall was to be built within the property and adequate sight distance would be provided.) However, when the project was completed, the rockery was found to be intruding up to twelve feet beyond the position indicated on the plans, encroaching into the right of way, and creating a major sight obstruction. A meeting was called with the engineer, City Attorney and staff and the developer/contrator was told to realign the wall and provide adequate sight distance. s� AIM I BOARD OF PUBLIC WORKS December 27, 1989 s` Page 2 At first they declined to so but after checking the legalities involved decided to comply with the request, agreeing to accomplish same within a 3-4 week period. When a deferral extension request was initiated the Board reviewed it and on December 20, 1989 a letter was sent to the Ferris Company (developer), expressing concerns about the rock wall intrusion, indicating it is not only illegal but a potential health and safety --. issue, and requesting they attend the December 27th meeting to discuss the matter. At this point in time, a process to design the relocation of the wall seems to have been initiated by the developer/contractor. Discussion; The above mentioned parties were in attendance and expressed their concern over. a) the fact shill the intrusam referred to is of no more than a Jew inches opposed to the twelve feet as slated in the City's Derrmher 20th fetter; and, b) Wilsey and Ham, consultant, stated they were not denied a request for soil test. as mentioned in the December 20th letter, bud rather those tests were made and supplied as part of the initial design. Mr. Ferris told the Board members that he was more concerned about the problem than the City, as there have been on-going problems with the plan, the cost, and the liming. He said that additional geo-technical expertise has been solicited asking for the cheapest, quickest and safest method in which to approach the matter; but, because there arc varying opinions, a solution had not been reached. Mr. Ferris also suggested that Renton staff knew about the encroachment into the right of way. He further stated that they have accomplished work in other muniNpality rights-of- ways without experiencing these kinds of problems. Both the City Attorney and Public Works Director stated that staff had no authority to allow encroachrent into the right- of-way within the City of Renton's jurisdiction, rather permits are required through the Board of Public Works review process. Lynn Guttmann advised that people are calling the Mayor's office and that the tenants are distraught over the inability to exit the site. She noted Chet the plan is dated October 1999, and it is no, the end of December 1989, the concern being this matter conceivably could go on into the spring of 1990. Paul Konmdy said it was his responsibility, i.e. in changing the design from a two tier system, it made him nervous so he opted to hire geo-technical people to assist. He has contacted someone who suggested this is a structural matter rather than what had originally been devised and he is working on that premise in employing someone to assist him to that end. Also he reiterated tha- it had been almost impossible for them to hire someone over the Christmas holiday. Jerry Aldrich advised the Board that rockery removal should -,tart after the first of the year. He expects they will temporarily block off the packing area to remove the irrigation system and landscaping, remove the rockery, oper up for soils testing, and slope the bank back which will open up the line of sight. He felt they could accomplish this within a two-we>k period of time, weather permitting. Larry Warren informed the applicants that he wanted a firm commitment in terms of a date before he would consider approving a deferral extension. Jerry Aldrich replied trey would be looking at the second week of January, no later than the third week for rockery removal. J 1 BOARD OF PUBLIC WORKS December 27, 1989 Page 3 Gary Norris added that landscaping is a problem because of the wall and that they must be careful of what is placed in the area and that trees should not be there because of the sight obstruction. Mike Ferris stated that Jerry Lind, Community Development Department, wants street trees placed. Mr. Ferris suggested that the departments should ,J talk to each other and advise him what their actual preference will be. Lynn Guttmann assured Mr. Ferris rust both Jerry Lind and Don Ericksen would be made aware of this situation. Gary Norris added that he had previously sent a letter to Mr. Lind giving i Public Works preference of no trees. The followi.g is a proposal to resolve the concerns regarding the performance of the sewer connection designed and constructed to service the Valley Gardens Health Center :. and the potential development immediately to the east. i As proposed to the City of Renton,a simulation of the sewer service operation for the t4 recently constructed Valley Gardens Health Center will be performed. The simulation F will consist of three steps: determining the average and peak wastewater flowra•es; i- simulating the wastewater flows in the sewer service;and inspecting the se,-er service. Presently, only forty percent of the Valley Gardens Health Center is leased, therefore, it is unknown how many fixtures, nor the type of fixtures which will be installed at full development. In addition, the future demands for the Potential development of the property to the west is unknown, For these reasons, it is not appropriate to calculate the potential water consumption or potential wastewater flowrate based solely on the estimated number of fixture units and water demand table. However, it is possible to evaluate the water consumption of existing facilities of similar size and use. Lewis Nelson Architects and Michael Tye Design provided the names of two facilities in the Seattle area similar in sire and use to the Valley Gardens Health Center, both of which have been constructed in the past five years. They are the Springbrook Medical Center and the Three Tree Medical Cente-. The water consumption information for each facility was collected. The average flowrate of 3,000 gpd was calculated using the water consumption information from Sprirgbrook Medical Center and the Three Tree Medical Center. Since the undeveloped parcel to the east is approximately the same size and is expected to be developed in a similar manner to the Valley Gardens Health Center,a combined flowrate of 6,000 gpd was computed. Based on a typical eight hour day, an average hourly rate would be 7:0 gph. In order to calculate the peak hourly rate, a peak hour factor was applied to the average hourly rate. Table 4.4 Commercial Water Use of Water Suppiy and Pollution Control suggests a factor of 4.89, instead a conservative factor of fifty percent of this value or 2.45 was used. This resulted in a peak hourly rate of 1,840 gph or 31 grm. One method is described in Water Supply and Pollution Control by Viessman and Hammer and the other method is described in Criteria for Sewage Work Design published by the State of Washington Department of Ecology. The data collected and calculations are attached. In order to simulate the sewer service during normal operating conditions, the newly constructed sewer service will first be flushed. Then the estimated peak wastewater flows will be simulated through the sewer connection. This will be done for five consecutive days using 31 gpm for the peak hourly rate for the two-hour period from 11:00 AM to 1:00 PM. Following the five days of simulated operation,the sewer service will then be inspected. It is understood that should the inspection reveal either no or negligible sedimentation, the City of Renton agrees to release the construction bond, We anticipate starting the simulation the week of .June 12, 1999. First, the maintenance bond proposed in your letter is too small to cover the projected cost of the repair. Therefore, a bond should be posted in the amount of 150% of the estimated cost to install the sewer line between the new manhole on the south side and the existing Metro manhole on the north side of Carr Road. I would also like a copy of the estimate for this work for my files. The second item that needs to be clarified is who will be responsible for the correction if in fact, it is needed? In your letter you imply that the City can use the bond to correct the situation. It is our position, however, that the correction, if needed, will be the responsibility of the developer. These two items should clarify our position in this matter, and assuming you and your client agree, put the matter to rest. The Valley Gardens Health Center project B rapidly approaching completion. Although the sewer was installed in accordance with the approved design, the city has yet to accept the construction- This approval-acceptance process is critical to the issuance of a cert;ficate of occupancy. We recognze that several city staff members are concerned that un ter current conditions, the new 98th Street sewer may r, function as designed and as a result might become a maintenance problem for the city. This concern is apparently based on the fact that during the morning and evening peak flow periods, sewage from the Carr Road Metro line causes a backwater effect into i the new 98th Street sewer. As I stated during the sewer system design review-approval process, j the backwater ^ffect from the Metro line was anticipated. The peak sewage flows in the 98th Street sewer wili occur mid-day. This time dif7.cence between the 98th Street peak and the Metro peak will result in the new sewer line being properly flushed- In addition,as the properties south and cast of 98th Street are developed, further flushing action will occur in the new sewer line. to reducc the city's concerns, the developer is therefore providing an inspection program and maintenance bond to cover the new 98th Street sewer system. Although the final bond amount is not yet determined, we anticipate the value to be E1500.00 to S4,01C.00. After six :nonths of operation and at the termination of the maintenance bond period, we will inspect and assess the condition i the sewer line. If the six-month inspection reveals that the system is not functioning as designed, we will hush the line. Wr- have also heghlighted the adjoining properties served by this proposal. This proposal was reviewed with David Tibbot of your office on Friday, June 17, 1983, who indicated agreemeat based on the following issues: 1. The recently recorded plat of Springbrook, southwest of Valley Gardens, has approval to sewer the undeveloped portion of the plat to the west, as evidenced by the utililty easement shown on the plat and the sewer constructed on the developed portion. 1 2. All remaining areas tributary to the routing indicated on the Comprehensive Plan, can be served by our alternative sewer route proposal. 3. Such minor variations from the generalized locations shown on the Comprehensive i Plan are normal and expected,and are intended to be administrative adjustments. 4. The proposed routing is far less complicated to construct. Presently there are j numerous utilities within Carr Road, each one an obstacle to constmction of the sanitary sewer. these utilities include a 16-inch high-pressure gas ma n,6-inch gas service line, 12-inch water line,and 12 and 18-inch storm drains. Renton, Washington 98055 Re: Valley Gardens Health Center Proposed Sewer Design � Deer Mr. Olson: i We are requesting that your department approve a minor amendment - to the Comprehensive Sewer Plan to allow completion of our sewer service as proposed by Wilsey & Ham Engineers. This amendment allows all of the area south of our site to be served by a new line along a new street (98th) constructed by us and flowing i directly into the Metro sewer in Carr Road. This eliminates the need for extension of sewer along Carr Road to Talbot Road as currently shown in the Sewer Plan. ! The reasons for this change are: 1) The proposal is far leas expensive and less complicated to build; 2) The Talbot extension is not needed as all other properties in the drainage sub-basin can be served by our proposal except for the Springbrook property to the rest which is served by an easement to Albot Road through the adjacent Valley Medical Dental Center. Your requirement for us to contact the adjacent property owners and get their permission before approving our request is impractical because: 1) The property to the south is state owned and it would be very difficult, timing consuming (if not impossible) to get t a commitment from them in a reasonable time frame; I 2) The Springbrook property owner to the west stands to benefit directly from your requirement that we build a sewer extension for their use. Why would they want the plan amended? They can be served by extending the sewer themselves from Talbot Road along the easement approved in the 1986 rezone and plat for this property. The lines shown on the plan maps can be amended administratively when an alternate approach will serve the City as well. i Further, we believe It is outside of the Cityts bounds of authority to require public improvements which are not necessary to mitigate the impacts of the project. I The City has already required us to widen Carr Road, dedicate land for and construct a new public street and insr .11 a traffic light. These public improvements have benefit for the whole area and result in a cost to the project of over $350.000, which is very high for a project of this size. We, therefore, strongly Oppose any additional requirements for improvements which are not ' necessary for the project or the City.
