It would, therefore, be appropriate to have a Latecomer on these parcels. I have reviewed the packet submitted. The cost submitted as part of this application is appropriate for the five sections of sanitary sewer main along the east side of Windsor place's project. Keep in mind that half of this cost should be the responsibility of Primark for services to Windsor Place. These five sections would be the only ones on which Primark has the right -o apply for a latecomer. As per City Code (9-5-2), it is up to the applicant to submit maps and legal descriptions of benefitting properties and proposed pro rats share of the cost of the improvement. The maps of the benefitting properties should show the location of the improvements, inverts, and contours for the benefitting properties. We will review the proposal based on the information provided. The developer is asking for reimbursement toward the original cost of sanitary sewer improvements installed in Bremerton Ave. N.E. Our ouesllon to you is threefold: 1) Does the developer have a righ� to reimbursement from abutting property owners on the north and east st ie of Bremerton Ave. N.E. for sanitary .ewer improvements? Please determine if the properties on the east side of Bremerton Are. N.E. can be served by the Windsor Place Apartments sewer and would, therefore, heaefit from their sanitary sewer improvements 2. If so, which properties draw direct benefit? 3. Does the sanitary sewer estimate provided by the developer meet with your approval and what portion of these costs are eligible for recovery? 1 have also attached a copy of the sanitary sewer improvement plan together with the developer's cost estimate for your review.
