for future 14 lot facilities on north side. They would
like to coordinate with phone, TV and natural gas to
minimize street crossings. South side existing will be
undergrounded. Street lighting may be cocrdinated with
power. Developer will handle trench.
2. Gas Company: existing line, 2" near south side of
existing road, N.E. 19th Street. Probably will not
relocate to south side.

3. Mike Benoit stated that a permit for side sewer
demolition for the Olympia site was needed.
4. Paul Lumbert said a variance was needed to avoid power
underqrounding at the Olympia site. -
IN-HOUSE UTILITIES•
WATER
1. Ray Sled said that water materials would be provided by
the contractor and the installation be done by the City
water crews. This needs to be verified, however.
2. Meter size needs to be designed relative to the tire
sprinkler system and domestic required needs. Chuck
Hunter will take care of the meter application. Abdoul
Gafour to issue permits.
3. Mike Benoit said Chuck Hunter should talk to Arlene
Haight regarding application for a late comer's
agreement. (N.E. 19th) Sanitary sewer installation to
serve Heather Rose Plat. Elsner Shaver will be doing
the inspection for all Public works utility work.
4. Mike Benoit will check on status of N.E. 19th, north
side developer contribution and provisions connected
with sewer service for the north side properties.
(future plat - Heather Rose) .
5. Silt fence and Swale - temporary erosion control plans
were discussed. CONTRACTOR MILL INSTALL THE TESC PLAN
FIRST BEFORE ANY SITE WORE.
6. Phil Chase suggested a saving in the street lighting
system. Contractor to check on cost saving of new
plan.
7. Traffic Control was discussed. Contractor will submit
T.C. plan for construction in right of way areas using
city guide/sample and M.U.T.C.D.
B. General discussion of project construction was talked
over by staff and contractor. Construction schedule
was also talked about and contractor was asked by staff
if he anticipated any problems with the construction
shown on the project plans.

Dear Chairman Hughes anu Committee Members:
The Utility Engineering Department has reviewed the request for cost
participation by the City in the installation of the aforemer:ionPd water main,
and finds merit in the request, for the following reasons:
1. The City had previously agreed to participate in the installation of the
same water main with Mr Van Pary a few years ago. dc
2. The City has an existing 2" Galy. water main in the street that is
experiencing frequent leaks and is in need of replacement.
3. The City has received $2,135.00 from one of the abutting property owners
for their share of installation of this water main.
4. The City has required the installation of an additional fire hydrant as
well as an additional 119 feet of water main to complete a loop that
would not be a requirement of this development.
After some discussion with the representative of Good Shepherd, it was decided
that the City could best participate in this installation, by installing the

This corresponde:.ce will follow-up on several discussions we have had regarding Good
Shepherd's request to waive a variety of utility connection fees.
In my opinion, the City would be open to an audit finding for waiving utility
connection fees for Good Shepherd. This apparently violates several statutes relating to
Proprietary utilities, and one fund benefiting from another.
Good Shepherd is interested in reducing the amount of money they have to spend to
begin operations. Should Council wish to help accomplish these goals, the Council could
subsidize these expens" by paying for them from general governmental revenue, instead
of waiving utility fees.
If you have any additional questions or comments, I will be happy to try and respond to
them.

Citizen Comment: Letter signed by 15 employees at 5th and Park was read citing incident on
Protection of Wildlife 9/12/88, in which employees tried to help young deer wandering in the area,
and felt situation was mishandled by police officers in a vehicle who chased
the deer into an adjacent building under construction where it fell to its
death. The letter requested that the City change its current policy concerning -
wild deer and other animals that roam into this jurisdiction. MOVED BY
KEOLKER-WHEELER, SECONDED BY REED, COUNCIL REFER THIS
MATTER TO THE ADMINISTRATION TO DEVELOP POLICY AND
REPORT BACK TO COUNCIL. Mayor Clymer read letter from Police
Chief Alan Wallis indicating that the officers had declined the help of
bystanders and preferred instead to let the animal mellow out since it
exhibited symptoms of stress. The der then ran around the parking garage
where she fell from an upper story. Council members expressed concern
regarding the incidem and requested that a policy be developed to return
wildlife to its natural environment without harm. CARRIED.
