Gentimen:
The East Valley Road project is now in final design and we expect to call
for bids within the next few weeks. As you are aware, a feature of this
project Is a culvert undercrossing of East Valley Road at *he location of
the proposed P-9 channel, It Is our Intention to construct, to the extent
possible, a culvert undercrossing which will be compatible with your future
plans for the P•9 channel and your project features east of the East Valley
Road.
As of this writing, our best Information concerning design parameters for
this installation is contained In Rleth Busch's November 17. 1980 letter to
Ed Rudloff of Jones Associates (attached). Based on that letter and the
ett:chsd design calculations by Jones Associates, we propose the following
fa the culvert undercrossing of East Valley Aced to be constructed as
Part of LID 0314:
1. The culvert InstAil.ticn will consist of four (4)
46" diameter concrete pipes laid as closely together
u practical, symmetrical with the proposed center-
lines of the ►-9 channel.
2. The pipes will be laid on a slope of 0.004 fat per
foot.
3. The upstream invert elevation of three of the pipes
will be 10.0. 0ne Of the center pipes will be sat 1.0
feet lower to concentrate low flows. Thim will allow
later installation of a O.S foot wier to provide slack

water for fish passage. the downstream invert •Ievati ons
will depend on the actual length installed. but will be
approximately 9•' anti 8 j, respectively.
We trust that this proposed Installation will be compatible with your reguire-
ments and will not regulrm r .rdlficatlons when your project is constructed.
If this Is not the case, please advise u% Immediately. If we have not heard
from you by May 29, 19l1, we will assume that you concur with wr proposed
design.

As Far your letter of October 27, 1980. we are supplying you with the
following information for design of the P-9 Channel undrrcrossing of
East Valley Road.
1, A plan sketch showing the proposed P-9 Channel location, which
can be used to align the bridge or culvert.
2. A profile and cross section sketch, which shows the intent of
the presently proposed mitigation agreement, and probable
channel dimensions.
® 3. The design discharge is 32o efs.
4. The water surface should not exceed elevation 10.0 anywhere
along P-9 Channel.
S. 'rhe Washington State Department of Fisheries wants a minirium
of 6 inches of slack water through culverts, see attachment
Item 6 below.

construction plans. The location of the proposed ►-Channels are marked
on the prints. Please note at the proposed P-9 crossing East Valley
Highway (5heet 16) we are Proposing not to Install the ultimate culvert
crossing at this time due to the uncertainty of the P-9 channel grades.
We are proposing to provide an outlet for the drainage from the east
and address the P-9 crossing when it is mote definite.
Or sheet 36. note that we are proposing to extend S.M. 27th St to the
1/16 line of Sec. 25 to provide Access to Longacres property, We are
not addressing the P-1 Channel crossing at this time due to the un-
certainty of the project.
