Inc. and the City of Renton staff, Jones Associates was renresented by Ed Rudloff and John Walton, The City was renresented by Don Monaghan and Bob Bray. The Drincinal item discussed was the conveyance of off-site stomwater flows through the Proposed Fast Valley Road proiect (LID 31a), Jones Associates presented the results of a computer analysis of the •outing of flows thrount the contributing ba ins, into the large pond lyinn east of Highway 157, under Highway 10 through existinn culverts, and through the ornnosmd channel immediately west of Highway 167. In aeneral, the analysis indicated that the proposed scheme is technically feasit.r and that the calculated flows can he handled with accentable water surface elevations. A complete discussion of the analysis is presented in the attached report. At the conclusion of this discussion, it was tecided the city staff, utilizing the analysis performed by Jones Associates, moold prepare an application to the Washington Department of Transportation for their concurrence in the proposed scheme and for 11armission to construct the Proposed improvements withir, their right-of-way. Project Manager At,- E' it CTY OF PENTON DETENTION POND SIMULATION The purpose of this study was to explore the operating parameters of toe proposed drainage improvements along SR-167 from S.W. 41st Street north to 1-405. The existinq drainage system consists of three drainage basin sources flowing into the wetland/pond area lccated south of 1-405, east of SR-167 and north of S.M. 41st Street. The runoff Collected in this pond then flows through several culverts under SR-167 to a channel along the western margin of SR-167. This channel has few outlets except through the developed properties inmediately west of this channel. Proposed improvements consist of: 1) dredging and wnbankment of the west channel to improve the flow ..haracteristiCs north to the proposed P- 9 channel alignment and 2) excavation of a channel to connect the Panther Creek drainage with the main pond along the eastern margin of SR- 151, 3) construction of a weir at the P-9 channel which would maintain a minimum water surface elevation of 12.00 feet. Because of thm comrlexity of this system (3 basins, 2 ponds, 5 ;inverts, 1 weir) it was necessary to simulate the operation by avidelinq with a computer program. The program which was developed by Jones Associates, Inc. analyzes each of the drainage basins, pond elevations, culvert flows, weir discharges at one minute increments for a given storm event and then vports the status at ten minute intervals. The results, which are attached, were obtained by making the following d", Umptions: 1) Flow from the Panther Creek basin (05) is channeliaed into the main pond of SR-167. 2) All of the culvert flows are calculated from Ma,ining's equa- tion with a friction n • 0.04. 3) The flow entering the pond from Renton Village Shopping tenter (0) is defined by the runoff hyx4rograph from this drainage basin except that the flow limits out at 60 cfs and rem^ins constant throughout the remainder on the storm (24 hours). 4) Flow velocities in the west channel are low and therefore this "channel" elevatior: is controlled by the weir at the P-9 chan- nel, i.e., the west channel functions as a pond. 5) The volume of the eastern pond is caluclated on the basis of a 49-acre ar„-. with vertical sides. 61 The volume of the western channel is based on the assumption of a 30-foot width with vertical sides. 1) The box culvert (#10) which discharges onto the Austin co. property is assumed to have a constant tailwater elevation of 12.00 feet in Run 01. In Run 02 it is assumed that this culvert has been plugged. 8) The weir at the P-9 channel is assumed to be 25 feet wide and sharp crested, with weir coefficient of 3,35. i) Run #1 is the analysis of the system given a 100-year storm with wet antecedent conditions. The box culvert is assumed to be operating as described in assumption #1 above. 101 Run v: is the analysis of the system given a 100-year storm with wel antecedent conditions. The box culvert is assumed t' have been plugged. Run #1 reveals several characteristics of this system. First, the pond nn the east side is very effective in attenuating the peak flow from the three contributinq drainage basins. Peak inflow is 742 cfs and the peak outflow is 355 cfs. Second, it appears that the max'.,,wm water surface elevation 15.30 is well below the roadway elevation (t24 feet). Third, the weir is capable of discharging sufficient quantities of flow to prevent flop'+ng of Of oevelped properties alunq the western margin. Fourth, from the peak weir discharge, the velocity in th, west channel will be in the vicinity of 1 foot/second which confirms the assumption that the channel is acting as a pond are that erosion along the highway embankment will not be a significant problem. Run e2 is very similar to Run 11 except that the box culvert (i10) has been eliminated. All of the flow is directed through the pond to the proposed channel. In this run we see increased maximum water surface elevations, however, they are still below the roadway and developed property elevations. The State D.O.T. design drawings for SR-167 show five additional culvert crossings (#1. 02, ►7, 08, ►9) from the pond to the west channel. Cul- verts bl and e2 have been ignored because the proposal calls for the Panther Creek drainage to be routed to the pond on the east side. Cul- verts 0, f8 and M9 could not be found by the survey crew. If any or all of the culverts are included in the model, we would see less dramatic increases in water surface and a generally more desirable (however not necessary) performance of the system. The drainage system for the project is designed only to drain the area immediately adjacent to the project and not transport the runoff from the upstream basins through the project. Therefore, in order to tinali:e tt, plans for the project, it is necessary that an interim drainage plan be developed for the upstream runoff which is capable of handling a 100 year design storm and still be compatible with the proposed P-9 Channel improvement. The City of Renton Engineering personnel in conjunction with Jones Associates Coniulting Engineers have performed a hydraulic analysis of the upstream basins which are intended to drain to the P-9 Channel. This study is the basis of our proposal to eliminating flooding on an interem basis along SR167 and the adjacent properties to the west and still be compatible with the SCS plan for the P-9 Channel, The proposal would be economical and bene- ficial to all parties wh, are ur could be adversely impacted by the improperly controled drainage that now exists. Basically, the proposal is as follows: (Please refer to Exhibits A. B, and C attached) I. Construct a channel of sufficient tile, depth, and grade between Lind Avenue S.W. and East Valley Road within the designated right- of-way of the proposed P-9 Channel to carry a 1oC year storm. As a result of filling and the construction of SR167, a channel has been created which we propose to clean and dredge to elevation 10.0 and widen as needed to obtain the required capacity for the 100 year storm (see Exhibit "B"). Provide a weir at the north end of the north-south channel (see Exhibit "A") to maintart a dead storage water surface elevation of 12.00 on both sides of SR167. The weir would be designed to pass the 100 year design strrm while creating a maxi- mom water surface eleve,4oi of 15,3 to 16.4 on the east side of SR167, dependino on whether the k.C.B. culvert crossing SR167 north of S.W. lyth St. (culvert Hv.7) is utilized nr abandoned. .he maximum projected flow from the isin contributing to this culvert is approximately IDO CFS. T1+ two options available at this time to accoamolate the flow cram this basin are as f,l l ows 1. Provide a drainage system to transport the runoff t0 the west; I.e.; by open channel across private property, or a closed system in East Valley Highway and west along S.M. 19th St. to Springbrook Creek. Either method will result In substantial cost to the LID or; 2. Abandon the existing R.C. box culvert and direct the runoff south along the east side of SR167. This would result in raising the water surface elevation approximately one foot higher than utilizing option one, or elevation 16.43. During extreme wet conditions the ponded water surface east of SRlo7 has been observed to be as high as elevation 17.00. This is due in part to the obstruction of the cutlet ends of the freeway culverti by fill operation, debris, and va"tation. The study referred tt herein indicates that by performing thr wwk as proposed, it would have the effect of reducing the maximum water surface elevation east of SR167 during peak storm; while maintaining a constant water elevation during dry conditions. Houghton Acting Director of Public Works City of Renton Public Works Department 200 Mill Avenue South Renton, Washington 98055 Dear Sir: We have reviewed the proposed LiD No. 314-East Valley Road Improvements Channel Plans you submitted for our review April 21, 1981, Our comments are: 1. Sections 2 and 4 show undercutting of the SR 167 embankment. We would prefer the side slope of the highway continue at its present slope to the flow line intercept of your proposed channel, if this undercutting is required because of your design we suggest any undercut embankment be protected by light, loose riprap. 2. Access for maintenance of the LID channel will not be allowed from SR 167. 3. The wire fence along the west side must be relocated, preferably on the hinhway embankment above maximum hiqh water. Portions of the fence have been removed or filled over by the writ side owners. The limited access must be maintained, therefore some new sections will be required. 4. Maintenance of the new channel will be by the City of Renton. As such, we recommend a maintenance road by built on the west side of the channel. 5. Private developers have filled the numerous drainage ditches draining west of SR 167. The Washington State Department of Transportation's culverts were placed in these ditches to perpetuate existinq water courses. Due to this activity, our culverts have been subject to siltation. We therefore expect these culverts to be cleaned as part of the LID, otherwise water will pond on the east side without adequate relief. 6. The reinforced box culvert at the Renton interchange on SR 405 drains an area lying east of Talbot Road up to and includinq portions of SR 405 and SR 515 (benson Road). We are opposed to plugginq this culvert since the natural flows are to the west. The City of Seattle placed a water line and access road in the vicinity of S.W. 19th Street a short-time ago and placed two small culverts parallel to SR 167. Heavy siltation and turbid water have been observed at this site in the area you described in Section 3, subscript 2. We would prefer the box Richard C. Houghton May 14, 1981 Page 2 culvert remain in operation and d channel be built from this box culvert south to the proposed P-9 channel along the west side of SR 167 or the existing channel . 7. The proposed relief ditch in the viciiity of S.W. 39th Street (South 43rd Street Interchange) is a good solution to relieve floodings recently occurring at that site. B. The Washington State Department of Transportation is willing to entertain either an agreement or franchise with the City of Renton for your use of portions of our right-of-way for the proposed channel.
