Dear Mr. Robin:
In accordance with our conversation the City is willing to adjust its
original offer as outlined in my letter of September 18. 1981% to reflect
a value of $3.75 per square foot. This value is based upon a current
appraisal of the property in question, which you had prepared for your own
use.
If possible, it would be appreciated if you could provide me with a copy of
your appraisal.
Using the revised value mentioned above the compensation for the property
in question is as follows:

PROPERTY VALUATION
The purpose of this appraisal is to estimate current Fair Market
Value and current value of the lessor's interest in the subject
property. To accomplish this objective three valuation techniques
are considered; the Cost Approach, Income Approach and Market
Data Approach.
COST APPROACH
Land Valuation
An investigation was made for sales reflecting a significant
change in the value of underlying land. This investigation
revealed four recent sales of comparable properties having unit
values ranging from $2.29 per square foot to $4.54 per square
foot. Three of these sales occurred in Soutbcenter Corporate
Park between February and May, 1981. These sales range in size
from 3 acres to 15.2 acres and range from $2.29 per square foot
for a backland parcel to $4.54 per square foot for a frontage
parcel. A fourth sale of a backland site with rail access occurred
in February, 1981 for $4.33 per square foot. All of these :?raper-
ties are similar in Highest and Best Use, zoning and location.
The subject property, except for the one sale of frontage property
in the Southcenter Corporate Park has a location and access
superior to the remaining sales.
Recognizing the subject's location, its exposure and access
to the freeway system in the area as well as current trends
of development in the Southcenter-Kent Valley, it is believed
that a current unit value of $3.75 per square foot is appropriate.
This indicates a land value as follows:
653,482 S.F. @ $3.75/S.F. - $2,450,558
Rounded: $2,450.000
VALUATION OF THE IMPROVEMENTS
In the previous appraisal, the subject improvements had a repro-
duction cost new as of September, 1980 of $16,635,000. The
Marshall Stevens Valuation Service is utilized to update this
reproduction cost new by a factor of 1.14, indicating a current
reproduction cost new of $18,963,900.

Burlington Northern has requested that we pay BOY of fair market
value fur an easement rather than the 25%dollar difference amounts to $567.88, which was offered. The
Prudential Insurance Company of America has requested that we use
their appraised value of $3.75/sq.ft. rather than our appraised
value of $3.00/sq,ft. 'he total dollar difference amounts to
$660.24,
The property owners request may appear to be unreasonable on the
surface but when you consider the total dollar amount Involved it
is Insignificant compared to the cost of condemnation, it is
therefore recommended that we Pey the higher price and would
request your concurrence.

Gentlemen:
Enclosed please find a warranty deed and utility easement for property
that is needed in conjunction with the improvements to be installed
under L.I.D. 314. The property is located at Lind Ave. SW and SW 19tI-
St. as shown on the attached sketches.
The warranty deed represents an irregular shaped piece of property
which is the result of a change in the radii at the intersection. The
utility easement is for the installation of a permanent sanitary sewer
lift station which will replace the temporary station installed in
conjunction with the Improvement of Lind Ave. SW. The lift station
will be underground and except for the entrance tube and wet well
covers the property will be restored to its present condition.
The fair ,irket value of the property as determined by appraisal is
$3.00 per ,quare foot for a fee take, $2.25 per square foot for an
encumoered property and $0.75 per square foot for an easement. The

Physical Description of Parcel Including Zoning, Present and Highest and Best Use and
Effect of Acauisitinn: This tract is level, at grade and has a corner location although
one of the streets, S.W. 19th Street is unimproved. The frontage a.ong Lind Avenue S.W.
has curbs, sidewalks and street lights and all major utilities are available. The
property is improved with a Boeing Valley Office Park. It is zoned H-1 and its highest
and best use is for industrial office uses. The take will have a minimal effect on
the whole.
Remarks and Itemized Damages: No damages or special benefits arise as a result of the
proposed acquisition.
ESTIMATE OF JUST COMPENSATION (include correlation of attached supporting sales data)
During the analysis of market data, the appraiser placed emphasis on Sales 21 , 2, 6-
and 7. Sales rl and 2 are located near the subject and Sales #6 and 7 represent
properties with very good exposure. After consideration of these and other factors,
such as appreciation since date of sale, it is the opinion of the appraiser that the
fair market unit value of the take area of Parcel 2 is $3.00 per square foot.
The proposed take overlaps 337.39 square feet M/L of a sewer easement. In light of the
rights involved in this easement, it is the opinion of the appraiser that the sewer
easement represents 25'k of the fee value. Therefore, the overlapping warranty deed
take represents 75' of the fee.
