is a result of a realignment which consists of shifting one roadway,

In our negotiations with the various property owners two minor
differences have developed.
Burlington Northern has requested that we pay 80% of fair market
value for an easement rather than the 25% which was offered. The
dollar difference amounts to $567.88.
Prudential Insurance Company of America has requested that we use
their appraised value of $3.75/sq.ft. rather than our appraised
value of $3.00/sq.ft. The total dollar difference amounts to
$660.24.
The property owners request may appear to be unreasonable on the
surface but when you consider the total dollar amount Involved it
is insignificant compared to the cost of condemnation. It Is
therefore recommended that we pay the higher price and would
request your concurrence.

Dear Don:
Please be referred to your letter of September 22, 1981, regarding
right-of-way acquisition. for L.I.D. 314 on Southwest 27th .Avenue in
Renton, WA, and our recent conversation on appraised values used for
the taking of the property.
I have reviewed the values and the various percentages applied due to
encumbered property, benefit to remaining property and easement per-
centages and in Parcel No. 9, 17,940 square feet apparently were
encumbered 25 percent, due to sewer encroachment. A review of our
records and that of Gardner Engineers indicates that area being taken in
this parcel is not encumbered by the sawer lima, as it was loceted on
the south half of dedicated Southwest 27th Street or within our
Division II plat, therefore, total parcel should be valued at $1.75 a
square foot. Parcel No. 11 has been reduced by 43 percent. As you
stated, after the street is built, the property would benefit by this
amount, but I cannot believe that the property would appreciate to value
when, in fact, we are unable to fill the property or obtain a building
permit due to the restrictions placed on there by the City of Renton. I
would feel that full value would need to be given in this instance. In
Parcel 17, we are not talking about much money, but in reviewing the
Southwest 43rd Street takings, wherein easements are being granted for
the widening, it appears full market value was used in arriving at the
value and in this instance I would say 80 percent of value should be
used instead of the 25 percent as shown.
At your earliest convenience, will you please review this matter and
advise.
