SSH-2-M to Jet. PSH-2 R/W Turnback Dear Mr. Houghton: Your request for the transfer of rights of way acquired by the State to accommodate improvement of East Valley Road has been reviewed. We have met with Do:: Monaghan of your staff to review your proposed project. The State is currently in the initial stages of designing an HOV imp*ovement of SR-405 which will affect the eastbound to southbound ramp at the SR-167 interchange. It has been determined the State can turnback all the acquired R/W west of the existing centerline of East Valley Road and ten (10') feet easterly of the existing centerline. This will be a transfer of sixty (60') feet of R/W. It will also allow the ramp to be widened twelve (121) feet westerly to :ccommnd^fe an H^ "k We will proceed as q�Uckly as possible to complete the turnback of this R/W. Very truly yours, J.D. Renton, wk 98055 City of Renton CS 1743 - SR 405 Junction SSH-2M to Junction PSH-2 Dear Mr. Houghton: Right of Way Turnback 1 have received your October 26, 1981 letter requesting that we reconsider the amount of turnback east cf the existing center- line of the East Valley Road. I have also received your Novem- ber 20, 1991 letter to Mr. Zirkle asking for his indulgence in obte.ining a response. I am sorry that you have impression that we nave not been responsive to your request. Had you given me call, I would have been happy to explain to you that we were evaluating the effects of your request on our planning for the High Occupancy Vehicle lanes project on SR 405. We have now completed our reassessment of your request for 15 feet east of the centerline of the Last Valley Road. Although it will require construction of a short wall by the State to re- tain the slope for the additional High Occupancy Vehicle lane, we have considered the reduced cost to the City, and have con- cluded that the overall cost to the Public will be reduced. I wrote to Mr. Tronumon on October 26th (letter attached) with a compromise offer. To date I have not heard from him. Attached is the original offer and our compromise response. May I ask your indulgence to obtain an answer to this small issue. We are about ready to go the advertising on a large LID for Improve- ments to the Eas. However, we have re-examined the right-of-way that is Headed east of the existing center- tins and have determined that the redesign and construction costs Can be minimized based upon a minimum of 15 feet east of the existing centerlins. Should you agree to this compromise position, it would be appreciated if you so indicate and proceed with the turlback dead as rapidly as possible. Very truly yours, hard �. Ho:ugh:on Public works :hector DON:prp I N T E N 0 F E I C R C O R R E S p 0 N D E N C E Date October 7, 1981 TO: Dick Houghton FROM Don Monaghan SUBJECT: DOT Turnback LID 314 The City and th-refore the participants in LID 314 would experience substan- tial cost incr ases due to the right of wa.• proposal offered in Mr. Trimm's letter of October 15. 1981. First off w- would be delayed due to a redesign of East Valley Road from S. .3rd St to S. 16th St. This delay could also result in additional cost as a result of not being able to bid the job at an opportune time. There will also he additional finance charges due to the delay. As for the construction there would be a considerable increase in cost because we would have to place the utilities under the existing concrete roadway. If the utilities and road were widened west of the existing road- way them will need to be extensive filling and preloading in order to facilitate construction. This will also result in a delay plus increased constructiontfinancing and engineering costs. Recommend we oppose their proposal and settle on a minimum of 20 feet east of existing centerline.
