4. Schedule
a. Release of Bid Documents: September 8, 2025
b. Pre-Bid Conference: September 16, 2025
c. Substitutions (Section 01 40 00) – will consider requests up to 10 days prior
to bid opening date (September 23, 2025). Approved substitutions will be
listed on Addenda.
d. Questions Due: September 16, 2025, 4:00 PM
i. Submit questions via email to phintz@rentonwa.gov
e. Bids Due: September 23, 2025, before 2:00 PM.
i. Renton City Hall Lobby (1055 S. Grady Way, 98057)
f. Bid Opening: September 23, 2025, approximately 3:00 PM via Zoom
g. Notice to Proceed (Anticipated): October 20, 2025
h. Mobilization on-site: October 20, 2025
i. Substantial Completion Date: no later than March 20, 2026
j. Final Acceptance – within 30 calendar days after the date of substantial
completion: no later than April 19, 2026

5. General Project Bid Requirements
a. Submit with Bid:
i. Form A: Bid Proposal Form – City of Renton Bid Form
1. Acknowledge Receipt of Addenda
2. Complete Bid Form in entirety (7 pages)
ii. Bid Guarantee (5% of Base Bid) – Bid Bond (Form B), postal money
order, certified check, or cashier’s check
b. List of Subcontractors: If Bid amount exceeds $1M, submit Form C with Bid
submission.
c. Form D: Contractor Qualifications/Evaluations due within 48 hours of Bid
submission.
d. Form E: Qualifications of Project Key Personnel due within 48 hours of Bid
submission.
e. No later than 5 days after receipt of Notification of Intent to Award Contract:
i. Agreement – City of Renton Standard Agreement (Sample in Section
00 52 00)
ii. Contract/Performance Bond (Form F)
iii. City of Renton Business License
iv. Statement of Intent to Pay Prevailing Wages
v. Certificate of Liability Insurance, naming City of Renton as
additionally insured.
vi. Project Schedule & Time of Completion
6. Project Scope of Work
a. Existing Site Conditions
i. Existing utilities and temporary service requirements – provide
protective cover and barrier as necessary to prevent damage and
straining to all existing site improvements to remain during
construction.
b. Proposed Improvements:
i. New Structure
ii. Bathroom
iii. Audio/Visual Control Room
iv. DVLED screen installed and functional, paired with speakers
v. LED accent lighting
vi. Electrical systems for Legacy Square - Phase 1 (park site
improvements) and Phase 2 (stage).
7. Special Conditions/Construction Access
a. Work Hours
i. Monday – Friday 7:00 am to 8:00 pm
ii. Saturday 9:00 am to 8:00 pm, only with approval of Owner
iii. Sunday & City-recognized Holidays – no work.
iv. Haul activities: 8:30 am to 3:30 pm
b. Site Access
i. Work within SPU Easement:

1. No heavy equipment staging permitted within easement
tract and/or over CRPLs without Owner and SPU approval.
c. Special Material Testing/Inspections
i. Special Material Testing & Inspection Firm procured by Owner.
ii. Owner shall coordinate and schedule all special testing and
inspections: see Quality Requirements Section 01 40 00, 1.7.
