The pioject is part of Renton Technical College and :s the Business Technical Center Building on the campus at 3000 NE 4th Street, Renton. Paul has two sels o plans and will make copies available to those who need them. Outside Utilities: Washington Natural Gas was represented by Gary Swanson. Abdoul explained the only thing the City has is a connection to a watermain on Kirkland. Gary will be filing for a permit to extend the gas main to feed the building from the south. Current WNG lines are on the Southeasterly side of Kirkland Avenue N.E., plus they are coming from the north on the west side. WNG wants to tie than two together and they will have to cross the roadway at some point in tine. Abdoul asked where they would be crossing. Paul suggested they cross at the north end of the building if possible. Paul will provide a copy of the approved drawings. WNG is to mark up a submittal drawing to accompany We permit request. If the contractor chooses to do so and there is no fire lane access left, they assume the responsibility. Abdoul requested they backfill the area as won as they can so emergency equipment could get through if needed. Corey requested a minimum of 20 feet. If it's not possible in some areas they need to at least have access to an all-weather road. The west side has access through the southerly road when utility work is being+.nstafed on the north side of the buildirg. The contractor estimates two days for installation of the line At least ont access road j will remain open at all times. The Fire Department asked if the contractor was planning to have any on-site fuel storage which would require a permit. The response was negative. t Corey asked the contractor to keep tfe hydrants bagged and burlapped until tore} w•re accepted by the City and the City approves activation of the water supply. , Abdoul explained the water needs to be chlorinated and the sample has to come back good before it will be activated. Th6 will -Al be done and in place and the toe-ins will be accomplished later. Abdoul asked if a fire sprinkler permit had been applied for yet. Trinity Fire Protection is the sprinkler contractor. Westin Utilities would be doing the main work. Corey askO if they were a certified fire sprinkler contractor and was told no, they were not. it was explained they would be required to contract with a certified fire sprinkler contractor who would oversee their work in this area and sign the required forms. They will also be required to be on-site during all testing procedures. Abdoul stressed;5e need to coordinate with the certified fire sprinkler contractor because of the sepamtt tests involved. The fire sprinkler will be testad for two hours, at 200 psi minimum with no leakage, between the vault and the building riser and a full flow test with inspection by the City Fire Department. Abdoul asked about shackling reynired by the Fire Department. None is required. Blocking will be necessary and it will be subject to inspection. Fire Department requires 26 hour notice for inspection. The Fire Department noted the staging area is not a problem with blocking access and reminded the contractor to keep his equipment/vehicles clear of the access areas. 1..� J B.T.C. Test pressure will be 150 plus static (Abdoul believes it will be 225 psi but will verify it). Preccure!ass is not to exceed 5 ps: over a two hour test. After the pressure test the City does the chlorinatioA but the wntr ctor must provide the temporary piping and hoses to discharge inti the sanitary sewer system. The City will bill the contractor approximately $80 for the truck whrh provides the chlorination. Once the lines are chlorinated, they must cook for 24 hours minimum, then the contractor will flush the chlorinated water into the sewer system. Once the chlorine is flushed out, the Citv will take a sample and send it a lab in Georgetown for analyst.- Samples are r.- maliv taken on Wednesdays. Results are normally available in 4-5 working days. Thrust blocks must be inspected prior to backfilling. Concrete must be delivered to the job, no on-site mixing will be allowed. The contractor intends to use Ace Surveyor out of Gig Harbor. Abdoul reminded them that a final occupancy permit wiil not be issued until the City has the as-builts stamped by the licensed surveyor. aackfill will need to be compacted. The City reserves the right to have the contractor + teat questionable material. F " Changes are to be kept track of and reflected on the as-builts. Inspection notices should be given 24-hour notice, but Mark will work with them. Hydrant runs may be cleaned by swabbing. Shoring and safety are the contractor's responsibility. The City will notify WIC of the commencement of the project. The contractor must obtain a hye t meter and double check valve from the City to be used for water supply ti fill o, wash the lines. The City will do all tapping and ! connections. There is a domestic and sprinkler water service. The water meter will be connected to the existing main. The City will tap the main, set the meter and will set the box to the pitch grade the contractor designates. If the contractor makes an error in the pitch grade they will pay for any of the required adjustments. The contractor has not filled out the application for water meters but Paul is a:vare of the 2" domestic, 2" for irrigation and 314" by-pass meter for the fire protection system. The side sewer installation will nmJ to be certified by back-flush testing. The City will require a report on the main line and the bypass. Double check valves will be required for the landscape irrigation water systems(covered under another project). Storm drain is tied into the existing system which is located in the soutnwest corner of the site. There are drains arourd the building and impervious surfaces in the end will be less than the total was before. Current plans do not reflect the cuconnection for this building. Dave Christensen has copies of what has be through the Engineer and will provide copies for Mark. Instead of having the force main connection directly into a side sewer connection to the City main, there will be two separate connections. The Building Department requires all floors that could now by gravity come out by gravity and then only the basement is pumped, so there will be a gravity side sewer as well as a forced mail,connection line. The pump station that is in the building will be inspected strictly by the Building Department. The only thing that Wastewater will inspect will be the forced main itself because the pump station is located inside the mechanical room. The Golding Departmen• II inspect the pump station. The contractor needs to get all approvals for the station p,for to instalation. The side sewer crosses across one of the existing 18" storm drain that are part of the infiltration systems. Where it crosses that infiltration system the City will require some type of glacial tilled backfilled barrier between the „ewer trench and the iufiltmuon trench. The sewer lines are not to all of a sudden become part of the drainage lines. There is one manhole to be set. The C-f typically requires an 8" line to be run from the manhole as a pnvate main to the system, but the City will allow 6" in this case. An outstanding issue that is not part of this contract is the off-site sewer improvements. The approval for this building was conditional by Council because of the moratorium area. One of the conditions was to have the off site improvements installed and accepted prior to any occupancy, temporary or permanent. Have the plans been submitted to the City? They are very close to it. A separate pre-construction meeting will be required for that work. Dave stressed that the City will not allow a single student inside the building until the sewer line is accepted, Construction Services Mark Wetherbce will be the City Inspector for all of the civil work on this project. There is to be no week-end work unless pre-approved by the City. MIX.- I Erosion sedimentation control: the catch basins have been taken care of. Everything drains into the building(existing systems). City Standards are to be followed on all installations. Approved plans are required on site while doing any work. Approved plans have City staff signatures on them and clearly state thcv are approved. B.LC. BumWara Pr onµtmaun June 10, 1W: 7 Traffic control and safety: If the contractor will be working in the streets a traffic control plan is required in accordance with MUTCD. Safely standards: To be in accordance with WISHA, OSHA. General construction: Is there a work start date yet? A few weeks. A construction schedule is to be provided. Existing utilities that are feeding sor m of the existing buildings on site: Be aware of the water on the northwestern end of the building. 'There is an existing feed for the sprinkler system w, Le building to the north. Contractor was reminded to double check the depths, etc, in this particular comer. Some of the utilities will be going across the existing drainage system on the southwest comer. The sewer line is being changed from what the plans show: Contractor will have to keep 10 fat between the water main and sanitary sewer. If ten feet can't be met the contractor can go to other options by installing ductile iron for the side sewer. The water main is in an easement and ductile pipes would serve as a means for getting around the ten foot space re,uinement. Storm water is going into the existing st stem. It's collecting .he down spouts from the building and from the impervious surfaces around it. There are some downstream, problems which are being worked out with the School District. From a construction standpoint, the storm line will have to be flushW and lamp-tes.Y before acceptance. Backfdl requirements wid tee the same as the waterline' If PVC piping is used a minimum of 6' of pea gravel bedding must be used below and above. The contractor asked if said could be used instead of pea gravel. Response was no, pea gr,.vel serves as a good warning should it bocor,.e necessary to dig in the area. The contractor asked if 3-week vaer;m construction schedules would be sufficient. Mark agreed to this method.
