For the purpose of constructing,reconstructing,installing,repairing,replacing,cribming,opcnmhg and
maintaining utilities and utility pipelines,including,but not limited to,water,sewer and.torte drainage
lines,together with the right of ingress and egress thereto without prior institution of any suit or
proceedings of law and without incurring any legal obligation or liablluy therefore. Following the initial
construction of its facilities,Gnntcc may from time to time construct such additional facilities as it may
require. This easement is granted subject to the following terms and conditions:
1
1. Tile Grantee shall,upon completion of any work within the property covered by the easem-at,
restore the surface of the casement,and any private improvemenss disturbed or destroyed during
execution of the work,as nearly as practicable to the condition they were in immediately before
commencement of the work or entry by the Grantee.
2. Grantor shall retain the right to use the surface of the casement as long as such use does not
interferc with the easement rights granted to the Grantee. Grantor shall not,however,have the right to:
a. Erect or maintain any buildings or structures within the easement;or
b. Plant trees,shrubs or vegetation having deep root patterns which may cause damage to or
interfere with the utilities to be placed within the casement by the Grantee:or
c. Develop,landscape,or beautify the easement area in any way which would unreasonably
increase the costs to the Grantee of restoring the casement area and any private improvements therein.
d. No digging,tunneling,or other form of construction activities shall be done on the property
which would disturb the compaction or unearth Grantee's facilities on the rightoGway,or endanger the
lateral support facWtios.
e. No blasting shall be done within fdteer(15)feet of the rightof-way.

successors in intcmt and assigns. Grantors covenant that they arc the lawful owners of the above

Genem
1. Contractors are advised to only use construction drawings stamped and signed by the
City of Renton for constructing utility and tranpportarion improvements.
2. Proposed field changes to the City approved plans must be submitted to Development
Services for approval and incorporated into As-Built wrractions at the end of the
project.
3. The Contractor a responsible for maintaining a set of As-Built drawings for all City
utility and transportation improvements installed with phe project. After final
inspection and approval of the improvements, m-built revisions must be drafted on the
original mylar drawings, ceti:.ed by a licensed engineer or surveyor and submitted to
the City for approval. Finished improvements will not be accepted until certified As-
Built drawings have also been received,reviewed and approved by the City.
Survey control is very important during construction. Horiwmal and vertical location
of all warer main bends must be wcurately established prior to backflling. Sewers and
storm drains can be surveyed after backfilling if accessible from manholes.
4. No work will be allowed in the City right-of-way until the appropriate bond has been
posted.
5. How of work within the street right-of-way are limited to weekdays from 9:30 AM to
3:30 PM and Sabudays with prior written approval. No work is allowed on Sundays.
6. The Contractor must call for inspection by 3:00 PM on the working day before
inspection is needed. Any utility or transportation improvements installed without
benefit of City impaction will not Ce accepted.
Work on weekends must be coordinated in advance with the Renton Construction

frdlowing was discussed!
a. Olympic prefers sand backfrll rather than the gravel backfrll required by the
City's standard specifications.
b. The Olympic pipeline in South 23rd Street is approximately 4 feet deep.
Excavation within 2 fee•of the pipe should he by hard digging.
C. Provide 48 hours notice prior to uncovering the main by contacting Bob at 235-
7741 or 235-7735.

12. The Contractor must call 911 a minimum of 24 hours in advance of any scheduled work
within the right-of-way. Calls must be made from a local phone.
13. Contractors must maintain emergency Access ul the project site in all times. Emergency
access most be a minimum 20 feet wide. Trenches may be temporarily plated to
provide emergency access as long as adequate traffic control is provided on the site.
14. All new and relocated fire hydrants most be wr,)pa.: in burlap until accepted by the
City. Inspectors will notify the Fire Departme-.,when hydrants are ready for use.
15. Permits are required for any proposed onsite fuel storage facilities. The Contractor
stated there would he no onite fuel storage tanks.

16, Sewer main most be air tested and lamped prior to approval. Video taping of sewers
will not be required for this project.
17. Actual invert elevation of side sewer shibouts most be shown ou As-Built draw :gs.

Water:
22. All sche,:uled closures of existing water valves must be coordinated with the Rerr-on
W ater Utility Division in advance. Emergency shut off must be reported to 9l 1.
23. Hydrant meters and double check valve assemblies are required on fire hydranus for
construction water use. Contact the 4th Floor Customer Service Counter to pos. the
required deposit.
24. The Contractor shall install all new water mains as shown on the approved plans. Pipe
materials, salves am! fittings shall be as indicated on the plans and in the standard
notes.
25 Conna-'ons to existing City mains are to be accomplished by the City of Renton or an
appir ' •0ity contractor. Spar and Pacific Waterworks are authorized contractors to
perfe i taps on City mains. All necessary excavation, shoring and materials u)be
form .w by the Contractor. See connection derails on the approved plans.
26. Construction staking is required for all water mains. Staking shall be marked so as to
be understandable to the inspector.
27. Where utility conflicts exist, water mains should be routed below the conflicting utility
using vertical bends and thrust blacking. Maximum pipe joint deflection is 9'per joint.
29. Water maim most be installed with a minimum 3 foot of cover (4 foot cover for 12'
aM larger mains). The Olynnpic pipe line crossing shall be as detailed on the approved
plans.
29. The existing 4' water line in Smithers Avenue must remain m service until the City
transfers existing services to the new main.
30. The relocated fire hydrant should be connected to the new nuin after the main has been
tested and placed�a service
31. Thnhst blacking must be formed and inspected prior to backfilling. Concrete must he
delivered to the site(w onsite mists). Do not pour thrust blocking over bolLc.
32. Required procedures for testing, fh.uhing aM chlorination of water lines are as follows
a. Vertical crosses are installed at the ends of water lines to serve as polypig
launches and sediment traps. Water mains ate cleaned using polypigging
methods.
b. Water lines are pressure tested at a minimum 200 psi or M psi over static
pressure within the pressure wne. All testing must be witnessed by the City
inspector. Pressure Iwo most be lest than 5 psi ova ,2 hour period.
Water mains must be chlorinated for a period of 24 hours prior to placing the
line in service. Dry Chlorine is not allowed. Liquid chlorine and a rental pump
we available from the City Watt :0ity Division. City crews will perform

chlorination of water maim on this project, Schedule chlorination through the
City inspector.
d. Water purity testing of all water maim is required. The City inspector will take
purity tests at blowoN sod fire hydrants. Water purity leas are taken to the
laboratory on Wednesdays. The Contractor s5all arrange to submit samples by
courier service on any other day.
33 Water from flushing operations must he drained into the sanitary sewers.

fot roadway storm drainage improvements required of this prof Although these
improvements are shoat on the approved construction plans, tht will not be installed
