The City originally contracted v:nh Omega Contractors in February, 1993 to rehabilitate the City's Lake Washington No. 2 Sewage Lift Station. A portion of tha work in the rehabilitation included the coating of the existing wet well. The preparation of the wet well for the coating was performed on June 16, 1993. During this prep work the contractor inadvertently punctured the bottom of the wet well. A material thought to be creosote leached into tt •wet well causing the contractor to stop work at that time. The following day, June 17, 1S93, the City's engineering consultant for the projec', RH2 Engineering, contacted the Department of Ecology to report a possible soil c tamination and to determine what the next steps would be. The City contracted with Ft ss Environmental to remove the remainder of the wet well bottom, contai..inater' soils, and groundwater. On June 22, 1993, Foss Environmental performed tt,is work. It was at this time that the source of the contamination was discovered to be two creosote coated railroad ties believed to be used in the leveling of the wetweli at the tmte of its original installation in 1972, and that the contamination was limited to that area directly below the wet well. Foss Environmental removed the two railroad ties, four 55 gallon barrels of soil, and one 55 gallon of groundwater. In addition, samples were taken for lab analysis to determine the proper dispose! of the materials. The lab results confirmed that the soils contained contamination associated with the creosote timbers discovered. With the contaminated materials removed, the City directed Omega Contractors to pour a new wet well base. The samples were taken to Sound Analytical Services, Inc. on July 1, 1993. The results were submitted to the City on July 15, 1993. King County Solid Waste Division was contacted on July 28, 1993 and wereprovided with lab data as the City requested permission to dispose of the contaminated materials. While awaiting approval for disposal, the materials were stored on-site within a secured fence location. The City received its King County Solid Waste Division clearance form on September 2, 1993 granting the City approval to dispose of the materials at the Cedar Hills Landfill. 200 Mill Avenue South•Renton,Washington 98055 J " e„C t . . Unfortunately, we had misinterpreted our contractors status in that they had not disposed of the materials at that point. Omega contractors had disposed of the groundwater, after using gauze cloth to remove the slight sheen, into the sewage lift station where it entered Metro's East Side Interceptor and eventually was treated at the Metro Treatment Plant in Renton. LIFT STATION REMOVAL AND DISPOSAL OF CREOSOTE COATED RAILROAD TIES Dear Ms. Winter; This letter is to report to you the procedures taken to remove and dispose of two creosote coated railroad ties that were discovered beneath an existing sewage lift station during rehabilitation. The discovery of the railroad ties was reported to you on June 17, 1993 by Brad Wakeman of RH2 Engineering. At that time, RH2 Engineering and the contractor, Omega Contractors, were only aware of the creosote substance and unaware of the source. Foss environmental of Seattle was contracted to removr the contaminated soil and to take samples of the material to determ-- the suitable method of disposal. Four (4) 55 gallon drums of soil, two (2) railroad :s. and one (11 55 gallon drum of water were removed. The sample was delivered to Sound Analytical Services, Inc. of Tacoma (lacoratory work order no. 33168) and a material profile report was performed. The profile was sent to Steve Burke of King County Solid Waste Division for determining the method of disposal. A permit (Waste Clearance No. C179) was issued by King County to dispose of the soil contaminated with creosote constituents at the Cedar Hills Regional Landfill. The four (4) drums of dirt were disposed of at Cedar Hills by Omega Contractors. The water from the drum was emptied into the lift station after `a. the slight sheen was removed oft the top with gauze cloth. The cloths were disposed of with the drums of soil. Currently.Omega is using the old lift station package as a temporary pumping systen:while the wet well is prepared for painting. The contimunants are being sacral on-site in 55 gallon drams until they can be properly removed. They have installed the wet well nser section and access hatch. All of the plumbing in the valve vault ties been installed with the exception of the sump pump. The current lift station has corroded Piping and possesses a history of electrical system failures. Task 1•COILd Survey Information Objecrive: To roller pertinent site-specific infornation in order to identify 1'contour intervals site utilities, all components of the existing lift station, neigh oring property lines and easements. This information will be us^^- m evaluate the condition of the current design and aid in determining the most appropriate layout for rehabilitation of the lift station. Approach: 1. perform topographic survey of project site to obtain contour elevations,location Of existing surfacing improvements, and vegetation. Topographic survey is to encompass an area including a 100'radius from the existing lift station and 25 feet on either side of the tome main alignment from the lift station the Metro sewer connection This survey is to be performed by a land-based survey crew. 2. provide horizontal and vertical control information necessary for the construction of the permanent installation. Perform field tests to determine the rate and volume of flow input from the flushing station to the collection system. Analyze operation of flushing station in sequence with the lift station to determine if flow rate into the collection system is adequate to transpon sewage to the lift station and transport it fmm the lift station into the Mew sewer. Compare flow rates and volumes to determine if the enure collection system is being flushed during the current time intervals of flushing. Determine maintenance and operation requirements for the efficient functioning of the lift station. Review history of maintenance with City staff and maintenance workers. Determine additional lift station features that will assist the maintenance crew with the proper maintenance of this facility. 2. Prepare three site plan altemadves. Specific details of the pump's mechanical, electrical,and tclemetry systems may be included to show Only a general layout of systems. Specific products will hot be selected at this time. 3. Review site plan alternatives with City staff and maintenance workers to select the desired alternative and to determine additional improvements for this alternative.
