EG28206 CASE# 25-7526 F LNa O 08/28/25 16:17 F coy�isI©�ON u NARRATIVE ASSIGNMENT/ARRIVAL On 08/28/2025 at approximately 1628 hours, I was dispatched to a two-vehicle collision at the intersection of Renton Avenue S and S 132nd Street in the city of Renton, King County, Washington. I arrived at approximately 1634 hours. UNIT 1: TOYOTA COROLLA Upon arrival I observed a black Toyota Corolla (WA/ CJK9344, Unit 1) stopped facing west in the southbound lane of Renton Avenue S at the intersection of Renton Avenue S and S 132nd Street. Unit 1 had not been moved from its point of rest. Unit 1 received moderate, disabling damage from the collision. UNIT 2: DODGE DAKOTA I observed a red Dodge Dakota (WA/ C47631 C, Unit 2) stopped facing south in the southbound lane of Renton Avenue S at the intersection of Renton Avenue S and S 132nd Street. Unit 2's front end was engaged with Unit 1's front end. Unit 2 had not been moved from its point of rest. Unit 2 received moderate, disabling damage from the collision. DRIVER 1: SEGUYA, ANDREA T. N. I contacted Andrea T. N. Seguya (DOB: 06/02/1999) in the driver seat of Unit 1. Seguya was identified by her Washington Identification Card. Seguya did not have a valid Washington Driver License. Seguya was established as the driver of Unit 1 by her admission. Seguya complained of pain to both legs and her chest from the collision. Seguya was evaluated and released by the Renton Regional Fire Authority. DRIVER 2: QUANDE, HAROLD O. I contacted Harold O. Quande (DOB: 03/17/1941) sitting on the tailgate of Unit 2. Harold was identified by his valid Washington Driver License and established as the driver of Unit 2 by his admission. Quande complained of pain to both arms, was treated by the Renton Regional Fire Authority, and transported by Trilled ambulance to Valley Medical Center. PASSENGER: QUANDE, JANET M. Janet M. Quande (DOB: 07/14/1942) was the right front passenger in Unit 2. Janet complained of pain, was treated by the Renton Regional Fire Authority, and transported by TriMed ambulance to Valley Medical Center. STATEMENT: SEGUYA, ANDREA T. N. I spoke with Seguya about the collision. The following is a summary of our conversation: Seguya drove Unit 1 north on Renton Avenue S and intended to turn left (west) onto S 132nd Street via the left-turn only lane at the intersection of Renton Avenue S and S 132nd Street. Seguya followed her co-worker in a vehicle ahead of her. Seguya saw her co-worked turn left onto S 132nd Street and followed immediately behind her into the intersection. Seguya claimed she had a "green light" to turn, however this intersection was uncontrolled. The signals were warning lights for the pedestrian crossing, and did not control traffic in any direction. Seguya did not see Unit 2 approaching before the collision. This concluded my conversation with Seguya. PROXIMATE CAUSE The proximate cause of the collision was determined by the points of rest of Units 1 and 2 and Seguya's statement. PAGE 3 OF 5 REPORT NO. EG28206 CASE# 25-7526 F LNa O 08/28/25 16:17 F coy�isI©�ON u NARRATIVE Seguya's action was the cause of the collision, namely her violation of RCW 46.61.185(1), which states: The driver of a vehicle intending to turn to the left within an intersection or into an alley, private road, or driveway shall yield the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard. Seguya was the driver of a vehicle (Toyota) intending to turn to the left within an intersection (S 132nd Street & Renton Avenue S), and failed to yield the right-of-way to a vehicle (Dodge Dakota) approaching from the opposite direction (southbound Renton Avenue S) which was so close thereto as to constitute an immediate hazard. CITATIONS I issued Seguya a citation (#5A0249336) for the following violations: Operate a motor vehicle without registration: RCW 46.16A.180(2) Operate a motor vehicle without insurance: RCW 46.30.020 No valid operator license, 2nd degree: RCW 46.20.015 Fail to yield, left turn: RCW 46.61.185(1) DISPOSITION This concluded my involvement in this case.
