SUBJECT: Correction to Cottage Housing References and Applicability BACKGROUND: The Zoning Use Table (RMC 4-2-060) was amended by Ordinance 6061 (docket number D-236), which implemented state legislation related to Middle Housing (HB 1110) and Accessory Dwelling Units (HB 1337). As amended, the Zoning Use Table now lists cottage housing as a permitted use (P32) in the RC and R-1 zones. However, the applicability section of RMC 4-2-110G, Development Standards for Cottage House Development, limits cottage house developments to the R-4, R-6, R-8, R-10, and R-14 zones. This created an internal inconsistency between the Zoning Use Table and the Development Standards. In addition, Condition 32 of RMC 4-2-080 incorrectly references RMC 4-2-100G, which does not exist, rather than RMC 4-2-110G. This misreference causes confusion as to which standards apply to cottage house developments. DECISION: Amend RMC 4-2-060 to remove cottage housing as a permitted use in the RC and R-1 zones, and amend RMC 4-2-080, Condition 32, to correctly reference RMC 4-2-110G, Development Standards for Cottage House Development. JUSTIFICATION: Cottage house developments were never intended to be permitted in the RC and R-1 zones. These zones are intended to preserve very low-density residential character and resource conservation. Limiting cottage house developments to R-4 through R-14 is consistent with the Applicability provisions of RMC 4-2-110G. CI-193 Page 2 of 21 Correcting the reference in Condition 32 ensures internal code consistency and removes confusion regarding the applicable development standards for cottage housing. These amendments constitute technical corrections to clarify intent and align the Use Table, Conditions, and Development Standards.
