Administration CONSULTANT will administer and track the contracted effort, including preparing monthly invoices. CONSULTANT’s project manager will coordinate with City’s project manager through routine phone and email contact regarding scope, schedule, budget, and work progress. Subtask 1.02 – Project Coordination Meetings CONSULTANT will facilitate a virtual kickoff meeting between the CONSULTANT team and the relevant City staff at the beginning of the project. CONSULTANT will schedule virtual weekly meetings with the City to discuss current and upcoming tasks, deliverables, questions, and any other updates needed to keep the project moving. CONSULTANT and City project managers will check in monthly (virtually) to discuss project status and schedule, review key decisions, and resolve any identified issues. May be part of coordination meetings, as applicable. Deliverables  Monthly invoices and progress reports that identify project status and upcoming tasks and deliverables. Assumptions  Project management activities will be assumed through the duration of the project, December 2026.  Up to eight (8) consultants will attend the kickoff meeting.  Up to five (5) consultants will attend each virtual coordination meeting.  Monthly virtual project management check ins with the City to discuss project status and schedule, review key decisions, and resolve any identified issues. Task 2 – Data Collection and Analysis Subtask 2.01 – Review Existing Local Road Safety Plan CONSULTANT will review the City’s existing Local Road Safety Plan (LRSP) and identify relevant components that align with the Safe Streets for All (SS4A) requirements that can be carried forward into the Safety Action Plan (SAP). Previous methodologies will also be reviewed to identify potential opportunities for changes or additions; proposed updates will be reviewed with the City. The City will W'ϭϮ K&ϮϬ provide the 2022 Local Road Safety Plan and any other applicable data or documentation, as available. Subtask 2.02 – Analysis Methodology Memorandum CONSULTANT will prepare an analysis methodology memorandum that defines the proposed methodology for conducting an evidence-based, data-driven, system-wide analysis of fatal and serious injury crashes on Renton’s network. The memo will be written for an internal, City audience. Subtask 2.03 – Data Collection CONSULTANT will inventory existing data available to support the safety analysis. Data is expected to include updated crash data records obtained from WSDOT for a minimum of the most recent 5 years of data as well as any additional data that may support contextual analysis, such as roadway functional classification, roadway volumes, and land use data. CONSULTANT will obtain the crash data from WSDOT for the agreed upon time period. CONSULTANT will provide a summary of data available from public sources and identify potential data gaps and strategies for addressing gaps, as needed. City will provide available data, as applicable. This task does not include any data manual data collection. Subtask 2.04 – Crash Trend Analysis CONSULTANT will map and summarize crash data within the City to identify trends and locations with higher frequencies and severities of crashes. This task will update the data and summaries completed as part of the 2022 LRSP to reflect the most recent data. Additional summaries may be provided. The analysis will not include interstate facilities; however, other state facilities will be considered. This analysis will focus on fatal and serious injury crashes, but all crashes will be included in the analysis. All road users will be considered. Active transportation user- involved crashes will be highlighted. Findings will be summarized in map and tabular form and included in the Task 2 Safety Analysis memorandum. Findings will also be incorporated into the SAP documentation (Task 7). Subtask 2.05 – Emphasis Areas Analysis To maintain consistency with the Washington State Strategic Highway Safety Plan (SHSP), also known as the State Target Zero Plan, the crash data obtained in Task 2.2 will be summarized for each of the emphasis areas identified in the SHSP. CONSULTANT will compare city data to county and state distributions to identify emphasis areas that are overrepresented in the city. This analysis will consider total crashes and fatal and serious injury crashes. Findings will be summarized in tabular form and included in the Task 2 Safety Analysis memorandum. Findings will also be incorporated into the SAP documentation (Task 7). W'ϭϯ K&ϮϬ Subtask 2.06 – High-Injury Network Building on the results of Tasks 2.1, 2.3, and 2.4, CONSULTANT will update/develop the High-Injury Network (HIN). The HIN will represent the roadways with the highest frequency and/or rates of fatal and serious injury crashes. CONSULTANT will review and update the HIN definition criteria from the 2022 LRSP as needed. The criteria will consider and align with potential funding sources requirements, to the extent possible, to maximize flexibility and applicability across multiple funding programs. Draft methodology and criteria will be shared with the City for review prior to developing and/or finalizing the HIN. The HIN will be depicted in a map and included in the Task 2 Safety Analysis memorandum. Findings will also be incorporated into the SAP documentation (Task 7). Subtask 2.07 – High-Risk Network CONSULTANT will develop a High-Risk Network (HRN) using available data. The HRN will represent roadways with the highest potential for higher severity crashes based on roadway characteristics and volume. CONSULTANT will review available data and develop scoring criteria for the HRN. Available data sets and draft scoring will be shared and coordinated with the City prior to developing and/or finalizing the HRN. The HRN will be depicted in a map and included in the Task 2 Safety Analysis memorandum. The HRN will be depicted in a map and included in the SAP documentation (Task 7). Subtask 2.08 – Equity Review CONSULTANT will review the available equity data available at the Federal, State, MPO, and City level and recommend an appropriate source(s) to support the analysis. This can include any existing demographic assessment or strategy already used by the City or PSRC data. The analysis will include a review of City demographics and an assessment of where underserved populations live within the City. Additionally, the CONSULTANT will use Replica Studios data to conduct a travel pattern analysis to understand how underserved populations use the transportation network. The findings of the equity review will be documented in the Task 2 Safety Analysis memorandum as well as incorporated into Task 5 Public Engagement and Outreach and Task 6 Implementation Plan. Subtask 2.09 – Safety Analysis and Equity Findings Memo CONSULTANT will document the findings of all components of the safety and equity analyses in this task in a memorandum. One draft and one final, with one review, will be provided. Task 3 – Policy Review CONSULTANT will review local and regional policies and plans related to the design, construction, maintenance, and operations of streets, bicycle and pedestrian facilities, and new development. CONSULTANT will evaluate these policies based on their alignment with best practices and the Safe System Approach. City staff will confirm documents and policies for review prior to the start of this task. Documents expected for review include:  Comprehensive Plan  Transportation Improvement Program  Complete Streets Policy  Trails and Bicycle Master Plan  Renton Municipal Code  ADA Transition Plan  Renton Clean Economy Strategy 2.0  Renton Regional Fire Authority (RFA) Strategic Plan 2025-2029 and/or RFA’s annual reports The review will be documented in a brief memorandum that includes a summary table of review findings and opportunities. The result of this review will include identification of opportunities for improving policies, programs, and processes and inform recommendations developed in Task 06.03 and inform potential discussion topics with the Task Force and other project partners. Additionally, this task will include up to two (2) small group interviews with City staff, Police Department staff, and others as applicable, to review internal processes, communication, and other internal functions. The findings will be taken into account during the development of the recommended strategies in Task 6.03. City staff will be responsible for arranging and scheduling the interviews. W'ϭϱ K&ϮϬ Deliverables  Draft and final memorandum summarizing the findings of the assessment of documents. Task 4 – Task Force Coordination Subtask 4.01 – Task Force Meetings CONSULTANT will facilitate a multidisciplinary task force in association with City staff. Expected participants may include but are not limited to individuals from: City departments, police and fire, nonprofit groups, and community-based organizations or advocacy groups. City staff will develop the task force roster; CONSULTANT will review and provide recommendations. CONSULTANT and City staff will meet with the task force virtually up to four (4) times throughout the project to cover and get feedback regarding:  Kickoff and introduce the project, SS4A, and the Safe System approach  Review data and preliminary analysis  Identified projects and prioritization  Overall action plan document CONSULTANT will be responsible for scheduling all meetings, including the development of agendas, notes, and presentation materials. Optional Sub task 4.02 – Community Road Safety Audit Upon request from the City, CONSULTANT will conduct up to one (1) community road safety audit (CRSA), including City staff, task force members, and community members. Location will be identified based on the results of Tasks 2, 5, and 6 and agreed upon with the City. The walking audit will include documentation of field observations, community concerns, and any relevant photos or maps. Findings from the CRSA will be documented in the engagement summary under Task 5. Deliverables  Up to four (4) virtual task force meetings will be conducted, including up to three (3) virtual consultant team members.  Agendas, notes, and presentation materials for up to four task force meetings.  Summarized notes, field observations, and photos from the CRSA, provided digitally.  Results of the CRSA will also be summarized in the Task 5.03 Engagement Summary memorandum. Task 5 – Public Engagement and Outreach Subtask 5.01 – Public Engagement Plan & Management CONSULTANT shall develop a comprehensive engagement plan to inform and involve the community in understanding the project purpose, goals, timeline and opportunities for engagement. The plan will include the following:  Area demographics and location of historically disadvantaged groups, as well as analysis of languages spoken in the project area  Engagement goals and key measurements of success  Outreach and engagement timeline  Communication and outreach approach for the duration of the project  Key messages  Key audiences / interested and potentially impacted parties  A comprehensive suite of communications and engagement activities — ranging from social media campaigns to direct mail to in person events — to communicate project information to residents, business owners and other stakeholders, and strong calls-to-action for people to get involved  Project team roles and responsibilities to execute the engagement plan. Deliverables  Draft and final Engagement Plan. Assumptions  Assumes one round of review by the City. The CONSULTANT will deliver the draft Engagement Plan; the City will review and combine all internal feedback needed from all decision-makers and the CONSULTANT will incorporate the feedback and provide an updated version for final approval.  CONSULTANT and City will work together during development of the Engagement Plan to determine which materials, events, etc., or what threads hold will require translation/interpretation and in what languages based on demographic data.  City will provide translations for all languages, as needed, and interpretation services, as needed, for languages other than Spanish.  City will provide any available information regarding minority and low-income communities, and any known interested parties from these communities that should be engaged in the outreach process.  Comments on the engagement plan will be provided and responded to in Word. Subtask 5.03 – Engagement Activities CONSULTANT will work with the City to plan, prepare, and staff a mix of virtual and in- person engagement events/activities to help inform and shape the Safety Action Plan. Engagement activities on this project may include a mix of the following broad and targeted activities:  Up to four small group briefings/presentations. Targets will include Neighborhood Associations, students/youth or CBOs/businesses organizations  Up to two pop-up or stand-alone open house events OR up to three small group neighborhood walks with community groups (on-site small group sessions) OR up to four tabling sessions at community events W'ϭϴ K&ϮϬ  Up to four 1:1 interviews or listening sessions to be conducted in-person or virtually. Deliverables  Support, facilitate/staff a mix of virtual and in-person engagement activities.  Up to 6 display boards, posters or visuals for in-person engagement activities (content and design).  Draft and final Engagement Summary memo at end of engagement phase or as determined by the Engagement Plan. Assumptions  Up to one round of review for the Engagement Summary memo(s).  One consultant and one City team member will attend up to 8 in-person engagement events/activities, each event/activity not to exceed 4 hours of active engagement each.  CONSULTANT will provide Spanish interpretation support for virtual or in-person events/activities as needed.  CONSULTANT and/or City may expense for engagement incentives and aides (such as materials, supplies, and/or food & beverages) to be used for business or community engagement.  The City will handle all translation (if needed) and printing costs of the display boards.  The City will handle any advertising costs associated with the promotion of engagement activities.  The City and CONSULTANT will coordinate and cover food/giveaway/participant compensation/venue costs for in-person events/activities as needed.  Comments on the memorandum will be provided and responded to in Word. Task 6 – Implementation Plan Subtask 6.01 – Countermeasure Identification Based on the results of Task 2, CONSULTANT will identify countermeasures that are likely to address identified crash trends and contributing factors. Countermeasure selection will use resources such as FHWA Proven Safety Countermeasures, the CMF Clearinghouse, and NHTSA Countermeasures That Work to identify the most effective treatments. Selected countermeasures will inform project development (Task 6.02) and may include location-specific improvements or system-wide improvements. Countermeasures will be summarized in the Strategy and Project Selection Memorandum. Subtask 6.02 – Project Development Building on the identified countermeasures in Task 6.01, CONSULTANT will identify the top locations based on the results of Task 2 and provide specific project recommendations for up to 20 locations. CONSULTANT will provide input on early W'ϭϵ K&ϮϬ design feasibility and planning-level cost estimates. Projects will be summarized the Strategy and Project Selection Memorandum. Subtask 6.03 – Policy and Procedure Recommendations In addition to infrastructure recommendations, CONSULTANT will also identify strategies to advance the City’s goal of reaching zero roadway fatalities and respond to emphasis areas identified through the safety analysis. CONSULTANT will summarize programmatic approaches, policy recommendation, and procedure updates to better integrate safety into the City’s regular practice. Recommendations will be informed by the findings of Task 3, the results of the safety analysis, and information gathered through the task force and public engagement activities. Identified strategies will be summarized in a tabular format organized by the Safe System guiding principles and include information about project partners, responsibility, and priority, and included as part of the Strategy and Project Selection Memorandum. CONSULTANT will make recommendations to streamline and enhance regional procedures related to incentivizing and prioritizing complete and safer streets. Subtask 6.04 – Prioritization Projects and strategies will undergo a prioritization process. CONSULTANT will apply custom scoring criteria to elevate projects with higher cost/benefit ratios, equity impact, high-injury network proximity, high-risk network proximity, and City support. CONSULTANT will identify opportunities to group projects into packages that build toward a holistic, safe-systems approach, as well as opportunities to align with planned or programmed projects. Subtask 6.05 – Progress and Tracking In alignment with identified countermeasures and recommended strategies, CONSULTANT will identify performance measures that align with City priorities, state and federal guidance, and City goals. Performance measures are expected to rely on readily available data and allow for meaningful tracking of progress over time. CONSULTANT will also identify a recommended monitoring strategy, including the method and frequency for providing regular updates to the public. Subtask 6.06 – Countermeasure Toolkit To further institutionalize recommendations, the CONSULTANT will develop a safety countermeasures toolkit. CONSULTANT will identify the most impactful countermeasures, connect them to prevailing crash types within the City, and detail design and implement considerations. The toolkit will be created in such a way that it can be used to inform local design standards or guidelines changes as well as to provide a reference for identifying potential safety improvements for future projects. CONSULTANT will summarize the findings of the data analysis and policy reviews, as well as all engagement and outreach efforts. The document will clearly identify the projects and programs, both short- and long-term, that can be implemented to align with the Safe Systems approach and reduce fatal and serious injuries. Subtask 7.02 – Final Safety Action Plan CONSULTANT will revise the draft Safety Action Plan based on City and task force comments. In addition to the final document, CONSULTANT will develop materials for presentations/report-outs to the City Council, with the ultimate goal of plan adoption.
