On 09-17-2025 at approximately 2215 hours I was dispatched to a collision that occurred at the Evergreen Terrace Apartments (3036 NE 15th St). The collision occurred prior and the victim, later identified by WA DOS as Naaman Hughes (DOB 08-29-1973), requested phone contact. Via phone and in person contact, Naaman explained that he last saw his vehicle parallel parked in the complex without damage at approximately 1230 hours today. At approximately 1700 hours, he walked to get his mail and noticed a known neighbor walking around her vehicle (unit 1) and looking at the rear bumper. Unit 1 was parked directly in front of his vehicle. He noticed new damage to his vehicle and stated the neighbor made no attempt to contact him or leave a note. He also did not attempt to speak to her while outside. He described her as an older Hispanic female, average height, long brown hair, wearing dark clothes. He told me she recently moved into unit#A in the 3045 building. I photographed both vehicles and attempted contact at 3045 #A. No one answered the door. I provided Naaman with my business card and case number. I placed a duplicate card on the driver door of unit 1. Unit 2 is not drivable, as the front bumper is now touching the front driver's side tire. Unit 1 appears drivable. There are no wishes to pursue criminal charges for hit and run at this time, only a request for the unit 1's insurance/contact information. During this incident I was equipped with body-worn camera which records both audio and video. Portions of the incident were recorded. This report is merely a summary of the incident and is not intended to be an exact transcription of the entire investigation or what may have been captured with the recording system.
