On 09/13/2025 at approximately 2140 hours, I responded to Hit and Run report which occurred in the
parking lot of Fortune Casino, 111 S 3rD ST in the City of Renton, County of King, and the State of
Washington. Dispatch advised suspect has left the scene and there was possible surveillance footage.
Upon my arrival on scene, I was flagged down by registered owner ROSS, ROBERT CORTEZ(DOB
12-06-1969)of Unit 2 which was a 2011 purple Ford Fusion bearing the license plate of(CSY4961).There
was minimal visible damage.
Ross advised that he did not witness the incident and was informed by the staff,who were informed via
third party relay from an unknown subject,who was no longer on scene.This was reviewed and
confirmed via collected CCTV footage by onsite security and PD was notified.
Upon reviewing collected footage,the second involved, Unit 1,was identified as a white 1992 Chevrolet
G20 Motorhome bearing the license plate of(AHZ2466). In the footage, around 1743 hours on
09/12/2025, Unit 1 enters the parking lot and parks in the east parking lot.An Asian male in tattered jeans
and a light-colored t-shirt comes out and puts on a blue baseball cap and enters the casino premises.
This subject walks inside the casino, conducts his business and is seen leaving the establishment
around 2050 hours.Shortly after,the suspect reenters Unit 1 and backs out of the parking spot, colliding
into the back passenger bumper of Unit 2 and without making any attempt at stopping or exiting his
vehicle to exchange information, leaves the immediate area.
The onsite staff and surveillance manager FINKELSHTEYN,VLADIMIR(DOB 01-06-1974),were familiar
with this member as he was a frequent customer of Fortune Casino.The subject was identified as
TRUONG, DANH VAN (DOB 12-01-1954). 1 further verified the suspects identity by visually confirming that
the same subject that was the sole occupant of Unit 1,was the same subject which was seen in the
casino via WA DOL return picture and further confirmed by security and staff.
Utilizing police databases I was able to find a phone number related to Truong. I was unable to contact
Truong and left a voicemail regarding the situation.
I spoke to victim and registered owner of Unit 2, Ross. Ross was provided the relating case number and
pictures of the damage to his vehicle were collected on scene.
This incident occurred in the sCity of Renton,King County,Washington State.

TRUONG, DANH VAN (DOB 12-01-1954)will be charged with RCW 46.52.010 Hit and Run Unattended as
Truong,the operator of Unit 1, in the moment of a collision as stated by RCW shall immediately stop and
shall then and there either Locate and notify the operator or owner of such vehicle of the name and
address of the operator and owner of the vehicle striking the unattended vehicle or shall leave in a
conspicuous place in the vehicle struck a written notice.As recorded of CCTV cameras, post the
collision with Unit 2,Truong made no effort in leaving a written notice and instead immediately flees the
area. Due to this he will be receiving the relating citation of(5A0631903)for RCW 46.52.010 Hit and Run.
The incident was captured on my body worn camera, an additional AXON link was sent to the
surveillance manager.
My involvement in this case was captured on my department-issued Axon body camera.This report is a
summary of events that occurred and is not an exact sequencing of events. Statements have been
paraphrased and summarized.At the time of this call, I was in a full police uniform equipped with a
Renton Police badge and police patches.
This concludes my involvement with this case.
