ADVISORY NOTES TO APPLICANT
The following notes are supplemental information provided in conjunction with the administrative land use action.
Because these notes are provided as information only, they are not subject to the appeal process for the land use
action.
Planning:

1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division.
2. Commercial, multi-family, new single family and other nonresidential construction activities shall be
restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through
Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock
(8:00) p.m. No work shall be permitted on Sundays.
3. This permit is shall comply with the Bald and Golden Eagle Protection Act. The permitted is responsible for
adhering to the U.S. Fish and Wildlife Service National Bald Eagle Management Guidelines (2007) and /or
your U.S. Fish and Wildlife Service permit.

NOTE: The applicant is cautioned that information contained in this summary is preliminary and non-binding and
may be subject to modification and/or concurrence by official City decision-makers. Review comments may also
need to be revised based on site planning and other design changes required by City staff or made by the
applicant.
I have reviewed the application for the Kennydale Lakeline Sanitary Sewer projectand have the following
comments:
EXISTING CONDITIONS
The project site consists of several properties from 2725 Mountain View Ave N to 3905 Lake Washington Blvd N.
Water The project is within the City of Renton’s water service area.
Sewer The project is within the City of Renton’s sanitary sewer service area. There is an existing 8-inch cast iron
wastewater forcemain located in Lake Washington (see City plan no. S-015816). There are also several
existing 8-inch gravity mains located in Lake Washington Blvd N (see City plan no. S-01140B, S-01140C,
S-012602, and S-014206).
Storm The site contains regulated shoreline, localized erosion hazard, steep slopes, and is within Wellhead
Protection Zone 2.
Streets Lake Washington Blvd N is a Neighborhood Collector Arterial with an existing right-of-way width of 60.0 ft
and Mountain View Ave N is a Limited Residential Access with an existing right-of-way width of 20.0 ft.
SEWER COMMENTS
1. The project is proposing to replace the existing side sewers of several residences along the waterfront that are
draining to a wastewater main located in Lake Washington, so that they drain to newly constructed mains in Mountain
View Ave N. All new sewer stubs shall conform to the standards in RMC 4-6-040 and City of Renton Standard Details.
a. The applicant has submitted a 60% civil design set dated December 2024 showing the sewer stubs and
forecemain which is conceptually acceptable.

2. A minimum 15-foot-wide public sewer easement will be required over all facilities on private property that will be
maintained by the City.
a. The applicant has not provided a 15-foot-wide sanitary easement across King County Parks parcels
#3124059004 and #3224059005 but has informed us that they will be doing a TCE that will be modified
post construction. Applicant to put this language on the plans indicating King County permanent
easement approval at time of Civil Construction Permit submittal. The sanitary sewer easement shall
be sufficient to allow for operation and maintenance of the low-pressure grinder pump systems and
associated electrical.
SURFACE WATER COMMENTS
1. Critical areas on-site that may affect stormwater review include regulated (steep) slopes, erosion hazard areas,
wellhead protection zones, landslide areas, and regulated shoreline.
a. A Lake Study by Confluence Environmental Company dated May 2025 has been provided which outlines
prescriptive measures that reduce or eliminate loss of ecological function. This is conceptually
acceptable.
b. A Vegetation Management Plan by Confluence Environmental Company & Tree Solutions Inc dated May
2025 has been provided with outlines preservation and establishment of new vegetation. This is
conceptually acceptable.
c. A draft geotechnical report by Shannon & Wilson dated December 2024 has been provided which
recommends further investigation. An updated report with more information at the ILS installations
shall be provided at time of Civil Construction Permit submittal.
2. Erosion control measures to meet the City requirements shall be provided.
a. A project narrative and code consistency analysis by Confluence Environmental Company dated May
2025 has been provided which outlines erosion control measures. This is conceptually acceptable.
3. Outside of erosion control, there are no expected surface water requirements, as impervious surface removed for the
sole purpose of installing utilities does not count towards the threshold.
TRANSPORTATION COMMENTS
1. Paving and trench restoration shall comply with the City’s Trench Restoration and Overlay Requirements.
a. The applicant has submitted a 60% civil design set dated December 2024 showing pavement
restoration which is conceptually acceptable.
2. There are no other expected transportation requirements for the scope of work shown in the submitted documents.
GENERAL COMMENTS
1. All proposed utility lines (i.e. electrical, phone, and cable services, etc.) along property frontage or within the site
must be underground. The construction of these franchise utilities must be inspected and approved by a City of
Renton inspector.
2. Maximum exposed retaining wall height is 6-ft and shall be setback a minimum of 3-ft from the right-of-way as
outlined in RMC 4-4-040 – Fences, Hedges and Retaining Walls. a. Show all retaining walls on profile view. No walls
shall be greater than 6’.
3. Retaining walls that are 4’ or taller from bottom of footing and stormwater detention vaults will require a separate
building permit. Structural calculations and plans prepared by a licensed engineer will be required as part of the
building permit review.
4. Adequate separation between utilities as well as other features shall be provided in accordance with code
requirements:
a. Provide rim and invert elevations on all drainage and sewer structures.
b. 7-ft minimum horizontal and 1-ft vertical separation between storm and other utilities is required except for
water lines which require 10-ft horizontal and 1.5-ft vertical.
c. The stormwater line should be minimum 5 feet away from any other structure or wall or building.
d. Trench of any utility should not be in the zone of influence of the retaining wall or of the building.

5. All civil construction permits for utility and street improvements will require separate plan submittals. All utility plans
shall confirm to the Renton Drafting Standards. A licensed Civil Engineer shall prepare the civil plans. Please visit the
Development Engineering Forms page for the most up-to-date plan submittal requirements.
6. A landscaping plan shall be included with the civil plan submittal. Each plan shall be on separate sheets.
