Fire department apparatus access roadways are required within 150-feet of all points on the building. Site plan as shown does not meet this requirement. Fire lane signage required for the onsite roadway. Required turning radius are 25-feet inside and 45-feet outside. Roadways shall be a minimum of 20-feet wide. Roadways shall support a minimum of a 30-ton vehicle and 75-psi point loading. An approved fire apparatus turnaround is required to be provided near the southeast corner of the project and is not shown. Response from Civil Engineer: All fire department apparatus access roadways have been added to the SP-01 sheet. The parking lot has been modified to provide 25-feet inside and 45-feet outside turning radii. Roadways have been modified to be 20-feet wide minimum. Pavement design to support a 30-ton vehicle and 75-psi point loading will be prepared during construction documents. SCJ coordinated fire truck turnaround access with Corey Thomas from Renton Regional Fire Authority. He has provided his approval in email; see enclosed correspondence below. Master Application 2. Portions of the access driveway are located on the abutting property at 4512 Talbot Rd S and considered offsite. The abutting property owner must be a party on the master application with a notarized signature. Revised Master Applications are now included. Number of Units 3. Provide a consistent number of assisted living units and memory care units throughout the application materials. The following conflicts were identified: All instances below have been addressed and revised materials are included with this submittal. a. Master Application – 135 dwelling units b. Project Narrative - 117 assisted living units / 19 memory care units c. Environmental Checklist – Pg. 3 – 80 assisted living units / 54 memory care units; Pgs. 12&13 – 80 assisted living units / 54 beds, 38 memory care units / 33 dwelling units d. Traffic Impact Analysis – 142 room/beds e. Assisted living units must include a full kitchen (sink, oven or range, and refrigerator) or a kitchenette, a bathroom, and living area. Provide all assisted living units with cooking facilities as many are shown without accommodations. Response from Architect: This has been addressed – all Assisted Living units will be equipped with either a full kitchen or a kitchenette, bathroom, and living area. Updated floorplans included. Drainage Report 5. All On-Site BMPs must be discussed in the report with valid infeasibility criteria listed for each On-Site BMP not utilized as part of the proposed redevelopment. The submitted report does not provide adequate discussion for on-site BMPs. Response from Civil Engineer: All on-site BMPs have been discussed with valid infeasibility criteria in Section 4.4 of the drainage report. 6. The submitted report does not include discussion with regards to the open-bottom Stormcapture units identified in the Geotechnical Addendum dated January 3, 2018. The Geotechnical Addendum discusses the proposed vault being utilized as a limited infiltration vault; there is no discussion in the drainage report to this effect. Note that only infiltration facilities designed in accordance with Section 5.2 of the SWDM provide exemption from the application of On-Site BMPs (reference Section 1.2.9 – Exemption from Core Requirement #9). Additionally, infiltration facilities require a minimum of 3-ft between the bottom of the facility and the high ground water table. Recommend a close-bottom system due to the high groundwater present on-site as noted in the Geotechnical report. Response from Civil Engineer: Due to the high groundwater, and the site not being suitable for infiltration, the StormCapture vault will be equipped with a solid bottom. This discussion has been added to Section 1.3 and Section 4.5 of the drainage report. 7. The WWHM report submitted for the StormCapture system utilizes a rectangular weir with notch dimensions that likely cannot be constructed. The applicant will need to provide an updated model demonstrating a constructible orifice structure. I understand that the final design may change as we review the civil plans, but the vault is fairly constricted already between the utilities, property lines and the building. We will want to make sure it will still be able to fit if they need to enlarge the vault. Response from Civil Engineer: The WWHM model has been updated to demonstrate that the vault will have 3 – circular constructible orifices instead of the rectangular weir. Civil Plans 8. The civil plans do not provide the required fire lane and turnaround. Response from Civil Engineer: The civil plans have been revised to reflect this comment, see sheet SP-01. The proposed water main must be located a minimum of 10-ft from the building and the proposed retaining walls, and should not be installed through or under retaining walls. Preference would be to loop the water main back to the existing 16-inch main in Talbot Road S and eliminate the connection to the existing stub at the South property line. See attached redlines to the water plans. Response from Civil Engineer: The water main has been revised to reflect this comment, see sheet UT-01. 10. The property line between parcel #3123059094 and 3123059069 is not consistent with the provided Survey plan. This may affect the setbacks of the parking area from the property line. Response from Civil Engineer: The property line appeared to be accurate compared to the survey, however the bearing and RJ Development 401 Central St SE – Olympia, WA 98501 (360-528-3343) – www.rjdevelopment.com distance was labeled in two segments which could have caused confusion. The parcel line is now labeled with one bearing and distance that matches the survey. 11. Minimum setback is 10-ft from the proposed storm vault to the adjacent building setback line. Response from Civil Engineer: The plans have been revised to reflect this comment. Traffic Analysis 12. Update the Traffic Impact Analysis using the current version of the ITE Manual (10th Edition). This has been addressed and revised materials are included with this submittal. 13. Update traffic analysis to reflect actual number of beds.
