Unless otherwise noted,the following occurred within the city limits of Renton, county of King, state of
Washington.
On 08/23/2025, 1 was working as a uniformed police officer for the city of Renton.At approximately 1802
hours, I was dispatched to a hit-and-run collision report at Gene Coulon Boat Launch, 1201 Lake Washington
Blvd N. Portions of my involvement in the incident were captured on my department-issued bodycam.Any s
tatements referred to have been paraphrased and summarized.
While enroute, dispatch relayed that about 30 to 40 minutes prior to calling 911,the reporting party's vehicle
was hit while parked at the boat launch.
The information of the involved vehicles was provided and is listed below:
Unit 1—white 2017 Chevrolet Suburban, WA lic/BLL7201 (VIN/1GNSKHKC3HR173020).
Registered to Ernie B Hooker(09/26/1958).
Unit 2—black 2022 Audi RS5, WA lic/CNK3894 (VIN/WUAAWCF59NA902108).
Registered to the reporting party/victim:Yihan Lin (03/19/1997—WA DOL photo).
When I arrived on scene, 1 located Yihan and received her account of what happened,the synopsis of which is
summarized below:
She was out of her vehicle enjoying the park at the time of the collision. She did not directly witness
the collision. When she returned, she observed new damage on the driver side of her vehicle. Not long
after, she was approached by a witness to the collision that informed her they had photos of the
collision seconds after it happened.That witness also captured photos of the suspect vehicle driver
after they exited to survey the damages. She advised that whoever struck her vehicle did not leave any
sort of correspondence on her vehicle, nor was she ever contacted by such person.
I informed her that while 1 would try to solve this issue by first getting ahold of the registered owner, I also had
probable cause for the crime of hit-and-run (unattended)—RCW 46.52.010. She stated she was willing to press

charges if I was unable to get ahold of the driver of unit 1.
I provided her an Axon citizen link,which she later uploaded the photos to. I reviewed those photos and
observed that the suspect vehicle driver appears to resemble Ernie.
I was able to locate a phone number for Ernie in a law enforcement database. I was unable to reach him at the
number and opted to leave him a voicemail. In said voicemail, I advised him of the situation. I requested he
call back at the non-emergency phone number(which I provided) so he could provide his insurance
information, or lack thereof.
As of this date (09/02/2025), 1 have not received, nor been made aware of any correspondence from Ernie. I
checked the case number on dispatch and did not see any cross-referenced follow-up calls from the phone
number. Finally, I did not locate any phone calls from the number at any valley agency going all the way back
to 01/01/2021.The phone number was located in Ernie's most recent listing in the database from 2019, so it is
plausible that the number is no longer associated with him.
On 09/20/2025, 1 attempted one last time to get ahold of him. I was able to find a phone number from a listing
in 2024(same database). I was sent to voicemail but left a message. He quickly called back and provided me
with the needed information.
I then contacted Yihan and tried to provide her with what was needed; however, she mentioned that one way
or another, her insurance company was able to reach out to Ernie's, and she did not need any other
assistance.
Nothing further. No follow-up required.
