Unless otherwise noted, all events took place in the City of Renton, in the County of King, in the State of
Washington.
This report is a summary of events that occurred and is not an exact sequencing of events.
On 09/18/2025 at approximately 1959 hours I was dispatched to a recent hit and run that occurred in the
emergency room parking garage, level 2, at Valley Medical center located at 400 S 43rd St in the city of
Renton, King County, WA.
I contacted the victim driver, identified by her WADL as Kirk, Christine D DOB 05/19/1988 who informed me
she parked her white 2021 Toyota Camry with WA LIC A8694132 at approximately 1700 hours and returned to
her vehicle around 1945 hours. When she returned, she noticed that her rear passenger bumper had been hit
and now had a basketball sized dent on it plus paint damage.
Kirk did not see who hit her vehicle and no note was left with it.Valley Medical Center security was able to
review video from the garage and find the suspect vehicle, a silver 2012 Jeep Patriot with WA LIC CGJ3049.The
vehicle was driven by an older male and shows him backing into Kirk's car with the rear driver side bumper of
his car. He is then seen leaving the scene without any attempt to make contact or exchange information.
The vehicle is registered to Hills, Kathryn DOB 12/10/1985 at an address in Kent, WA.A DOL records check
showed an older male who appeared similar to the driver of the suspect vehicle, later identified by his WADL,
as Hills,Tracy E DOB 12/19/1969, lived at the same address. I contacted Hills at his address where he told me
he was driving the vehicle at Valley Medical Center and that he did hit Kirk's vehicle in the parking garage. Hills
stated he did not have motor vehicle insurance.The vehicle was not on location at the time contact was made.
Photos of Kirk's vehicle and video of the incident were taken with my department issued cell phone and
uploaded to Axon.
Because Hills,Tracy E DOB 12/19/1969 told me he was driving the silver 2012 Jeep Patriot with WA LIC
CGJ3049 and that he did back into Kirk's car and this was all captured on video surveillance at Valley Medical
Center, I found probable cause to cite Hills,Tracy E for 46.52.010 duty on striking an unattended car or other
property(hit and run)for running into Kirk's white 2021 Toyota Camry with WA LIC A8694132 and not
stopping to exchange or provide personal information.
This incident occurred in the sCity of Renton,King County,Washington State.
