EG27629 CASE# 25-7697 DATE AND TIME +OF COLLISION 09/03/25 23:05 NARRATIVE 25-7697 Unless otherwise stated, the following occurred in the City of Renton, County of King, State of Washington. On 09/03/2024 at approximately 2305 hours, I was dispatched to a two-vehicle collision with reports of injury at the intersection of 108th AVE SE and SE Petrovitsky RD. Upon arrival, I contacted the involved parties and determined that the drivers of Unit#1 and Unit#2 were both non-English speaking and required language line services. The Renton Regional Fire Authority (RRFA) arrived on scene and evaluated the driver of Unit#2 for reports of injury to his head and stomach. RRFA evaluated the driver of Unit#1 for reports of left knee pain. RRFA released all involved parties at the scene. While on scene, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 said he did not have insurance. The driver of Unit#1 said he was the sole occupant of his vehicle and was stopped at the red light facing westbound in the 10800 block of SE Petrovitsky RD. He was waiting for the light to turn green when an ambulance came through the intersection, he got confused and decided to proceed forward through his red light. The driver of Unit#1 collided with the front of Unit#2 causing moderate damage to the front of Unit#1. The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling eastbound in the 10800 block of SE Petrovitsky RD. He had a green turn signal light to turn northbound. As he proceeded through the intersection, the driver of Unit#1 struck the front end of his vehicle causing moderate damage to the front of Unit#2. RCW 46.61.055 traffic control signal legend states, "Whenever traffic is controlled by traffic control signals exhibiting different colored lights, or colored lighted arrows, successively one at a time or in combination, only the colors green, red and yellow shall be used, except for special pedestrian signals carrying a word or legend, and said lights shall indicate and apply to drivers of vehicles, pedestrians, and personal delivery devices, as follows: (3) Steady red indication (a) Vehicle operators facing a steady circular red signal alone shall stop at a clearly marked stop line, but if none, before entering the crosswalk on the near side of the intersection or, if none, then before entering the intersection control area and shall remain standing until an indication to proceed is shown". Based on the above statements, I determined that the Driver of Unit #1 is the proximate cause for the collision due to failure to obey the traffic legend. I cited the driver of Unit#1 for via mail for failure to obey traffic legend and operating a motor vehicle without insurance. Both involved vehicles were towed by Bankers Towing. An exchange of information was provided to all involved parties via email.
