NARRATIVE
On 09/04/2025 at approximately 1106 hours, I was dispatched to an injury and blocking vehicle
collision at the intersection SE Petrovitsky Rd and 118th AVE SE, within the City Limits of Renton,
County of King, State of Washington.
While en route, dispatch advised that a child and female may be laying on the ground.
Upon my arrival, I confirmed that the driver of Unit#1 was not complaining of pain and the passenger
and baby of Unit#2 was complaining of pain. RRFA had already responded and evaluated the
involved parties prior to my arrival. All parties including the toddler were treated at the scene and
released by RRFA. While on scene, 1 was able to collect each involved party's information and
independent summary of the events leading up to the collision.
The driver of Unit#1 said she was traveling southbound on 118th AVE SE and had approached the
stop-sign controlled intersecting roadway of SE Petrovitsky RD. The driver of Unit#1 stated that she
was intending to make a left turn at the intersection to proceed eastbound SE Petrovitsky RD. The
driver of Unit#1 stated that she stopped at the intersection to yield to approaching traffic. The driver
of Unit#1 stated that she believed traffic was clear and began to turn out into the roadway. The driver
of Unit#1 stated that she took the turn when Unit#2 then suddenly appeared. Both Unit#1 and Unit
#2 collided in the roadway causing significant damage to the overall vehicle of Unit#1.
The driver of Unit#2 said he was was traveling eastbound on SE Petrovitsky RD approaching the
intersection of 118th AVE SE where Unit#1 was located. The driver of Unit#2 stated he was
intending to continue straight on the intersection for his direction of travel. The driver of Unit#2 stated
that upon reaching the intersecting driveway, Unit#1 failed to yield to his vehicle at the intersection.
The driver of Unit#1 was unable to avoid the collision and subsequently collided into Unit#1 causing
significant damage to the front of Unit#2.
Based on the above statements, 1 determined that the Driver of Unit#1 (Garber) is the proximate
cause for the cause of collision as Garber did not grant the right of way to traffic already in the
roadway and underway. Garber violated RCW 46.61.190(2) as every driver of a vehicle approaching
an intersecting roadway shall stop where the driver has a view of approaching traffic on the
intersecting roadway before entering the roadway, and after having stopped shall yield the right-of-
way to any vehicle in the intersection or approaching on another roadway so closely as to constitute
an immediate hazard during the time when such driver is moving across or within the intersection or
junction of roadways.
I cited Garber via mail for Failing to Stop/Yield at an intersection causing a collision.
Unit#1 had extensive damaged all over the vehicle. The vehicle spun around a few times and hit a
stop sign, jumped over a curb and ended up in a small ditch. The vehicle's tires were popped and the
back windshield was shattered. Due to the extensive damage, the vehicle was towed from the scene.
Unit#2 had extensive damage to the front of the vehicle and several liquids were leaking from the
engine. The vehicle had to be towed due to the extensive damage.
