EG30791 CASE# 25-7973 OATS OF COLLI r�510NN + 09/13/25 06:24 L1 NARRATIVE 25-7973 This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. On 09-13-2025 1 was working as a police officer in a fully marked, department issued uniform, patrolling in a marked police vehicle for the city of Renton. At approximately 0629 hours I was dispatched to a blocking accident at the intersection of SW Grady Way/Rainier Ave S, City of Renton, County of King, State of Washington. I gathered from the call notes, there was a two-motor vehicle collision near the roadway and no injuries were involved. Dispatch advised that the two vehicles involved were a white Honda CRV and a white Nissan sedan. I arrived on scene and observed a blocking accident in the middle of the left turn lane at the described intersection. The two vehicles were a white 2000 Honda CRV (license plate#BPW8010/WA) and a gray 2018 Nissan Altima (license plate#CRF4994/WA). The Honda had obvious rear driver's side damage, and the Altima had obvious front passenger side damage. The Honda's rear bumper had broken off from the frame, and the Altima had glass broken from the front passenger headlight being broken from the collision. I walked up to the Altima's driver side door and the window was tinted which made it hard to observe who was in the driver's seat. After further examination, it appeared the driver was asleep. Other officers and I knocked on the window and after several attempts he awoke. The driver of the Altima was later positively identified as Darren M. Davis (DOB 08-13-2004) via WADL. As 1 briefly spoke with Darren, he had glossy eyes, appeared disoriented, and 1 smelled the odor of marijuana come from the vehicle. Darren had admitted to ingesting marijuana recently, so another officer asked him to perform Standardized Field Sobriety Testing (SFST's) which he voluntarily did. This concludes my interaction with Darren. During my brief interaction with Darren, he had admitted to me that he was tired and did not recall being involved in a collision. I contacted the driver of the Honda and positively identified him as Kim K. Oung (DOB 12-10-1965) via WADL. During my interaction with Kim, there was a minor language barrier, but I was able to get his account of the collision in English. Kim advised the following occurred: Kim was in the number one lane to turn westbound onto SW Grady Way from Rainier Ave S. Kim observed two vehicles ahead of him pass the Altima described above on the right because it was stationary in the middle of the lane with a green arrow present. Kim changed lanes to lane two in an attempt to pass the Altima. Kim attempted to change lanes back into lane one to pass the Altima, and as he changed lanes the Altima drove into the rear of Kim's vehicle. When Kim exited his vehicle to check on Darren, Kim observed Darren in the driver seat asleep at the wheel. Kim described Darren having both eyes closed and sound asleep. I was able to gather Kim and Darren's driver license information, vehicle registration paperwork, vehicle insurance, and phone numbers for an exchange of information form. The other officers who were with Darren, did not develop probable cause to believe that Darren was Driving Under the Influence (DUI). I gave Kim a copy of the case number to reference this incident. Kim's vehicle was not disabled and he left the scene. Another officer relocated Darren's vehicle to the Walmart parking lot with Darren's permission. Darren was advised to sleep in his car or have a family member pick him up to avoid falling asleep at the wheel again. I advised Darren that he would receive a Sector citation in the mail for Dangerously Distracted Driving (RCW 46.61.673), because he fell asleep at the wheel which made him incapable of safely operating his motor vehicle.
