NARRATIVE
25-7905 ACC
On 9/10/2025 1 was working as a uniformed patrol officer and driving a marked patrol vehicle for the
City of Renton. I was dispatched to a report of a two-vehicle, non-injury, non-blocking collision near
18326 108th PI SE Renton/King/WA.
I arrived on scene and located both parties, they both confirmed there was no injury.
The driver of the 2018 Hyundai Tucson WA/BZJ1066, was identified by his WADL as Steven R Bates
DOB: 2/7/1955. Steven said that he had pulled out of his driveway and was pulling up to get his mail
near the roundabout. He said that as he began to pull away, he realized that his brakes were not
working. Steven said that he tried to apply brakes several times but was not getting any results, so he
put his vehicle in neutral. He said that he then struck Unit 2 as it was preparing to move through the
roundabout. There was damage to the front bumper of the Hyundai.
As I looked inside the Tucson, I was able to see that the entire front passenger seat and backseat
were filled with trash. There were bottles of water, cups, boxes, bags, and numerous other items that
filled the vehicle up to the headrests of the seats. I could see that there was a large amount of trash
on the flood boards of the driver's area as well. I asked Steven if there was trash under the brake
pedal that was stopping if from being depressed and he said no. I could see there was trash behind
the brake pedal to include what appeared to be newspaper.
The interior of Stevens vehicle was captured on my Axon body camera.
The driver of the 2024 Lexus TX WA/CPB5205 was identified by his WADL as Tien Q Le DOB:
11/25/1989. Tien said that he was backing out of his driveway and was beginning o drive off when he
was struck by Unit 1. There was damage to the front driver side bumper and quarter panel of the
Lexus. None of Tien's passengers reported any injuries.
Due to the large amount of trash inside Steven's vehicle as well as the large amount of trash on the
floorboards of the driver's seat and behind the pedals I cited Steven for 46.37.010 Moving an Unsafe
Vehicle or Vehicle with Defective Equipment under Sector citation #5A0723016. This citation should
be mailed to Steven.
