RE: Justification for Not Including a Separate Traffic Memo in CUP Application

Dear Planning Division,
As part of our Conditional Use Permit (CUP) application for the above-referenced property,
we respectfully submit this letter to clarify why a separate Traffic Impact Memorandum is not
included with our submittal.
The proposed use of the site is as a community-oriented multi-purpose center for weekend-only
programs. These include youth education, cultural gatherings, family workshops, and enrichment
events. Our regular programming is limited to weekends between the hours of 6:00 PM and 10:00 PM,
outside of traditional business and peak traffic hours.
We believe a separate traffic memo is unnecessary for the following reasons:
1. Off-Peak, Limited Hours of Operation:
All activities take place only on weekends, during evening hours (6 PM – 10 PM). This schedule
avoids peak weekday commuting traffic and is unlikely to create any measurable traffic congestion.
2. No Change to Building Footprint or Use Intensity:
There is no new construction and no change in the overall square footage or parking availability.
3. Small-Scale, Family-Focused Programs:
Events are modest in scale, oriented toward families with children. Attendance is managed and
monitored by volunteers, and events are spaced to avoid overlap with other suite occupants.
4. Pre-Application Feedback:
In consultation with City planning staff, no separate traffic study was indicated as required.
5. Adequate Parking On-Site:
The property includes sufficient on-site parking and clearly marked drive aisles, with no impact
on public right-of-way or surrounding traffic circulation.
We respectfully request that this letter be accepted in lieu of a formal traffic memo for the purposes
of our CUP application. Should the City later determine that a brief third-party review is necessary,
we are open to further discussion.

inclusive community space for the Renton area.
