HomeMy WebLinkAboutRe-Notice_Project Acceptance_20250930 RE-NOTICE OF APPLICATION AND PROPOSED DETERMINATION OF NON-SIGNIFICANCE (DNS) A Master Application has been filed and accepted with the Department of Community & Economic Development (CED) – Planning Division of the City of Renton. The following briefly describes the application and the necessary Public Approvals. A Notice of Application, dated March 13, 2024, was originally issued as a standard Notice of Application without the Optional DNS process. During the course of project review, it was determined that an Environmental Review is required. As a result, a revised notice is being issued that includes the Optional DNS process and provides a two-week public comment period. See also https://rb.gy/hxahpp  PROJECT DESCRIPTION: The applicant is requesting preliminary short plat approval, street modification approval, and Environmental (SEPA) Review to subdivide a property into six (6) residential lots and two (2) tracts. The project site (Tax Parcel 1123059068) is located at 5815 NE 8th St and totals approximately 84,070 square foot (1.93 acres) in area and is zoned Residential-4 (R-4). The project site slopes down to the east gently. The proposed residential lots range in size from 9,010 square feet to 9,596 square feet in area. Tract A is proposed as a 12,708 square foot combination stormwater and shared driveway tract and Tract B is proposed as a 3,329 square foot tree retention tract. The property is bordered to the north by NE 8th St. The applicant is requesting a street modification to reduce the amount of right-of-way dedication needed to complete the roadway improvements on NE 8th St. Access to the site is proposed via a new half street extension of Pasco Pl NE and a shared driveway with a hammerhead turnaround. Two wetlands have been identified on the project site, Wetland A is a 522 square feet Category IV wetland located on the southeast portion of the project site and Wetland B is a 469 square foot Category IV wetland located on the west portion of the project site. Both wetlands would have a standard buffer of fifty feet (50'). The applicant is proposing to fill both wetlands and mitigate for the wetland fill through the purchase of credits from through the King County In-Lieu Fee Mitigation Program.  DATE OF APPLICATION: March 1, 2024  NOTICE OF INITIAL COMPLETE APPLICATION: March 1, 2024  OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS. Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist   Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC 4-9-070 and other applicable codes and regulations as appropriate.   Proposed Mitigation Measures: No mitigation measures are proposed at the time of this posting.  Comments on the above application must be submitted in writing by 5:00 PM on October 14, 2025.
