While working I was dispatched to a hit and run at 1034 Kirkland Ave NE, located in the City of Renton, King County, Washington. The notes of the call stated that approximately eight minutes prior a white sedan struck two of the reporting party's parked vehicles. The vehicle was last seen driving towards Mcknight Middle School. While enroute to the call a separate party called stating that he observed a white sedan with significant damage pulling into the parking garage of Astra Apartments, located at 2955 NE 11th ST. The driver was described as a younger Hispanic male with dark hair. I initially responded to the Astra Apartments in hopes of locating the suspect. I located the suspect vehicle, a white 2017 Toyota Camry (WA LIC: CTT0024). The vehicle was parked in parking space 197, located in the main garage of the Astra Apartments. I observed that the vehicle had significant front-end damage, specifically to the front passenger side bumper. The vehicle appeared to have collided at a high rate of speed based upon the damage. I observed that the vehicle had dark green paint transfers on the passenger side front bumper, indicating that the vehicle struck a dark green vehicle. I took photos of the damage and uploaded the photos to Evidence.com. I ran the plate of the vehicle; the registered owner of the vehicle was identified as Kenia Y. Marquez- Garcia (DOB: 08/11/1992) through WA DOL. Her listed DOL address was 651 Ferndale CT NE, Unit B. I had other Officers attempt to check this address for a possible suspect. I relocated to the call location/collision location. I found that two vehicles had been struck, a dark green 1999 Honda CRV (WA LIC: CKT8274), and a silver 2007 Honda Accord (WA LIC: CHM7058). The CRV had been struck on the rear driver's side rear bumper and pushed into the Honda Accord, damaging the rear bumper of the Accord. The CRV had been pushed nearly to a 90-degree angle with the rear bumper partially in the roadway, indicating that it had been struck at a significant speed. I spoke with the victim of the incident, identified as Hector Beta ncou rt-Gomez (DOB: 11/21/1975) through his WA DL. Hector reported that he owns both vehicles and they were legally parked facing northbound and unoccupied in front of his residence. Hector had been sleeping in his residence when he heard a loud crash. Hector went outside and observed a white sedan driving northbound on Kirkland Ave NE directly after the collision. Hector reported that the CRV had been parked several feet away from the Accord. The collision had enough force to push the parked CRV several feet into the Accord. Hector reported that he wanted to pursue charges for Hit and Run. I took photos of the damage to both vehicles and uploaded them to Evidence.com. I contacted the party who observed the vehicle entering the Astra Apartments, identified as Phillip Brian. Phillip reported that he had been pulling into the main entrance of Astra Apartments when he observed a white sedan with extreme front-end damage pulling into the garage behind him. Brian reported that he believed that vehicle was a Toyota sedan. Brian did not get a good look at the driver but stated that it appeared to be a younger Hispanic male with dark hair. Brian did not have any further information. I called the Astra Apartments leasing Office and left a message regarding possible camera footage or the apartment the Camry was associated with. On 09/22/2025 at 1239 hours the leasing manager of Astra Apartments, identified as Karla Gonzales-Flores called to report that there was footage of the vehicle entering the garage and the vehicle was registered to unit A-619. I did not take this call as I was not working but I was relayed the information by another Officer. On 09/24/2025 at 1941 hours I contacted Karla via phone, Karla reported that she was still working, and I could watch surveillance footage. I met with Karla in the leasing Office, Karla showed me the footage and I observed the following: At approximately 2254 hours on 09/21/2025, the suspect Toyota Camry is seen driving westbound in the 3000 block of NE 12th ST, crossing a stop sign at the intersection of Kirkland Ave NE/NE 12th St and proceeding westbound. In the footage you can see that the vehicle is already damage. At 2255 hours the Camry enters the garage and pulls into parking in the vicinity of parking space 197. The camera did not have direct sight on space 197 as it was blocked by other vehicles and a concrete PAGE 3 OF 7 REPORT NO.` EG32836 CASE# 25-8213 O COLLI COLLISION TIME OF 09/21/25 22:55 COLLI NARRATIVE pillar. Shortly after the vehicle parks, a Hispanic male wearing a yellow polo style shirt is seen walking out from the area where the vehicle was parked, no other person was seen in the vicinity of the vehicle or in the garage. The male walks to the nearby elevator and uses a key fob to enter the elevator. He appears to forget something and exits the elevator and walks back to space 197 where the Camry was parked. The male then walks back to the elevator and uses the key fob to enter the elevator once again. The male enters the elevator and appears extremely nervous. The male leans against the wall staring into space. The male takes a few steps forward and begins evaluating his arms and elbows, appearing as though he was looking for injuries. The male then exits the elevator and walks into unit A-619. I zoomed in closer on the footage of the vehicle entering the garage. A subject with dark hair and a yellow top is seen in the driver's seat of the vehicle. The shade of yellow was the same as the male in the footage. Karla reported that space 197 was registered to apartment A-619, and the vehicle registered was a white Toyota Camry. The person renting the unit was the registered owner of the Camry, Kenia Marques-Garcia. There was also a key fob history tracked by the apartments; the fob registered to unit A-619 was utilized every time the male is seen entering the elevator. I took videos/photos of the key fob history and the surveillance footage and uploaded it to Evidence.com. On 09/25/2025 at approximately 1959 hours I attempted to contact the residents of Unit A-619. Kenia Marquez-Garcia answered the door, I notified her that I was contacting her about a hit and run involving her vehicle. I notified her that I had gathered surveillance footage of a male likely operating the vehicle. Kenia reported that she was aware of the hit and run involving her vehicle and identified the male driving the vehicle as her boyfriend Alfredo Del-Rio-Flores. She reported her boyfriend stated that he was nervous and fled the scene of the collision. I was unable to find a DOL return upon running this name. I notified Kenia to have her boyfriend contact the police department about the hit and run. 09/26/2025 a male identified as Jose Alfredo Del-Rio-Flores (DOB: 01/20/1994) contacted the police department to give a statement. I was not working at this time, so Officer Gorajewski spoke with Jose and logged his phone number/DOL return. I looked at a photo of the DOL return and identified Jose as the male in the surveillance footage. On 09/29/2025 at approximately 1832 hours I spoke with Jose via phone. I notified Jose the call was being recorded and read Jose his Miranda rights from my department issued codebook. Jose stated that he understood his rights and agreed to speak with me. Jose reported that he was the person that crashed into the two parked vehicles and apologized for his actions. Jose stated that he had dozed off while driving and struck the vehicles, he was nervous, so he fled the scene. Jose reported that he went to speak with the owners of the vehicles a day after to remedy the situation. I later contacted Hector who reported that a male came to his house the day after the collision occurred, the male stated that he knew the person who crashed into his cars. The male refused to identify the subject who crashed into the cars only noting that he knew the subject. Hector reported that both vehicles are totaled, and he was allowing his two teenage children to drive the cars but now they have no transportation. Hector once again stated that he wanted to pursue charges against Jose. I have created citation# 5AO845276 for two counts of Hit and Run Unattended and sent it to the prosecutor's que for review. At this time, I find that there is probable cause to arrest Jose for two counts of Hit and Run Unattended (RCW 46.61.010). This is based upon Jose striking two unoccupied vehicles and fleeing the scene without exchanging proper information. Jose was seen in surveillance video operating the vehicle as it entered the Astra Apartments minutes after the collision. Jose's girlfriend Kenia reported that he was the subject operating the vehicle and admitted to her that he had fled the scene of the collision. Jose admitted to me that he crashed into the vehicles but fled the scene because he was nervous.
