QUESTIONS AND ANSWERS
1. Question: BI #17 calls out HMA CL ½”, PG 64-22. Would HMA CL ½” PG 58H-22 be
acceptable?
Answer: PG 58H-22 is acceptable. The actual mix design number will still need to be submitted
on and have an associated QPL to ensure eligibility for payment with the project’s federal
funding.
2. Question: Bid item 24, Thermoplastic stamped surface, is that a stamped asphalt surface that
gets simply a thermoplastic coating on top? If that is the case would the coating fill in the
stamped asphalt? Wondering if you are familiar with what this is and what the process is for
application? I am trying to reach out to contractors to get coverage for this item and with no
success to date on that, do you have any recommendations?
Answer: Replace the term “Thermoplastic stamped surface” with “plastic crosswalk treatment”
in Section 8-22 of the Special Provisions and in Bid item 24. Replace the term “Frisco Cobble” in
8-22.3(3) with “rectangular cobble”. The City is open to a range of colors and patterns within the
parameters defined, as approved by the Engineer, as noted in 8-22.3.
3. Question: We have been getting bombarded with requests to quote the “Thermoplastic
Stamped Surface” Bid Item 24. From what I am hearing just about no one is willing to bid this
item. We cannot quote the entirety of the striping due to the profiled MMA (SPM is the only
company in the state that can do profiled MMA) but I would be willing to take this item on if I can
get clarification on a few things.
We recently did a very similar project for the city of Duval 2025 Overlay , I have attached a few
photos, we used a product from PPG/ Ennis-Flint called Traffic Patterns, not sure if this would
be an acceptable option. We are not familiar with this Frisco Cobble Pattern material referenced
in the specs, and certainly would prefer to not try out a new overseas supplier on a project this
large.

4. Question: Would the City be open to eliminating bid item #24 stamped thermoplastic for the
traffic islands? That is an uncommon practice in Washington and few contractors install this
material. Would the City of Renton be open to switching to concrete or adding turf?
Answer: Replace the term “Thermoplastic stamped surface” with “plastic crosswalk treatment”

5. Question: The extruded curb, bid item 26, in talking with SPM they are saying they need to
build that with 3000 psi concrete not the 4000 psi concrete called out in the specials for this
project. Is that acceptable or what would be the process for getting something like that
approved? SPM mentioned they are using 3000 psi concrete elsewhere in Renton and that got
approved.
Answer: 3000 PSI concrete is acceptable for the extruded curb, bid item 26
6. Question: A question regarding bid item 26 Extruded curb spec. section 8-04 stating all must be
class 4000 concrete. All the contractors that perform that work say you can not extrude a class
4000 mix because of the aggregate size required to get that strength. Would regular extruded
curb mix be acceptable?
Answer: 3000 PSI concrete is acceptable for the extruded curb, bid item 26
7. Question: BI 26: Extruded curb – Can the extruded curb PSI be 3000 PSI for strength?
Answer: 3000 PSI concrete is acceptable for the extruded curb, bid item 26
8. Question: Bid item 5 Work Zone Safety Contingency is Force Account but the Unit Price and
Dollar amount are left open. Are we providing a price for this or is there an estimated amount
supposed to be plugged in the price and amount columns?
Answer: Bid item 5 should have a estimated amount of $11,000.
9. Question: BI 5: Work Zone Safety Contingency – This is a Force account item, but has no
amount to it. Can you provide the amount for this BI?
Answer: Bid item 5 should have a estimated amount of $11,000.
10. Question: We would like to use Currux Vision on this project for detection. Can we get it
approved? Renton has used this recently.
Answer: The City does not want to use Currux Vision on this project.
11. Question: I noticed that in the Specials under Surface Treatments & Pavement section 5-04.2
states “is supplemented with pavement reinforced fiber 9-19. There is no 9-19 in the
specifications so I am not clear on whether or not the City is requesting fibers in the hma. Can
you please clarify?
Answer: The line in the specials referencing pavement reinforced fiber should be struck from
Section 5-04.2. No fibers are required for the project.

12. Question: Bid Item 18 – Adjust and Replace Utility Lid. This section of roadway shown in the
plans shows more than 4 EA utilities that will need to be lowered and raised. Can you confirm
the quantity of water valves, monuments, manholes, and catch basins that need to be lowered
and raised?
Answer: Bid item 18 is specific to items in sidewalks where non-slip lids will be required (plan
sheet DM04). No utilities in the roadway have been identified for significant adjustment or
replacement of lids, and no detailed survey of lid elevations was performed. All roadway utilities
should be protected in place and remain at grade. The cost of roadway utility protection shall be
incidental to the cost of planing, bid item 16.
13. Question: Are all the existing utilities to remain at grade during the grinding and paving or is the
contractor to lower and raise utilities at their own risk?
Answer: Bid item 18 is specific to items in sidewalks where non-slip lids will be required (plan

14. Question: Is an MTV or MTD required for the asphalt overlay?
Answer: No
15. Question: Which bid item would providing a UPO be covered in?
Answer: A UPO is not part of the traffic control included in the project’s design, which
anticipates the signals to remain in operation. If a UPO were to be used in a contractor-
proposed modification to the traffic control plan, it would need to be with the approval of the
City, and could be considered under an added bid item.
16. Question: Wanted to ask, how will UPOs be paid for on this one, there a few lighted
intersections that need to be controlled as the work goes through, is that an item that should be
added? Paid for under other traffic control labor? Otherwise?
Answer: A UPO is not part of the traffic control included in the project’s design, which
anticipates the signals to remain in operation. If a UPO were to be used in a contractor-
proposed modification to the traffic control plan, it would need to be with the approval of the
City, and could be considered under an added bid item.
