The following occurred in the City of Renton, King County, Washington unless otherwise stated.
During this incident 1 was equipped with body-worn camera which records both audio and video.
Portions of the incident were recorded. This report is merely a summary of the incident and is not
intended to be an exact transcription of the entire investigation or what may have been captured
with the recording system. During this incident I was wearing a department issued uniform or jump
suit and outer carrier vest which was marked with "Police"both on the front, back, and
department patches on each shoulder of the uniform or jumpsuit, as well as a Renton Police Velcro
badge on my►eft chest. It would be immediately obvious to any reasonable person that I was a
Police Officer.
On 10/1/2025 at 1325 hours I was dispatched to a hit and run collision at Triumph Valley located at
3750 East Valley Rd.
I met the victim, identified as Anqi Pan (DOB: 04/23/1997) by WADL, at the location and asked what
happened. Pan told me that someone had backed into her 2025 Tesla Model Y (WA LP: CSC7178)
while she was in the restaurant, causing damage to the front passenger side bumper. I saw that there
was evident scrapes and dents on the bumper. Pan showed me a video from her Tesla of the incident
which shows an older Asian male walking to a red 2007 Toyota Tacoma (WA LP: C15467U) that was
parked within a parking stall in front of Pan's vehicle.
Following this, the video shows the male getting into the Tacoma and proceeding to reverse out of
the parking stall. The video shows the rear bumper of the Tacoma collide with the front passenger
side bumper of the Tesla.
The registered owner of the Tacoma is identified as Frank M. Loo (DOB: 05/27/1947) per DOL
records. At the time of this incident, there is no report of sale for the Tacoma and shows Loo as the
legal owner of the Tacoma.
Pan stated that she wishes to pursue charges against the driver of the suspect vehicle for the crime of

1 provided Pan with an evidence.com link to upload the video from the Tesla to this case. I reviewed
the camera footage but it was somewhat grainy. The subject that enters the suspect vehicle appears
to match the physical description of Loo. This is by the gray hair, the suspect appears to be an older
asian male who is shorter in stature. Loo's DOL records show that he is 5'4" and 142 pounds which
appear to match the suspect in this case. I will follow up with Pan with a photo montage to verify the
suspect in this case.
