EG33733 CASE# 25-8051 OATS OF COLLI r�510NN + 09/16/25 08:03 L1 NARRATIVE 25-8051 H R On 9/16/2025 1 was working as a uniformed patrol officer and driving a marked patrol vehicle for the City of Renton. I was dispatched to a report of a three-vehicle collision near the Henry Moses Aquatic Center located at 1715 Maple Valley Highway Renton/King/WA. The reporting party was calling to advise they were on Maple Valley Highway blocking one westbound lane. The did not report any injuries. I arrived on scene and located two vehicles blocking the #1 westbound lane further east, I confirmed no injuries, and both vehicles were able to move out of the roadway to a nearby parking lot. The driver of Unit 2, a blue 2020 Dodge Charger WA/BUY7611, was identified by his WADL as Lenworth G Knowles DOB: 5/6/1966. Lenworth advised that the vehicle that caused the collision had fled the scene just prior to my arrival. I asked Lenworth what happened, and he said that he said that he was driving west in the #1 lane, he said that Unit 3 was westbound in the #2 lane, and he was slowing gaining on him. Lenworth said that a white pickup truck was in the #2 lane just behind Unit 3 and sped up quickly and attempted to change lanes. The white pickup truck collided with the driver side of the Charger and then rear-ended Unit 3. There was damage to the driver side door and front quarter panel of the Charger. There was no airbag deployment in the Charger and the vehicle was drivable. Lenworth said that the suspect driver initially got out of his vehicle and asked if Lenworth was okay. Lenworth said when he turned to go check on the driver of Unit 3 the suspect driver got back into his truck and fled the scene east on Maple Valley Highway. Lenworth noted that the driver stated he lived near the golf course before leaving the scene. Lenworth described the suspect driver as a white male, 50-60 years old, gray beard with ties or twists, approximately 6-1 feet tall, medium build, wearing sweats and a sweatshirt. Lenworth said that he would be able to identify the suspect if seen again and did want to press charges for hit and run. The driver of Unit 3, a white 2015 Ford Transit WA/C95438T, was identified by his WADL as Mikhail P Fotin DOB: 4/30/1985. Mikhail said that he was driving west in the # 2 lane when the pickup truck quickly sped up, and after striking Unit 2, collided with him. There was damage to the passenger side rear bumper/quarter panel area of the Ford. There was no airbag deployment and neither Mikhail nor his passenger reported any injuries. The Ford was drivable. The damage to the suspect vehicle would be on the passenger side and the front bumper. Mikhail said that he had dash camera footage of the white pickup truck. I reviewed a portion of the footage with Mikhail, and he pointed out a white Dodge Dakota as the suspect vehicle. I was able to get a license plate of WA/D97402F. This plate returned to a white 2000 Dodge Dakota VIN/1 B7GG22N4YS526310. This vehicle was registered to a Kaai J Williams 10/8/1969 to 13303 SE 151st St Renton/King/WA. This address is in a neighborhood directly south of the Maplewood Golf Course. Kaai is described as a light skinned black male, 56 years old, 5-10 tall, 240lbs, bald, with a gray and dark gray beard per his WADOL photograph. Mikhail sent me the dash camera footage via Axon Evidence. I reviewed the footage, and it showed the Dakota waiting at the traffic light at 131st Ave SE and Maple Valley Highway. Mikhail is driving west on Maple Valley Highway in the #2 lane, the Dakota passes Mikhail briefly in the #1 before being slowed for traffic. Mikhail then passes the Charger which is in the #1 lane before you can see his vehicle jolt from the collision. The dash camera did not capture the driver, or the Dakota flee the scene. went to the DOL address listed for the Dakota; I located the truck in the front yard behind a hedge. I walked around the truck and was able to see that there was old damage to the front end that had rusted over. On the driver side front quarter panel/hood area there appeared to be new damage which had not rusted over yet. I did not see any noticeable paint transfer since the Ford was white. I walked to the passenger side and was able to see blue paint transfer that was very visible against the white paint. There was scuff marks as well along the passenger side door and quarter panel. On 9/22/2025 1 provided Detective Gorajewski the photo montage and RPD Montage Report for this case. He was able to meet with Lenworth and have him view the montage around 0900 hours at 1055 S Grady Way. Lenworth positively identified the driver of the suspect vehicle as photograph #3 which is Kaai J Williams DOB: 10/8/1969. He placed his initials on the photograph and affixed his signature to the Montage report. See Det. Gorajewski's supplemental report for further details. I called Lenworth back and advised him of the update, I also called Mikhail to let him know of the development. They both advised they still wished to pursue charges for hit and run. Based on the damage to the victim vehicles and the suspect vehicle (areas of damage and paint transfer) and Lenworth's positive identification of Kaai as the driver of the vehicle he is registered to, I believe probable cause to charge Kaai with two (2) counts of Hit and Run Attended exist. One count for each vehicle that Kaai collided with before fleeing the scene. I completed Sector Criminal Citation #5A0723024 for two counts of Hit and Run Attended Vehicle RCW 46.52.020. This report will be forwarded to the Renton Prosecuting Attorneys Office for review. Nothing further.
