Pre-Collision Driver 2 stated that she was proceeding South on East Valley Rd in the #1 lane approaching the 1700 block. Driver 1 stated that he was facing North on East Valley Rd in the 2-way center turn lane preparing to perform a lefthand turn to proceed West into a parking lot on the West side of East Valley Rd. Collision Driver 2 stated that as she entered the 1700 block of East Valley Rd, Unit 1 began its lefthand turn in front of her and she did not have time to react. Driver 2 stated that the front bumper of Unit 2 collided with the front bumper of Unit 1 at an angle, which caused Unit 2 to roll and come to a rest just South of the collision location. Driver 1 stated that he was waiting for a pedestrian to cross over the sidewalk entrance to the parking lot to perform his lefthand turn. Driver 1 stated that he thought he was clear and began his lefthand turn. Driver 1 stated that he did not see Unit 2 and when he started his turn, the front bumper of Unit 2 collided with the front bumper of Unit 1, causing Unit 2 to roll over and come to a rest on its top. A witness on scene provided comment that he saw Unit 1 turn in front of Unit 2. Injuries Driver 1 had minor complaints of pain from the seatbelt and some other pain in her legs. Vehicle Disposition Both vehicles were inoperable and towed from the scene. Proximate Cause I determined that Driver 1 is the proximate cause of this collision because the driver of a vehicle intending to turn to the left within an intersection or into an alley, private road, or driveway shall yield the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard. Driver 1 was cited per RCW 46.61.185 1 certify (declare) under penalty of perjury under the laws of the State of Washington that the foregoing is true and correct. Electronically signed by Officer C.
