QUESTIONS AND ANSWERS
1. Question: The U.S. Department of Transportation (DOT) has issued an interim final rule that
immediately changes how all Disadvantaged Business Enterprise (DBE) and Airport
Concessions DBE (ACDBE) certifications are evaluated. The rule is effective October 3, 2025.
What will the City of Renton do in response to this IFR as it pertains to the DBE goal established
for this project??
Answer: There is currently no change in the project’s bidding documents or bid process.
2. Question: Q&A 2 said either product would be eligible (regarding brick color/pattern torchdown
MMA). Would brick red colored MMA without rectangular cobble be acceptable.
Answer: The City will accept colored brick red MMA with no rectangular cobble. The City will
also accept torchdown plastic sheets with rectangular brick pattern. The City desires visual
differentiation between the asphalt travel lanes and the raised asphalt islands.
